Emergency Management Professional Program FEMA’s Emergency Management Institute (EMI) is charged with strengthening the field of emergency management through the Emergency Management Professional Program (EMPP). The EMPP curriculum is designed to provide a continuum of learning for a career in emergency management. BASIC ACADEMY
National Emergency Management Basic Academy Mission § Provides the opportunity to acquire a foundational understanding of the key concepts of emergency management § Enhances the early careers of emergency managers by combining the knowledge of fundamental systems, training, concepts and practices of contemporary emergency management § Enables students to gain a common understanding of the roles, responsibilities, legal and ethical implications of emergency management; build an emergency management community of practice; and establish professional contacts
Basic Academy Curriculum E/L0101
E/L0101 Foundations of Emergency Management • Introduces the knowledge and skills needed to perform at the entry level of emergency management. Topics include: mitigation; response; prevention and protection; recovery; and ethical decision-making.

E/L0103 Planning: Emergency Operations • Basic concepts and planning steps unique to the field of emergency management so new emergency managers may apply planning skills and processes to challenges in their jobs.

Basic Academy Field Delivery 1. The Emergency Management Institute (EMI) now offers field deliveries of the Basic Academy to our State, Local, Territorial, and Tribal (SLTT) partners. 2. The field deliveries of the Basic Academy maintain the quality of content and instruction of the EMI delivered courses, while incorporating the best practices and successes from within the EM community. 3. Our intent is to establish collaborative partnerships with the states to pilot state-sponsored deliveries of the Basic Academy. We have partnerships with 23 states and pilots have been held or scheduled in 4 states to date in 2016.

ADVANCED ACADEMY
National Emergency Management Advanced Academy Mission § Provides essential skills and tools for emergency management professionals to manage dynamic and resilient programs. § Creates conditions for an academically rigorous learning environment, using critical thinking and complex problem solving processes. § Incorporates key topics: Research Practice for Emergency Managers, Legal Issues, Public Policy, and Economics of Disasters for Emergency Managers. § Enables the development of peer networks as students work together on projects within a collaborative environment. § Utilizes an academic research project to demonstrate the ability to apply the concepts of the program and to facilitate the growth of emergency management practitioners into evolving leadership roles.

• E0451 Advanced I - A Survey of Advanced Concepts in Emergency Management • A survey of major advanced concepts in emergency management: leadership and management skills, critical thinking, legal issues, public policy, research for emergency managers, and case studies to begin developing and planning the research paper topic. • E0452 Advanced II - Assessment and Application of Professional style in Emergency Management • A personal leadership and management approach of advanced issues in emergency management, legal issues for emergency managers in the community, continuation of research practice for emergency managers, and development of a research paper problem statement. • E0453 Advanced III - Advanced Concepts and Issues in the Emergency Management Organization • An organizational leadership and management approach of advanced legal issues and public policy in emergency management, economics of disasters, and continuation research for emergency managers by developing an outline and plan for the research project. • E0454 Advanced IV - Advanced Concepts and Issues in the Emergency Management Community and Profession • A community of practice and holistic approach at advanced issues in emergency management, contemporary issues in the community of practice, continuation of the economics of disasters.
