ENLL AA RULES AND REGULATIONS - 2017 1) The home team will occupy the first base dugout. 2) Both teams are responsible for the “tear down” of the fields after the final Saturday game and all weekday games. 3) Each team must have a minimum of 9 players to start a game. A team may finish with 8 players, however the first at bat for the removed player will be an out and the opposing team must furnish a fielder. 4) All players will bat, including those who are not in the starting lineup. No player will sit out more than one consecutive inning of defensive play. Before one player sits out a second defensive inning, all players must have sat out at least once. 5) Players must play at least 1 inning each game at an infield position provided there is no safety or injury concern. Minimum 2 infield innings per player is encouraged. 6) Please review Little League Pitch count rules for 2017. Balks are not called on AA pitchers only warnings will be issued. A pitcher hitting 3 batters total must be replaced. A pitcher that hits 2 batters in one inning will be replaced. Once a pitcher is replaced, they may not pitch again in that game. A pitcher is not allowed to play catcher if he has thrown 40 or more pitches. 7) The batter is out even if the catcher drops or misses the third strike. 8) An inning is over on the first of the following to occur: three defensive outs or 5 runs scored. In the sixth inning runs are unlimited. You must get to the sixth inning for the unlimited run inning. 9) Game time limit is 2 hours or 6 innings. No new inning will start after 2 hours, except for games played prior to daylight savings where the time limit is 1 hour and 45 minutes or darkness. 10) If the player slated to play catcher is on base with two outs a pinch runner (last batted out) should be inserted to help speed up play. This rule will apply to the regular season only and does not apply in the playoffs. 11) There is no “on deck” circle. Only the batter may take warm up swings. 12) Players must wear a catcher’s mask when warming up the pitcher. Any adult warming up a pitcher in the bullpen must be standing upright.
a. Any player catching balls around home plate during practice, game warm-up or any other time must wear a catcher’s mask. Failure to do so may result in the manager being ejected from the game.
13) Base runners may not leave the base until the pitched ball crosses home plate. Base runners may advance from first to second and second to third, on passed balls (ball must be behind the catcher). However, players are not allowed to advance to home on passed balls (this will apply to games before spring break only. After spring break runners, may advance home on passed ball). Players may advance home on any other play, for example an attempt to throw out a runner advancing from first to second. 14) For games before spring break the pitcher-catcher exchange will be considered a dead ball play and runners may not advance. Games after spring break the pitcher-catcher exchange is considered a live play. 15) For games after spring break when a runner is on first base only they may steal second base when the ball crosses home plate. Their foot must remain on the base until the ball crosses the plate. The runner may not advance to third base on the throw from catcher. 16) Base runners must slide or avoid contact when going in to a base where a defensive play is being attempted. Players may not block the base from a runner unless he has possession of the ball. If a collision occurs, it is the umpire’s discretion if the runner is to be called safe or out. A base runner may run past first base (in foul territory) and miss the base in order to avoid a collision. Headfirst slides are not permitted except when going back to the base.
a. Coaches need to encourage players to slide into 2 nd base to avoid contact and interference when a possible double play is being made.
17) A parent/coach/adult must be in the dugout at all times. An example would be if your coach(s) are not at the game, the manager is not allowed to coach 3rd base and leave the dugout void of adult supervision. A parent can come from the stands to provide that supervision with the approval of a Board Member attending the game, otherwise 3rd base will have to be coached by another player.
