Summary of Accomplishments 1999 Recreation Center/ Animas River Trail Tax

In April 1999, Durango voters authorized the half-cent sales and use tax to fund the construction, operation and maintenance of the Durango Community Recreation Center and the development of the Animas River Trail. The 20-year tax sunsets in December 2019 and the $14 million debt for the construction of the Recreation Center will be retired and paid in full.

Reauthorize the 1999 Recreation Center/ Animas River Trail Tax for 20 years through 2039, applying the revenue to a broad spectrum of recreational and multi-modal projects including capital development, maintenance and improvements to parks and recreation assets. The tax will address the evolving objectives of the Parks, Open Space, Trails and Recreation Master Plan.

Funding Decisions The reauthorized tax expenditures will be reviewed by the Parks and Recreation Advisory Board with annual recommendations to the Durango City Council.

Estimated Expenses The Parks, Open Space, Trails and Recreation Comprehensive Capital Improvement Summary identifies over $219 million in expenditures. Of this total, the estimated expenses for the future key Parks and Recreation Projects is $156 million.

The estimated costs are based upon past conceptual level analysis of these projects and will likely change based upon project refinement and market conditions at the time of implementation.

Estimated Revenues The estimated revenue of the existing Recreation Center/Animas River Trail Tax between 2015 and 2019 is $18 million. The reauthorized tax revenue between 2020 and 2039 is $107 million. In 2005, Durango voters authorized the one quarter cent sales and use tax for the preservation and stewardship of open space and the development and maintenance of parks and trails. This tax will sunset in 2026 and it is estimated that this tax will generate approximately $27 million between 2015 and 2026.
