SUBJECT: Estimated FY 2007 State Allocations under the Carl D. Perkins Career and Technical Education Act of 2006
I am pleased to provide you with the estimated State allocations for FY 2007 grants under titles 1 (Career and Technical Education Assistance to the States) and I1 (Tech Prep Education) of the Carl D. Perkins Career and Technical Education Act of 2006 (Perkins IV or Act). These funds will become available beginning on July 1, 2007, and these estimates will be posted to our Web site shortly (www.ed.nov/about/offices/list/ovae/). Please share these figures with your secondary or postsecondary counterparts, your State Tech-Prep coordinator, fiscal partners, and other appropriate individuals within your State. Please note the following information regarding State allocations for FY 2007. Funds under title I will become available at two separate times. A portion of the h n d s will become available for obligation on July 1,2007, and remain available for 15 months through September 30, 2008. The remaining portion will become available on October 1, 2007, and remain available for 12 months. Table 1 shows how each portion will be divided among the States and the outlying areas. Table 2 shows the total appropriation for Tech-Prep State grants, all of which will be available July 1, 2007, and how these funds will be divided among the States. Perkins IV now requires that the States distribute secondary funds under section 131(a)(2) of the Act, based on the Bureau of the Census' estimate of the number of individuals aged 5 though 17, inclusive, who reside in the school district served by such local education agency and are from families below the poverty level for the preceding fiscal year, as determined on the basis of the most recent satisfactory data used under section 1 124(c)(l)(A) of the Elementary and Secondary Education Act of 1965, compared to the total number of individuals who reside in the school districts served by all the local educational agencies in the State for such preceding fiscal year.

Perkins IV also requires that the States distribute secondary funds under section 131(a)(l) of the Act, based on the number of individuals aged 5 through 17, inclusive, who reside in the school district served by such local education agency for the preceding year compared to the total number of such individuals who reside in the school districts served by all local educational agencies in the State for such preceding fiscal year, as determined on the basis of the most recent satisfactory o Data provided to the Secretary by the Bureau of the Census for the
purpose of determining eligibility under title I of the Elementary and Secondary Education Act of 1965; or o Student membership data collected by the National Center for Education Statistics through the Common Core of Data survey system. States must use the updated Bureau of the Census data, reflecting 2005-2006 school district boundaries, in FY 2007 funding distribution formulas. These data may be accessed at www.cei~sus.~ov/hl~es/www/saipe/district.html. Any State choosing to use student membership data must use the updated National Center for Education Statistics data, which may be accessed at www.nces.ed.gov/ccd/puba~ency,asp.
