MIFUGO Project COLLABORATING TO COMBAT CATTLE RUSTLING, AND ENHANCE HUMAN SECURITY IN THE EASTERN AFRICA REGION
Regional Validation and Feedback Workshop on the Training Manual to Combat Cattle Rustling in Eastern Africa 23rd – 25th November 2010, Sarova Panafric Hotel, Nairobi-Kenya
Event Summary Mifugo Project in collaboration with Eastern Africa Police Chiefs Cooperation Organization (EAPCCO) has developed a draft Regional Training Manual on Combating Cattle Rustling. The Training Manual particularly targets personnel of police, prosecution, judiciary, veterinary, customs, and immigration agencies in the five countries that are implementing the Protocol on the Prevention, Combating and Eradication of Cattle Rustling in Eastern Africa, that is Ethiopia, Kenya, Sudan, Tanzania and Uganda. The Training Manual represents a specifically designed and officially recognized document that will be used as a key reference and guidance tool for training of legislative as well as executive officials and operational personnel in the targeted agencies. It determines and provides the objectives, contents, methodologies and other related standards of the training. The contents will have to be reviewed and adopted by the implementing Member States prior to publishing and disseminating the Training Manual. Objectives of the workshop were; to review and enrich the draft contents of the Training Manual, and to validate the contents as per the Regional Curriculum adopted previously. A total number of 24 participants representing the targeted agencies in all of the five countries and Interpol Regional Bureau/EAPCCO Secretariat attended the workshop. The workshop was officiated by Honorable Simeon Lesirma, Assistant Minister for Provisional
Administration, Kenya Government, and Mr. Awad Dahia, Head of Interpol Regional Bureau for Eastern Africa. The Assistant Minster was pleased to attend the validation workshop, and expressed his personal appreciation and that of the Government of Kenya to the ISS and EAPCCO for taking the initiative to produce the Training Manual. He acknowledged the importance of the Training Manual towards the implementation of the Protocol on cattle rustling and eventually to tackle the menace in the region. Further, he commended the Mifugo Project for its commitment towards pastoralist security, which is a great concern of the Government of Kenya as well as the other States in the region. The Hon Minister also expressed that the Government of Kenya has been well cognizant of and supportive of the Project’s efforts towards the implementation of the Protocol. He noted that in the spirit of the Protocol, the Governments of both Uganda and Kenya had made a decision to launch joint and simultaneous disarmament programmme at their common borders. Indeed, he expressed confidence in the Training Manual as a helpful instrument that would contribute towards police reforms in Kenya under the new Constitution. At the end of the two-day workshop, the delegates expressed satisfaction with the manner in which the validation and feedback workshop had been conducted. They stressed the need to be involved in the process of finalizing the Training Manual for ownership and to ensure that their input had been captured and incorporated accordingly. The delegates lauded ISS for taking the initiative to develop the Training Manual from scratch and expressed confidence that the Manual would be rolled out under the leadership of Mifugo Project for the benefit of the implementing Member States as well as the communities.
