Awarded to: The City of Rochester Hills issued RFP-RH-10-078 on November 8, 2010 on behalf of the City, as well as on behalf of City of Troy, MI and City of Ann Arbor, MI. On December 16, 2010, proposals were received from the following offerors: AIS Construction Equipment Corporation Vac-Con Jack Doheny Supply, Inc. Southeastern Equipment Company, Inc. The proposals were reviewed by the City and a Request for Clarification was issued. The proposals and responses to the Request for Clarification were evaluated by an evaluation committee. Using the evaluation criteria stated in the RFP the committee short-listed the top two ranked firms. The top two ranked firms were invited to participate in an interview/demo. The evaluation committee evaluated the interview/demo and the relative strengths and weaknesses of the proposal with regard to the evaluation criteria stated in the RFP. As a result, the committee recommended entering negotiations with the intent to award a contract to the top ranked offeror: Jack Doheny Supply.

The City of Rochester Hills, National IPA and Jack Doheny Supply successfully negotiated a contract and the City of Rochester Hills executed a contract on March 22, 2011 with a contract effective March 22, 2011.
Contract includes: Vactor Manufacturing combination sewer trucks, parts and related services Term: Initial three year agreement from March 22, 2011 through March 21, 2014, with option to renew for two (2) additional one-year periods through March 21, 2016. Pricing/Discount:
