Program Description • Build on existing retention efforts to further identify and address root causes to surrender.
• Survey pet owners to determine more precise, strategic, and tailored assistance to encourage retention. • Serve clients coming into the shelter and those that come into contact with Animal Welfare Officers, Investigators and Law Enforcement where provision of resources can improve welfare and keep pets with their owners.
Program Focus Pet Retention may be appropriate for those who are facing the following scenarios: • Scenario 1 – The pet owner is surrendering their pet due to issues that could be resolved with a short term intervention (i.e. vet care, a dog house) • Scenario 2 – The pet owner is facing enforcement action, however, egregious cruelty or neglect that cannot be resolved with services is not present. In cases where it is appropriate and safe to do so, a short term intervention (i.e. vet care, a dog house) can improve quality of life and result in retention. • Scenario 3 - Instances, where risk of separation is not imminent, yet an animal’s welfare can be improved from inappropriate to appropriate and acceptable.
Scenario 2 The pet owner is facing enforcement action, however, egregious cruelty or neglect that cannot be resolved with services is not present. In cases where it is appropriate and safe to do so, a short term intervention (i.e. vet care, a dog house) can improve quality of life and result in retention.
Scenario 3 Where risk of separation is not imminent, yet the situation is considered inappropriate if not unacceptable, and alternate resources are unavailable, interventions are considered appropriate and successful when an animal’s welfare can be improved from inappropriate to appropriate and acceptable.
