The value of exports rose by 3.8 per cent to $218 billion in 2007 (see Box 1)1.



Merchandise exports rose 2.4 per cent to $169.6 billion, while exports of services rose 9.4 per cent to $48.0 billion.



In volume terms, merchandise exports rose 2.5 per cent and services exports rose 6.3 per cent.

Box 1: Trade overview Australia’s exports rose by 3.8 per cent in 2007 to $218 billion. Exports of Simply transformed manufactures (STM), Elaborately transformed manufactures (ETM), Other goods and services were all higher in 2007, but growth was slower (except for services) compared with the previous year. Exports of Primary products fell in 2007, mainly reflecting the impact of drought on rural exports. The rise in Australia’s exports was more than offset by a 7.0 per cent rise in imports during the year which was underpinned by robust domestic consumption and investment. As a result, the trade deficit rose by $7.4 billion to $18.9 billion. Australia’s terms of trade increased by 4.6 per cent, reaching their highest level since the early 1950s. Although the prices for many resources and energy exports rose, this was offset somewhat by the fall in the average price for coal. In addition, the appreciation of the Australian dollar against the US dollar reduced the price received (in Australian dollar terms) for a number of commodity exports. The rising terms of trade therefore reflected mainly a fall in import prices.

Box 2: ‘Australian produce’, re-exports and total exports Australian produce or domestic exports account for 96.1 per cent of Australia’s total merchandise exports. The difference between Australian produce exports and total merchandise exports is accounted for by re-exports. Re-exports are goods imported into the country and then re-exported without being transformed in any significant way. Statistics on Australian produce include only those goods that were actually produced or transformed in the domestic economy. Virtually all Primary products exports are Australian produce (99.7 per cent in 2007). Exports of Australian produce Manufactures accounted for 87.6 per cent of total Manufactures exports in 2007. With Manufactured products, the ratio of domestic exports to total exports has historically been lower for ETM. In 2007, 81.8 per cent of Australian ETM exports were Australian produce compared with 98.7 per cent for STM. For more details refer to tables 11 and 12 in this publication. In this publication, unless otherwise stated, references to exports relate to exports of Australian produce and are measured on a recorded trade basis.

Japan was Australia’s largest individual export market, accounting for 19.7 per cent ($31.7 billion) of Australian produced exports in 2007 (see Table B) – exports fell 1.8 per cent.

The Republic of Korea was Australia’s third largest market ($13.2 billion) – exports rose 8.7 per cent.

Gold exports: impact of the ABS revised treatments for goods for processing in ABS merchandise trade Introduction In June 2006, the Australian Bureau of Statistics (ABS) changed the way it treats Goods for processing in merchandise and Balance of Payment (BOP) statistics. The bulk of these goods for processing are non-monetary gold. This change to the treatment of goods for processing will therefore impact in particular on Non-monetary gold exports and imports.

Goods for processing Goods for processing are goods entering or leaving Australia for processing and returning to the country from which they were consigned for processing (no change of ownership occurs). As processing is more than a minor operation, the gross value of the exports and imports is reported. The fee from processing is included in the gross value of the goods.

ABS treatment of Non-monetary gold for processing in their merchandise statistics An investigation in the 1990s by the ABS determined that most Non-monetary gold imported into Australia did not change ownership between a resident and a non-resident and was re-exported after processing. Consequently, these transactions were treated as Goods for processing both in exports and imports. The ABS has recently reviewed the treatment of Goods for processing and identified that most of this Nonmonetary gold imported into Australia for processing did in fact change ownership. The review concluded that most imported gold is purchased by an Australian resident from non-residents and then subsequently exported to different non-residents. Therefore, the transactions should be reported as exports and imports of gold, not goods for processing.3 The ABS implemented this change in treatment in June 2006 in both its BOP and merchandise trade statistics. The ABS revised BOP statistics to correct the classification of these transactions but did not revise merchandise trade statistics due to cost and complexity. As a result, this has an impact on the way Non-monetary gold exports are shown in this publication.

Impact of the proposed change in this publication Users will need to be careful in interpreting movements in Non-monetary gold exports in this publication as a result of the changes implemented by the ABS. Exports of Non-monetary gold for processing previously reported as part of re-exports4 are now reported under TREC code 309100 (non-monetary gold). As the ABS did not revise the history of its merchandise trade statistics, this change in treatment has distorted growth rates for Non-monetary gold exports in this publication for the current calendar year. Imports of Non-monetary gold in this publication are not affected by this change.5 Table C, shows Non-monetary gold exports as recorded in merchandise trade statistics and BOP statistics. As BOP statistics were revised by the ABS to reflect the change in treatment of Goods for processing, it accurately reflects the actual growth rate in Non-monetary gold exports in 2007 (9 per cent), while the merchandise exports data shows a misleading growth rate of 24 per cent. The Australian export TREC tables (2 to 10) and the country tables in this publication show Non-monetary gold as reported in ABS merchandise trade statistics and therefore are showing incorrect growth rates between 2006 and 2007.

Impact of ABS confidential restrictions on exports of Nickel Summary Confidentiality restrictions in Australian Bureau of Statistics (ABS) international merchandise trade statistics have significantly affected the reported time series for exports of Nickel products and for STM exports. Using partner country import data we have estimated that exports of Nickel products were worth around $8.5 billion in 2007 (compared to $2.8 billion in reported trade statistics). The major components of nickel exports, Nickel & nickel alloys unworked were estimated to be $3.8 billion and was therefore Australia’s second largest STM export in 2007 after Aluminium (including alloys) unworked, making it Australia’s 13th largest export overall. Exports of Nickel mattes and sinters, the other major component, was estimated to be $2.3 billion, making it Australia’s 19th largest export.

Background The Census and Statistics Act 1905 governs the collection and dissemination of statistics by the ABS. The Act provides strong protection for the confidentiality of information supplied by providers to the ABS. In relation to international merchandise trade statistics, the ABS has a legal obligation to confidentialise data from an individual or organisation that is identifiable if that individual or organisation has requested that the data be suppressed. These confidentiality restrictions impact on the level of detailed merchandise trade data that is potentially available for release. A variety of restrictions or embargoes are available to protect the confidentiality of an individual's or organisation's data. Each type of restriction is designed to protect a particular aspect of the data and, at the same time, allow the ABS to release the maximum amount of detailed trade statistics. The ABS publishes monthly a list of merchandise trade commodities with confidential restrictions in its publication International Merchandise Trade: Confidential Commodities List (ABS catalogue 5372.0.55.0.01). More detail on how the ABS applies confidentiality in merchandise trade statistics is available in the ABS information paper International Trade – Request to Confidentialise data (ABS catalogue 5497.0.55.001). These products are available on the ABS website at www.abs.gov.au.

Impact of confidentiality on exports of Nickel products In ABS statistics Nickel mattes, Nickel & nickel alloys unworked and Nickel powders and flakes have the most comprehensive restriction applied (no commodity details). No data relating to these Australian Harmonised Export Commodity Classification (AHECC) commodities are released by the ABS.

Table A lists the ABS confidentiality restrictions applied to these Nickel products and the dates from when these came into affect. The table also shows the DFAT Trade Export Classification (TREC) codes1 which are affected by these restrictions. In this publication confidential nickel trade is classified in Confidential items (TREC code 999999). With the growth in the export value of Nickel products over recent years on the back of the resources boom, these restrictions have had a serious impact on the ability to analyse Nickel exports, in particular exports of Nickel & nickel alloys unworked (TREC code 231311). The large value of Nickel exports has also impacted on the total value of STM exports, which as a result have been significantly understated since February 2003. The total value of Primary products exports are also affected. Table B shows exports of Nickel products as published under the TREC classification from 2003 to 2007. It clearly shows where the ABS confidential Nickel restrictions affect the TREC export data in this publication.

Alternative sources of information on Australia’s nickel exports It is possible by using partner country import data (e.g. Japan’s imports from Australia) to get an idea of the size of Australia’s exports of confidential Nickel commodities. It should be noted that data on Nickel products as published by our major trading partners are not fully compatible with data as published by the ABS. This is due to timing, coverage and valuation differences that will exist between the two data sets. [For more information on the quality of the data sourced from our trading partners please refer to the section on quality of these estimates at the end of this article.] Using partner country import data, Table C shows that our major trading partners imported around $3.8 billion of Australian Nickel & nickel alloys unworked in 2007, up 38 per cent from $2.7 billion in 2006.

Table D shows that total Australian exports of Nickel products in 2007 was estimated to be $8.5 billion (up 32 per cent) in comparison with ABS published data of $2.8 billion (up 15 per cent) in Table B. Within Nickel products, these estimates indicate that exports of Nickel & nickel alloys unworked was estimated to be $3.8 billion and was therefore Australia’s second largest STM export in 2007 after Aluminium (including alloys) unworked and Australia’s 13th largest export overall. Exports of Nickel mattes and sinters was estimated to be $2.3 billion, making it Australia’s 19th largest export. Table D also shows that the estimated level of Australian STM exports was $19.5 billion in 2007 (compared to $15.7 billion using just ABS published data). STM exports were therefore under reported by around 24 per cent in 20072 by using just ABS export data, as shown in the chart below.

Table D also shows that exports of Nickel products as estimated grew at a five year average rate of 28 per cent per annum (compared with a growth rate of just 11 per cent on average using published ABS data only). Similarly, exports of STM as estimated grew at a five year average rate of 11 per cent compared to 8 per cent on average using published ABS data only.

Major markets for Nickel mattes and Nickel alloys unworked Tables E and F show Nickel mattes and Nickel alloys unworked by major Australian market sourced from import data from our trading partners. In 2007, Australia’s major markets for Nickel mattes were China valued at $1.1 billion (up 51 per cent), followed by Japan valued at $407 million (up 89 per cent), and the European Union valued at $238 million (up 49 per cent).

Australia’s major markets for Nickel & Nickel alloys unworked in 2007 were China, valued at $1.4 billion (up 111 per cent), followed by the European Union at $992 million (up 31 per cent) and the United States at $584 million (up 22 per cent). 2 This will not impact on reported level of total Australian merchandise exports, as confidential nickel unworked is included in confidential TREC code 999999 in this publication.

Quality of these estimates The reader should note the above analysis provides only an estimate of the actual value of Australian Nickel products and STM exports. These estimates have a number of data quality issues that should be noted. •

Firstly, most partner country import data as published by our major trading partners are on a c.i.f. (cost, insurance and freight) basis, whereas the ABS export data are published on an f.o.b. (free on board) basis. As a result a valuation on a c.i.f. basis will be higher than a valuation on an f.o.b. basis as it includes the additional cost of insurance and freight.



Secondly not all of Australia’s export partners publish their own import trade data (for example only limited data is available for Middle East countries) and therefore some Australian confidential nickel exports may not have been included. As all Australia’s major trading partners were covered this should only have a small impact on the above estimates.



Timing differences will also impact on the quality of the estimates, given the long distances to some of Australia’s major trading partners.



It is possible that some Nickel products are not given the same classification code in ABS export statistics as in partner country import statistics. It is therefore possible that some of the confidential nickel data sourced from partner country data is actually published in ABS export statistics under a non-confidential nickel code. This could lead to some double counting in these estimates -

for example in ABS export statistics, Australia exported $239 million worth of Nickel bars, rods and profiles (AHECC code 750511) to the United States in 2007. This item is not confidential in ABS export statistics. However, when analysing United States import statistics, no imports from Australia of Nickel bars, rods and profiles are recorded. Timing difference can be ruled out, as the shipments tend to be spread out evenly over the year. It is possible that these Nickel bars, rods and profiles exports have been classified to another nickel tariff code in United States import statistics, most likely Nickel unwrought alloys (the only nickel tariff code in US import statistics with significant imports of nickel from Australia), and therefore these exports could be double counted in this analysis 3.

3 Another possibility reason for this discrepancy is that in ABS export statistics the final country of destination for these shipments is incorrect (it may be going onto a third party country and just shipped through the United States). Appendix A Explanatory notes Introduction This publication contains statistics concerning Australia's exports of primary and manufactured products. Information is generally provided for both Australian produce and total exports (Australian produce plus re-exports). An imports supplement is also included.

Revisions to data The merchandise trade statistics used to compile this publication are derived by the ABS from information provided to the Australian Customs Service by exporters and importers. ABS editing procedures frequently lead to revisions of previously published trade data and may occur for up to seven months after the reference period. Most of these revisions occur in the first month after the reference period. DFAT uses trade data published one month after the reference period as a close proxy for final trade data for this period. For the 2007 financial reference year, ABS monthly merchandise trade data as at January 2008 have been used. This allows DFAT to release its’ trade publications (and associated country/economic fact sheets) in a more timely fashion, and on a more consistent basis, than awaiting the release of the final trade data for 2007, seven months after the reference period. The minor revisions to the current reference period published after this point will be incorporated in the next issue of this publication.

Confidential data To avoid divulging commercially-sensitive details of individual firms, the ABS restricts release of statistics on certain commodities (as listed in Appendix D) by aggregating their details into the 'miscellaneous products' category. It is worth noting that the list of confidential items is not fixed over time. For example, bulk sugar was added to the list in January 1998 and unworked nickel alloys from February 2003. In such cases the published value of aggregates containing the newly confidentialised items will be reduced from the date of confidentiality, while there will be a corresponding increase in the aggregates into which they have been transferred.

Commodity classification The data in this publication are measured on a recorded trade basis, based upon quantities and values of goods measured as they cross the Australian

customs frontier. They can differ from data presented under a balance of payments basis in terms of coverage, valuation and timing. For further details of the methods used to compile recorded trade statistics, please refer to the ABS publication International Merchandise Trade, Australia, Concepts, Sources and Methods 2001 (Cat. No.5489.0) which can be found at www.abs.gov.au. In this publication commodities are classified according to the Trade Exports Classification (TREC) developed by the Department of Foreign Affairs and Trade. The aim of TREC is to group export commodities according to their level of processing. The broad levels of the classification are:



primary products, divided into unprocessed and processed;



manufactures, divided into simply transformed and elaborately transformed; and



miscellaneous products.

The categories were originally based on Revision 2 of the Standard International Trade Classification (SITC).

Valuation Exports are valued free on board (f.o.b.) at the Australian port of shipment.

Country Data for a particular country or group are given on a basis consistent with the composition as at the end of the reference period for this publication (in this issue, December 2007). Although not members of APEC, Puerto Rico and the US Virgin Islands are included as they are regarded by the United States as part of its customs zone. When the United States reports its total exports it includes exports from these two self-governing territories. This change was made to make Australian and United States data more consistent. Country groups are detailed in Appendix B. For exports, 'country' refers to the final destination as reported by exporters. However, exporters may not know the country of final destination of their goods at the time of shipment. This applies particularly to goods directed through entrepôts such as Singapore, Hong Kong and some major European ports, with consequent overstating of Australia's exports to these

countries and corresponding understatement of our exports to countries 'downstream' from them. For imports, 'country' refers to the country of origin of the goods, which is defined as the country of production for Customs purposes.

Australian produce exports In line with UN recommendations total exports are defined to include re-exports, which are 'goods, materials or articles originally imported and then exported in the same condition or after having undergone only minor operations that leave them essentially unchanged'. The remainder of total exports is Australian produce. The distinction between the two categories has most relevance in the analysis of elaborately transformed manufactures, where reexports represent a significant proportion of total exports.

Primary products TREC defines primary products as food, mineral and energy and other primary products (principally forest products, textile fibres and hides/skins), exported with little or no transformation. Primary products in most cases are used as inputs into other products (with the exception of some refined fuels and processed foods and beverages). Primary products are further classified as those that have no additional processing (i.e such as mineral ores) and those that undergo some further processing in Australia (i.e. such as beverages, frozen and preserved food products and refined minerals and fuels).

Manufactures TREC defines manufactures as either 'simply transformed' (STM) or 'elaborately transformed' (ETM). In broad terms ETM are defined as products with unique features which permit their identification as differentiated products on world markets, ie 'finished goods'. ETM comprise the bulk of world trade in manufactures; STM consist mainly of basic metal manufactures. Although there are inevitably some items for which the distinction between STM and ETM may seem rather arbitrary, the overall distinction between STM and ETM provides an important basis for analysing the performance of Australia's manufactured exports.

ABS chain volume measures To enable analysis of the movements of goods and services in ‘real’ terms, estimates of chain volume measures are presented for selected series in Table 1 in this publication.

The ABS chain volume measures are derived by deflating the original current price series by specially compiled measures of price change. The reference year for the chain volume measures is 2005-06 in this publication. Prior to the reference year chain volume measures are non-additive, in that the component chain volume measures will not add through to the aggregate totals.

Implicit price deflator (IPD) The IPDs used in this publication are derived by dividing current price series by the corresponding chain volume measure.

Terms of trade In this publication the terms of trade is based on the ABS definition. It is measured using the following index: IPD for the export (credit) item divided by the IPD for the import (debit) item, multiplied by 100.

Trend growth rates Trend rates of growth have been derived by log-linear regression using the least squares method. It is a more robust measure than the 'average' annual growth as it takes account of all observations and is so less likely to be affected by the end points of a given period.

Total trade Total trade is the sum of exports and imports. This is a useful measurement of the overall trading relationship between Australia and its trading partners. Total trade data is useful in ranking Australia’s major trading partners, without a bias towards ranking only the larger export markets, or the larger import sources.
