Recreational League
Recreational League Philosophy It is the goal of the HCPL athletic staff to provide a
recreational league that allows the youth of our county to have fun and learn life skills through organized athletic activities. This is aimed at ensuring an equal and fun atmosphere that offers a positive learning experience for all that are involved. It is important that the fundamentals of the game are taught in a way that allows for participants to learn and develop in a competitively relaxed setting.

Game Schedule Outline Games will begin November 28th. Games WILL be played on December 17th K-3rd Grades should conclude by Mid-February 4th-8th Grades should conclude by the end of January
or early February
Recreational League Outlines K – 3rd Grade - Will play primarily on Saturdays until older age groups finish games - Will then shift to Saturday/Tuesday or Saturday/Thursday games 4th – 8th Grades - Will play weekday games, exempting Wednesday - Monday/Thursday & Tuesday/Friday Set-up
Game Time Layout Games will be scheduled
on 1 hour, 15 minute time blocks The time blocks will be as follows:
Weekdays 5:45-7:00 7:00-8:15 8:15-9:30
Saturdays 9:00 – 10:15 10:15 - 11:30 11:30 - 12:45 12:45 - 2:00 2:00 - 3:45 3:45 - 5:00
Uniforms NBA replicas will be used for all of the Boys
Recreational League team. WNBA replicas will be used for all of the Girls Recreational League teams. Please send your district’s athletic coordinator your team preference by Friday, 10/21. Elite teams must supply their own uniforms, but must adhere to the uniform stipulations set forth by HCPL. (See Complete Rules and Regulations for details)
Practices Limited to 2 practices per week until the game
schedule begins. Once the game schedule begins, practices will depend on facility availability. Your region’s Athletic Coordinator will be in contact with you to schedule practices. All coaches using a school facility must sign and abide by the Facility Use Agreement for the Hall County School System.
Zero Tolerance Policy The Zero Tolerance Policy is in effect for the entire
season. This includes all coaches, athletes, and fans. Anyone that is ejected from a game is automatically ineligible to be at the next game. Further suspension will be reviewed and decided by HCPL staff. A second offense will result in a suspension for the remainder of the season.
Prominent Rule Outline 3 Point Arc Press – For K-1st Grades Only Once the 3-Point Arc is penetrated, a defensive player can advance beyond the arc to guard the offensive player. Ten second count to penetrate the 3 point arc once over half court Half Court Press – For 2nd – 3rd Grades Only Full Court Press – 4th – 8th Grade Rec and All Elite If one team gains a 15 point advantage, they will not be allowed to full court press (Recreation League Only)
Prominent Rule Outline Overtime: 2 minute overtime if there is enough time in the hour limit. If the game is still tied after the two minute overtime, the game will finish with a sudden death overtime. First team to score will win. Free-throws do count as a scoring play. Elite League will follow this format until there is a winner, regardless of the time limit
Prominent Rule Outline 3-Point Shots Will now count for all age groups If fouled while attempting a 3 point shot, they will receive 3 free-throws
Prominent Rule Outline Equal Playing Time Players must play one full quarter in the 1st half and part of a quarter in the 2nd half of the game. Although this is our baseline rule, we encourage that all players get as much playing time as possible and that it done equally across all players.
Bench Rules Only approved coaches or scorekeepers will be
allowed in the bench area. Each team is allowed one head coach, one assistant coach, and a scorekeeper to be present in the bench area. Anyone that does not have a BGC on file with HCPL will not be allowed in the bench area.
Elite League
Elite League Philosophy While it is important for us to provide a recreational
league that provides an opportunity for leisure and learning, there is also a desire within the community for a division that offers a higher level of competition. The Elite Division is aimed at providing a highly competitive league that tests the participant’s skill level in order to heighten their athletic abilities. However, it is important for children to properly develop basic fundamentals and understandings of the game before they begin competing at a higher level.
Elite League Guidelines This division is only offered for the 3rd-6th grade age
divisions.
A participant will be allowed to play up a grade level in order to begin competing in the Elite Division early.
Teams must registered as a complete team in person
through HCPL in order to be eligible to participate in this division. There is no drafting process. Hand selected teams are welcome. This includes travel organizations.
Picture Day January 8th Will begin at 1pm or later Locations will be at the EHCC, NHCC, and MCCC A schedule for pictures will be sent out prior to that date
North Ga Elite Christmas Tournament WHEN: December 17(after rec games),19,20,21,22 WHERE: Mulberry Creek Community Center, East Hall
Community Center, and North Hall Community Center AGE DIVISIONS: Boys and Girls, K-8th Grades COST: $ 125 (make checks payable to North GA Elite) RULES: Games officiated using HCPL rules. INFORMATION: 3 - Game Guarantee - Each team will play 2 pool games and be seeded into a single elimination bracket. Please register ASAP, Deadline for Entry Wednesday December 12th 2016.
