Thisstandardprovidesguidelinesfortheselectionanduseofhigh-visibilitysafetyapparel suchasshirts,rainwear,outerwear,safetyvestsandheadweartoimproveworkervisibility duringtheday,inlow-lightconditionsandatnight. TheFinalRule,23CFRPart634WorkerVisibility,waspassedonNovember18,2006and tookeffectonNovember24,2008. TheRulestatesthatallworkerswithintheright-of-wayofaFederal-aidhighwaywhoare exposedtotrafficortoconstructionequipmentwithintheworkareashallwearHigh-Visibility apparelthatmustmeetPerformanceClass2orClass3requirementsofANSI/ISEA107-2004. TheFederalRegisterFinalRuleandreviseddocumentofthe2009ManualonUniform TrafficControlDevices(MUTCD)wasreleasedonDecember16,2009. TheRulestatesthatmandatoryuseareasareexpandedbeyondFederal-aidhighwaysand willrequireallworkersonorneartheroadwayright-of-waytowearHigh-Visibilitysafety apparelthatmeetsperformanceClass2orClass3ofANSI107-2004orequivalent revisions(ANSI107-2010). Theamountofbackgroundandreflectivematerialremainsunchangedforall107Classes. However,aClass1oraClass2garmentmustnowhavereflectivematerialintheshoulderarea. Theobjectiveofthischangewastoprovidegreatervisibilitywhenaworkerisbendingover,orat anglesthatcouldbepotentiallymissedonagarmentwithout“vertical”reflectivematerialover theshoulders. Phase-inforcomplianceonallpublicroadswhicharenotFederal-aidhighwaysistwoyears, endingonDecember31,2011.
CLaSS 3 GaRMENTS – providethehighestlevelofvisibility,andareintendedfor workerswhofaceserioushazards,suchasnighttimework,andoftenhavehightask loadsthatrequireattentionawayfromapproachingvehicletraffic.Garmentsfor theseworkersshouldprovideenhancedvisibilitytomoreofthebody,suchasarmsandlegs. CLASS
