IntroduCtIon to the ansI hI-VIsIBlIty standard TheAmericanNationalStandardforHigh-VisibilitySafetyApparelandHeadwear (anSi/iSea 107-2010)isastandardestablishedbyaMerican national StandardS inStitUte forprotectionofconstruction,maintenance,utility,emergencyresponders,airport ramppersonnelandotherworkerswhoareroutinelyexposedtothehazardsoflowvisibilitywhile onthejob.Privateindustry,variousfederal,state,andlocalauthoritieshaveembracedANSI/ISEA 107compliantgarmentsandheadwearasusefulPPEforworkersexposedtostruck-by-hazards. Thisstandardprovidesguidelinesfortheselectionanduseofhigh-visibilitysafetyapparel suchasshirts,rainwear,outerwear,safetyvestsandheadweartoimproveworkervisibility duringtheday,inlow-lightconditionsandatnight. TheanSi/iSea 107-1999 standardwasthefirstU.S.standardforthedesignandperformance ofmaterialsforhigh-visibilitysafetyapparel. anSi/iSea 107-1999 specifies the following criteria must be met: • •

TheRulestatesthatallworkerswithintheright-of-wayofaFederal-aidhighwaywhoare exposedtotrafficortoconstructionequipmentwithintheworkareashallwearHigh-Visibility apparelthatmustmeetPerformanceClass2orClass3requirementsofANSI/ISEA107-2004. TheFederalRegisterFinalRuleandreviseddocumentofthe2009ManualonUniform TrafficControlDevices(MUTCD)wasreleasedonDecember16,2009. TheRulestatesthatmandatoryuseareasareexpandedbeyondFederal-aidhighwaysand willrequireallworkersonorneartheroadwayright-of-waytowearHigh-Visibilitysafety apparelthatmeetsperformanceClass2orClass3ofANSI107-2004orequivalent revisions(ANSI107-2010). Theamountofbackgroundandreflectivematerialremainsunchangedforall107Classes. However,aClass1oraClass2garmentmustnowhavereflectivematerialintheshoulderarea. Theobjectiveofthischangewastoprovidegreatervisibilitywhenaworkerisbendingover,orat anglesthatcouldbepotentiallymissedonagarmentwithout“vertical”reflectivematerialover theshoulders. Phase-inforcomplianceonallpublicroadswhicharenotFederal-aidhighwaysistwoyears, endingonDecember31,2011.
