Francis City Council & Planning Commission Joint Meeting January 19, 2017 Francis City Council and Planning Commission Training and Work Session Thursday January 19, 2017 6:00 PM 2319 South Spring Hollow Road Francis, UT 84036 Present: Mayor Lee Snelgrove, Councilmember Matt Crittenden, Councilmember Jeremie Forman, Councilmember Byron Ames, Commissioner Trent Handsaker, Commissioner Jason Averett, Commissioner Mark Littleford, Commission Amy Mortell, City Planner Marcy Burrell, City Engineer Scott Kettle, City Recorder Suzanne Gillett and Planning Secretary Susan Moses Excused: Councilmember Shana Fryer and Commissioner Casey Vorwaller Other Present: Meg Ryan from the League of Cities and Town and Bob Allen from Mountainland Association of Government Call Meeting to order Mayor Snelgrove called meeting to order at 6:05 p.m. Open Meeting Training by Meg Ryan Meg Ryan handed out Powers and Duties Book and handout on Utah Open and Public Meetings Act Meg Ryan went over: 1. Open Public Meetings Act Doing Public Business in Public Act Openly Make Decisions Openly 2. Your Role in Improving the Process Ask –Why are we regulating this? Here to say HOW – not NO Know when to engage and when not too engage Purpose of a Public hearing is to inform and to be informed Not in business of creating investments 3. The Roles and Authority Legislative Body – Given authority over land use to delegate and govern Planning Commission – Advisory Body, General Plan and Advice on Process 4. State Statute: Work on General Plan Land Use, Transportation & housing Creation of Zoning Ordinances (optional) Advise the City Council on Appeal Authority & processes for the Land Use Local Ordinance: As Delegated by the City Council 7. Talked about Duties Legislative – Very Broad Authority Administrative –Much More Restrictive Quasi-Judicial –Very Restrictive 8. Closed Meetings City Council can have closed meetings for: Discussion of individuals character (personnel) Strategy for collective bargaining Pending litigation Real Estate transactions Security Water No action can be taken in a closed session Planning Commission cannot have closed meetings 8. Ethics Law Must disclose interest- on public file Cannot accept gift over $50 Conflict of interest (must disclose then can vote) City Recorder passed out Disclosure to City Council and Planning Commission to sign. Recessed for 10 minutes
Work Session on General Plan Zoning with Bob Allen Map of Francis City with zoning designation was passed out Bob Allen talked about different ways to go about creating and/or updating the General Plan.

Collector roads b. arterial roads c. local roads Bob Allan talked about how important it is to plan your future roads. Bob Allan continued with a power point presentation. There was a discussion about zoning. There was a question answer period about zoning and planning for future roads. Adjourned Councilmember Crittenden motioned to adjourn Councilmember Ames seconded the motion. Motioned passed unanimously. Adjourned at 8:20.
