Francis city Planning Commission Meeting May 25, 2017 Francis City Planning Commission Meeting Thursday May 25, 2017 7:00 PM 2319 South Spring Hollow Road Francis, UT 84036 Present: Chair Casey Vorwaller, Co-Chair Trent Handsaker, Commissioner Amy Mortell, Commissioner Jason Averett, Planner Marcy Burrell, Engineer Scott Kettle Excused: Commissioner Mark Littleford and Planning Secretary Susan Moses Other Present: Kaycee Simpson, Jack Walkenhorst, Colette Madsen, Jill Gawreluk, Marion Wheaton, Paul Watson, Paul Linford, Laurel ?? Jason Barton, Bob Allen and one other whose name is illegible Call Meeting to Order Chair Vorwaller called meeting to order at 7:00 p.m. Jason Barto, Wasatch Back Trees – discussion and grant info Jason Barto stated he has been the City Forester for Francis for quite a few years and this has been his favorite community to work with. He has worked with Luke and the rest of the administration and they have been able to put a lot of new trees in the park and they have been able to get money from other places. Barto stated one of the duties of the Planning Commission is to take responsibility as the Tree Board. Barto stated there is an $8,000.00 matching grant every year from the Utah Division of Forestry Fire and State Lands called the Community Forestry Partnership Grant. Barto stated we have use two of these grant here, we have not applied for a grant in the past two years because we have not had a project large enough. Barto suggested we start thinking about a planting project we could use that $8,000.00 for. Barto stated he is willing to help write the grant. Barto gave a website that has training to learn more about trees and being a trees board: treeboardu.org. Barto suggested we have a tree planting requirement for new developments both in common areas and on the properties. Barto is very passionate about trees and is willing to help us. Barto stated they recently changed their name to Relief Utah, they are keeping Wasatch Back Trees as a program to help small communities outside the metropolitan area. Barto stated we are celebrating Arbor Day this Saturday at 9:00 a.m. in the Francis City Park, we are planting two Japanese Lilac Trees. Chair Vorwaller asked if we have any requirements in our code now as far as landscaping and trees. Planner Burrell answered we do have a tree ordinance and we did that as a requirement to be part of Tree City USA. Jason Barto stated it is not very toothy it allows for a lot of leeway. Francis city Planning Commission Meeting May 25, 2017 Commissioner Handsaker asked if the road to the north lines up with future roads. Engineer Kettle answered general yes. Planner Burrell showed on the future road map how it would connect to parcels that have not been annexed in. Commissioner Averett asked where they would re-route the irrigation. Paul Linford responded the irrigation ditch is not a company ditch, showed on the map the company ditch. Linford stated they would pipe it in a concrete pipe and it would be part of the CCR to maintain the irrigation. Commissioner Averett asked if they had contacted the neighbors who use the ditch. Paul Linford answer not yet we wanted to talk first to the Planning Commission and make sure they could move forward with the concept plan. They would contact the neighbor for preliminary. Commissioner Averett asked how it will affect the wetlands if you move that ditch. Paul Linford explained they had a wetlands Engineer come out and wake the property and he did not designate this as wetlands. Chair Vorwaller pointed out on the map that there was wetlands on lots 8 and 9. Engineer Kettle stated we will asked them to get concurrence from the Army Corp of Engineers. Commissioner Mortell motioned to move the concept plan forward. Commissioner Handsaker seconded the motion. Voting in favor Chair Vorwaller, Commissioner Mortell, and Commissioner Handsaker. Voting Nay Commissioner Averett. Motioned passed. Paul Linford asked what the Planning Commission would like to see at the next meeting Moving forward the Planning Commission would like to see: 1. Neighbors notified of plan 2. Letter from Army Corp of Engineers 3. Work with UDOT and get approval of accesses off SR 35 4. Work with and get approval from Irrigation Companies General Plan Discussion with Bob Allen from Mountainland Association of Governments Planner Burrell asked if the Planning Commission had any changes on the Community Vision Section of the General Plan. No Changes. Planner Burrell pasted out the Land Use Section of the General Plan and asked the Planning Commission to review it for next month’s meeting. Bob Allan showed maps on the wall. Allan explained there are two different maps, first the zoning map which is a legal document that states which zoning is allowed in what area. The General Plan does not change or alter any of that. Allan stated what we are working on is the General Plan Land Use Map. Allen explained it is a future land use map, it is not legally binding it is a practical direction target vision for land use in the future. When rezones come in you can refer back to this, it helps guide you in making those decision. Bob Allan gave a presentation on possible zoning. There was some discussion about zoning

Francis city Planning Commission Meeting May 25, 2017 Bob Allan gave suggestions and recommendation: 1. Zoning a parcel with one zone not two zones. 2. Keep the hillsides free of development 3. Having less commercial 4. Re-Zone the gravel pit in the future 5. Plan zoning for future annexations 6. Have two different commercial zones (like Kamas City) 7. Create a 20 or 40 acre zone on the hillside There was a discussion about what rural looks and feels like Short discussion about trails. Bob Allan stated if trails is something you want then you need to decide what kind of trails you want, who is going to use it, how are they going to use it and how do we design the trails so it works. Planner Burrell stated in the General Plan we do have a section on trails and we can discuss trails in more detail when we get to that section. Planner Burrell stated it is important that we keep our zoning in a block format. Planning Commission agreed. Planner Update Planner Burrell gave update: 1. The applications the Planning Commission saw last month would not go before the City Council until June 8th. 2. We received some grant money to upgrade the Community Building 3. Invited everyone to attend Arbor Day on Saturday at 9am in the City Park

Approval of April 27, 2017 minutes Commissioner Mortell motioned to approve the April 27, 2017. Commissioner Handsaker seconded the motion. All voting in favor. Motioned passed.
