Chair Vorwaller clarified that this is a separate subdivision from the Current Naylor Spring Hollow Subdivision on Country Lane. Planner Burrell responded yes. Vorwaller asked if the existing subdivision had their own mailboxes. Burrell answered yes. Commissioner Mortell commented she would like to see clusters mail box, commented now would be the time to do it. Chair Vorwaller asked if the post office has requested a location for the cluster mail box. Planner Burrell answered in the right-of-way where the current ones are located on Spring Hollow Road.

Francis City Planning Commission Meeting Thursday July 20, 2017 Open to Public Natalie Atkinson stated she is the agent representing the buyers on the Naylor property. Atkinson stated her understanding was at this juncture her client’s pursuit of a perk test and approval from Summit County for septic tanks was performed. Because the property is one parcel at this time only one perk test was done. Atkinson stated where we are now is bearing the expense of going to two additional perk test to represent the additional areas that will be divided, but for the course of the purchase my clients were seeking to get a result on the property itself and know the property perks. We are hoping to pursue the additional two perk test to follow with approval that’s conditioned upon the other two areas of the parcel perking. Atkinson stated as they understood it they were only required to provide one perk test because at this time it is only one tax ID. Chair Vorwaller clarified with Planner Burrell that we are looking at dividing this parcel into three separate lots and before anything can be developed they would have to have additional perk test done. Planner Burrell answered yes and they would have to have additional perk test done in the proximate area of where the septic tanks would be placed. Burrell added that we would need approval letters from the County. Chair Vorwaller asked as far as approving the subdivision and the division into to three lots do we need perk test for that or for development. Engineer Kettle answered for tonight we are okay with the one perk test but before they go to the City Council for final approval they need to have all three perk test done and a letter from Summit County stating they will allow septic tank. Kettle stated there is no sense in approving the subdivision if they cannot have septic tanks. Kettle stated as far as tonight goes we are okay with the one test because there was some miscommunication, the guy who did the perk test thought he could only do one per lot, but Summit County requires for each septic tank they require a separate perk test and it has to be within 50 feet of the proposed site. Chair Vorwaller asked if that is a recommendation or is that a requirement in the Code. Engineer Kettle answered our Code requires that they have to get Summit County approval for septic tanks prior to Subdivision approval. Kettle added if we are going to recommend septic tanks in this area we need to know they will be approved before we recommend them.

Francis City Planning Commission Meeting Thursday July 20, 2017 Lorraine Flygare stated she is a neighbor to Kacey and Tyrell Black. Flygare stated she would like to see this approved, they have a family and they want better themselves, Tyrell grew up on a farm and he wants his kids to have animals and have the responsibility to take care of them. Chair Vorwaller stated he would rather see 3 homes and not a dozen homes. Nate Tew stated he is the listing agent landowner and is also the Grandson in-law of the owner and they have met with several developers who want to develop into a larger subdivisions. Lew stated that Mrs. Naylor (owner) would love to see these people who are already in the community and have roots here buy this land. Natilie Atkinson stated she talked with Clayton from the post office and he stated they are not requiring cluster mail boxes in that area at this time. We would like more information and what the responsibilities will be if it is at the Cities election. Lorraine Flygare stated when they built 3 years ago they were allowed to have a mail box on Spring Hollow Road. Flygare does not want cluster mail boxes. Chair Vorwaller asked Planner Burrell when she spoke with the post office what was their response. Burrell explained they would have to go to all of the residents living on Country Lane and see if they would be on board, they would have to research the cost and divide the cost between the residents. Burrell commented at this point where we are adding more homes it would be the time to make those changes. Burrell stated the post office is running out of P.O. Boxes and that is the reason they are requiring new subdivision to put cluster mail boxes in. Chair Vorwaller commented he could see if the post office was requiring it, but if they its sixes either way. Engineer Kettle stated this is a unique situation. The post come to the City a number of years ago and said we want the ability to put these in our right-of-way and we want to require new developments to put them in, this is at the end of an existing subdivision, but you could have them look into the cost. At one time the post office was putting them in but now they don’t have the budget to put them in anymore. Chair Vorwaller suggested they could put in the motion that they have a recommendation that the developer looks into the coast and speaks with the rest of Page 3 of 5

Closed to Public Commissioner Handsaker motioned to approve and forward on to the City Council with the recommendations from Engineer Kettle’s letter. Have the perk test done on septic tanks. Have information from neighbors for or against cluster mailboxes. Commissioner Mortell seconded the motion. All voting in favor. Motioned passed. General Plan Trails Discussion with Bob Allen - tabled Planner Update Planner Burrell asked if the Planning Commission if they had any comments or changes on the transportation packet. Commissioner Mortell stated it was good and it covered everything, it was clear and made sense. Planner Burrell handed out Moderate Income Housing Element. There was some discussion. Burrell asked the Commissioner to send changes to her. Suggested change on page 32 second paragraph Change “will create a demand of” to “anticipates an additional” Planner Burrell gave update: 1. City Council approved the Cottage Zone for Last Frontier and kept the 330 feet back for the commercial. 2. City Council accepted for further consideration an annexation on Foothill Drive 3. Subdivisions that have been approved Run Away Estates - 95 lots, Tifton Hills – 76, Kit Burton’s property with possible 30 lots, Hilltop Ridge 12 lots, Southfields subdivision – 12 lots and Francis Cove – 4 lots 4. Kaycee Simpson’s Frontier Acres needs to have more wetlands studies done and they more go from 12 lots to 4 lots Approval of Minutes June 15th, 2017 Commissioner Mortell motioned to approve the June 15, 2017 minutes.
