Futsal Rules * Intramural officials are providing an important service to our participants. You wouldn’t be playing if it wasn’t for them----please don’t forget that!!! * Under no circumstances should our officials be threatened or physically/verbally abused by participants or spectators. Anyone physically/verbally abusing an Intramural official will immediately and automatically be suspended from Intramural Sports and possibly from the University. The suspension will remain in effect throughout the time necessary to clarify and verify the facts surrounding the action. Permanent expulsion from Intramural Sports may follow. 1. General a. Game time is forfeit time. If a team does not have the minimum number of players required to start signed in by game time, the shorthanded team shall forfeit the game. i. 1st forfeit: team pays a $15 fee to remain eligible. ii. 2nd forfeit: Not eligible for play-offs b. Players must present a valid UW-Stout ID to participate at every game. c. Teams will pay a $30 entry fee early bird rate/ $40 late fee prior to the start of the season. 2. Eligibility a. There are no restrictions on current club, past club, or varsity players. b. Current UW-Stout Women’s soccer players may not participate in intramural futsal during the same academic year. 3. Equipment a. SHIN GUARDS ARE MANDATORY TO PARTICPATE! b. Captain may check out Team jerseys from the Urec Office, 41 SFC. c. Team members are required to wear the same color shirts. Please plan accordingly d. Goalies must wear a different color shirt than both teams. e. Game balls will be provided, but not to be used for warm-ups. Warm up balls may be checked out from the Urec Office, 41 SFC. f. No spikes or cleats are allowed. g. Knee braces must be covered. 4. Game Setup a. Games will be officiated by two intramural officials who will keep score and time. b. Games consist of two-15 minute halves with running clock & a 3-minute halftime. c. Penalty kicks will still be taken even if time expires. d. Teams consist of five players, including the goalkeeper. e. Teams can start with a minimum of four players. f. If a team is reduced to less than four players, a default will result. g. All co-rec teams must have 1 male and 1 female in the contest at all times while still maintaining the legal number of players. h. Co-rec teams using 5 players must maintain a 3:2 male to female ratio. When playing with 4 players a 2:2 ratio must be maintained. 5. Gameplay a. Free substitution are allowed.

b. Player subbing off must be off the court before person subbing may enter court. c. The ball going out of bounds will result in an indirect kick from that spot, not a throwin. i. Defender must allow at least 3 yard of space. ii. Offender has 5 seconds to play ball in. d. If a team causes the ball to hit the ceiling or nets, the opposing team will restart with an indirect kick from directly below where the ball hit the ceiling. e. Goal kicks are in play once they leave the goalie box. f. There are no offside penalties. g. Contact is not permitted. Futsal is showcases foot skills. h. Sliding or slide tackling is not allowed and is subject to a yellow/red card based on severity. 6. Goalie Rules a. The goalkeeper may use his/her hands only within the penalty area. b. The goalkeeper must play the ball out of the penalty area within 5 seconds after a save. c. The goalkeeper may play the ball to his/her own feet. No punts or drop kicks are allowed. d. A goalkeeper may not play a ball with his/her hands if it has been passed back intentionally by a teammate. This will result in an indirect free kick from the basketball court three-point line. e. A goalie may dive for a ball as long as he/she is not diving at the feet of another participant. If the official determines he/she is diving at the opponent’s feet, the play will be enforced like a slide tackle. f. When the ball exits the field of play through the end line behind the goalie, the keeper can throw the ball from anywhere inside the penalty area. i. A goal cannot be scored when throwing in a goal kick. g. A goalie may throw, or kick the ball with his/her feet past the mid-field line without penalty. 7. Free Kicks a. On any free kick, defending players must remain at least 9 feet (3 steps) away from the ball in all directions until it is played by the attacking team. b. Players will be allowed 5 seconds for any free kick. If the player fails to distribute the ball within 5 seconds, the other team will receive the kick from that spot. i. If a team fails to kick a corner kick, the opposing team will receive a goal kick. ii. If a team fails to kick a goal kick, the opposing team will receive an indirect free kick from mid-field. iii. If a team fails to kick a penalty kick, the opposing team will receive an indirect free kick from that spot. c. A foul occurring within the penalty area, which would normally result in a direct kick, will be penalized with a penalty shot, taken from the penalty spot. (Basketball court Three Point line). d. INDIRECT vs. DIRECT FREE KICK i. The following results in an indirect free kick: 1. The ball hitting the ceiling/hoops (restart from mid-field). 2. Illegal substitution (restart from mid-field). 3. Goalkeeper illegally touching a teammate’s kicked pass with his/her hands inside the penalty box (restart spot nearest the infraction parallel to the goal on the goal box. 4. Anything that would result in a throw-in (restarts from spot ball went out).

ii. All other restarts result in a direct free kick from location of offense including: 1. Slide tackling, charging, holding, pushing, kicking, striking, or tripping an opponent. 2. Hand ball including the goalie outside of the penalty box. 3. Yellow or red card. 4. Preventing the goalkeeper from releasing the ball from his/her hands. 5. All other offenses not listed including unsportsmanlike conduct. 6. Corner kicks. 7. Body contact (consisting of more than a touch) 8. Mercy Rule a. If a team is ahead by 10 or more goals with 2 minutes or less left in regulation, the game will be ruled a victory for the winning team. 9. Overtime (regular season) a. In the event of a tie, a 1-minute rest period is followed by a 5-minute golden goal overtime. b. Officials perform a coin toss to decide initial ball control. c. Teams remain on the side they finished the 2 nd half on. d. If the score is still tied at the end of overtime, a tie is recorded. 10. Overtime (playoffs) a. A maximum of two 5-minute golden goal periods will be played. b. If the second ends in a tie, a shootout will occur. c. A coin flip will determine kick first, defense first, and side of field. d. Four players from each team rotate kicking at the opponent’s goalie. i. Co-rec: 2 males and 2 females must alternate kicking by gender. ii. Exception: if only playing with 3 females and 1 male, each player must kick at least once. e. If the game is still tied after 4 rounds of shootout, the shootout will continue head to head according to gender. This occurs until one team is leading at the end of a round. f. Any player on the team is eligible to kick once during shootout. All team members signed in for that contest must attempt fore repeating shooters alternating genders. g. A team may use any player as the goalkeeper, regardless if they finished the game at that position. 11. Yellow/Red Cards a. Any participant receiving a yellow card must sit out of play for 2 minutes. The offending team will play a player down for the 2 minutes. b. Any participant receiving a red card or accumulates 3 yellow cards in the course of the season will be required to meet with the Director and/or Assistant Director prior to the next contest and may serve a mandatory game(s)/season suspension, based on severity. 12. Other than the rules stated, official WIAA soccer rules are followed. 13. Field Diagram
