Friendswood Named One of the Best Places to Live In the United States Money magazine and CNN/Money recently named Friendswood as one of the country’s “Best Places to Live.” Friendswood is one of only six Texas cities, and the only community in the greater Houston area to make the list. The 2007 list, which ranks Friendswood as number 51 out of 100 cities across the United States, focuses on smaller places that offer the best combination of economic opportunity, good schools, safe streets, things to do and a real sense of community. Data researchers at ‘OnBoard’ teamed with Money magazine and CNN/Money to establish the 2007 “Best Places to Live” list. The winning cities were chosen from a list with populations above 7,500 but under 50,000. Only towns with high education scores, low crime rates and towns that did not have declines or sharp increases in population remained on the list. Further rankings were based on job, income and cost-of-living data, housing affordability, school quality, arts and leisure opportunities, ease of living, and health-care access. Friendswood Mayor David Smith attributes Friendswood’s desirability to its prime suburban location and a low tax rate that is far below the average of competing cities. “Quality of life, quality of education and sense of pride associated with living in a community where there is a strong sense of volunteerism and support for local education make Friendswood an ideal place to raise families and do business,” said Mayor Smith. Friendswood’s family purchasing power was cited well above the cities ranking in the top 100. “Friendswood continues to meet the challenge head on of economic diversity while maintaining our family values,” said Smith.
Why Ride a School Bus? By Raul Cruz Director of Transportation Friendswood ISD The Friendswood Independent School District takes pride in providing quality transportation services for the students in the district. The students are our customers and are afforded dependable service in a safe environment to begin their school day. One can ride with a parent, walk or ride a bike as a means of transporting themselves to the campus. So why ride a bus to school? First and most important is that a school bus is the safest mode of transportation available today. School buses have been carefully designed to protect the cargo they transport. Second, our dependable service allows parents to plan their workday with the assurance that their child will be taken care of safely by qualified drivers. Our drivers must pass a series of background checks and driving qualifications before they are even considered for employment. Additionally, many of our drivers have children of their own, and they enjoy their involvement in the children’s education as a bus driver. Finally, our community has increasing traffic during the rush hour which can be reduced if parents send their child on a school bus, thereby utilizing the concept of mass transit and reducing the number of cars in the area of the campus. Also, the spaces available for parking at
the campuses are limited. Using the school bus will greatly reduce the congestion and confusion that can result with an increased number of cars that would pull through to drop off one or two students. Many changes are taking place for this school year. The FISD Transportation Department is planning extensively to meet these changes, with expectations that you will experience minimal variations in the service you currently receive. New route stops are in place for this year to save time and fuel; buses no longer stop at individual houses. Instead, they have set stops. Each stop is located so that no bus riders will have to walk no more than one-tenth of a mile to the stop. As needed, minimal changes may be necessary in some stop locations. In most cases, the current stops allow for more efficient service to all students in the district. Routing fine tuning was being done in the first two weeks of school on most of the routes. New computer software is in place for this school year in the FISD Transportation Department. The program, Tranfinder, is already at work allowing parents access to information regarding bus routes, bus stops, pick up, and drop off times for their students. We feel that we are in a good stage of the planning process and should be very prepared to meet the changes in the up coming school years.
Code Enforcement Officer Receives Five Star Spirit Award The recipient of the Five Star Spirit Award for the second quarter of 2007 is Code Enforcement Officer John Harrist in the Community Development Department. John came to work for the City in 2005, bringing his code enforcement experience with the City of Pearland. He was nominated by a citizen and several of his peers – those who work closely with him on a daily basis. John’s duties are not without demands and complications and they do not always make him a popular figure in the performance of those duties. Yet, he manages to continue to address everyone respectfully and politely and keeps a positive attitude. He is consistent in following up with complainants and extremely conscientious about documenting his work. Somehow he manages to be in several places at once – in the field checking violations and contacting property owners, and in the office taking/returning phone calls and completing paperwork. He amazingly gets it all done, and he is but one person in his division.

Four times a year, the City of Friendswood Five Star Committee nominates and selects an employee who has the Five Star Spirit. The five stars represent employees who are courteous, competent, reliable, professional and enthusiastic. Those who work with John find his upbeat attitude contagious and his professionalism unsurpassed. He is an exemplary employee for the City of Friendswood. 2007 National Night Out is a Huge Success
National Night Out in Friendswood saw increased citizen participation with residents getting to know their neighbors and the men and women who patrol their streets. Each of the eighteen registered events and gatherings celebrated their commitment to
fight crime with food, fun, and friendly conversation. Friendswood Police Officers, volunteer firefighters, EMS and City Council members attended the neighborhood events and gatherings.

Preschool Storytimes at Friendswood Library are Early Literacy Enhanced Preschool Storytimes at Friendswood Public takes traditional storytime a step further by teaching adults how elements of the storytime support early literacy. The program shares stories based on a weekly theme, and stories are shared through picture books, flannelboards, songs, poems, fingerplays, puppets, and more. Pet FAQs Where is the Animal Control building located? The Animal Control Building is located at 1322 Deepwood adjacent to the Public Works building. The mailing address is P.O. Box 1286, Friendswood, TX 77546. They can be reached at (281) 996-3300.
What about licensing my animals? Every person owning or having a dog or cat in Friendswood is required to obtain an annual license for each dog and cat from the City. The license must be obtained within seven days following an annual rabies vaccination. It is unlawful for any person to own, keep, harbor or have in his possession within the city a dog or cat for which he does not have a current, valid and unrevoked license. The original rabies certificate must be present upon registration of the animal. Licenses must be renewed annually along with rabies vaccination. The City recognizes that many veterinarians are giving three year rabies vaccinations, but residents must still renew their city license annually. All payments for licenses will be accepted by the cashier at the City Hall at 910 S. Friendswood Drive, Monday – Friday 8 a.m. to 5 p.m., however, pound fees, pick up fees, and adoption fees are to be paid at the Animal Shelter at the time the animal is claimed.
Is there a limit to how many pets I may own? It is unlawful for any person to keep more than four dogs or four cats, or a combination of more than four dogs or cats that are over three months old within the city except where specifically exempted.
What happens when my animal has been picked up by animal control? As soon as possible after an animal has been delivered to or picked up by animal control, a record of the impoundment of the animal will be made. The owner of the animal may be notified in person, by telephone or by written notice left at his/her last known residence. The animal must be picked up within five days if the animal is licensed and is wearing a license tag or within 72 hours if the animal is not licensed or is not wearing a license tag. The owner must present proper identification and proof of ownership along with payment of all fees, cost or charges incurred.
Are there any specific ‘pet laws’ in Friendswood that I should know about? The City of Friendswood has adopted several ordinances governing the ownership of pets. One such ordinance defines public nuisances. It says that every owner shall exercise proper care and control of his or her animals and the premises where the animals are kept to prevent them from becoming a public nuisance. Conditions constituting a nuisance include: (1) Any animal which turns over garbage containers or scatters garbage or which otherwise damages private or public property; (2) Any animal at large or free-roaming off of private property owned or controlled by the owner thereof; (3) Any animal which barks, whines, howls or makes other sounds or noises in an excessive, continuous or untimely fashion; or (4) Any building, room, cage, kennel, yard, run or any other place or facility where animals are kept or harbored which is not maintained in a clean and sanitary condition so as to prevent obnoxious odors; the attraction, breeding or potential breeding of flies; the attraction, harboring or breeding of rodents or potential breeding of rodents; or the creation of any other public health nuisances.
Does Friendswood have a “Leash Law”? In Friendswood, dogs and cats are prohibited from running at large within the limits of the city. In general, at large means any dog or cat not under the voice and sight control of its owner or keeper (unless, of course, the dog or cat is already confined in the backyard, etc). The owner or keeper of any dog or cat running at large shall be in violation. Dogs in the back of pickup trucks, which are not covered with a camper cover or other such device, shall be considered at large. It is also important to mention that dogs in vehicles must be restrained in a manner which will not cause injury and will prevent the animal from reaching the outside of the vehicle.
What about pooper scoopers? In Friendswood, it is unlawful for any person to fail to promptly remove and dispose of, in a sanitary manner, feces left by a dog or cat being handled by that person on property, public or private, other than the premises of the owner or handler of the dog or cat. It is also unlawful to walk a dog or cat on public property without having a container in their possession suitable for the removal and disposal of animal feces.

PUBLIC WORKS PR0JECTS Streets and Drainage
Sewer Rehab 2007 The City of Friendswood has contracted with Re-Pipe Texas for the 2007 sewer rehab televising of the city’s infrastructure. The contractor is currently working in the Regency Estates area and will be working east of F.M. 518 between F.M. 2351 and F.M. 528. The contractor is televising and cleaning the sewer lines in these areas to aid in the maintenance and repairs of the City’s infrastructure. Once the televising is complete in an area the data is turned over to the City of Friendswood and Re-Pipe Texas to make the necessary repairs. Fire Hydrant Audit and Spacing
The City’s Public Works department has recently televised the storm drainage lines in the Glenshannon sub-division for any blockages in storm sewer lines. The camera found no blockages. Crews have been working diligently cleaning inlets and culverts throughout the city. The City’s sign crew has also replaced signage in Wilderness Trails and the Pines of Wilderness Trails Subdivisions. Future plans include the replacement of all signage from Castlewood to FM 2351.
The Fire Hydrant program has been contracted to HyDraTec Services and has been working in the Annalea/Whitehall area and west of F.M. 518 through the summer. This program assists by keeping the fire hydrants in excellent working order, ensuring all fire hydrants in these areas have adequate pressure in case of an emergency. In addition, through this program fire hydrants are painted and repaired to City specifications. City crews are presently mowing city easements and road right of ways in various parts of the city. A new ditch was created on Baker Road to assist with the drainage on Baker Road and Falling Leaf Drive. Culverts on Greenbriar/high school area were replaced and additional new pipes added to assist in the drainage of this area. The 2006/2007 Concrete Street and Maintenance Program is in progress with Smith Classic Construction. The 2007/2008 Asphalt Street Program will begin again in the City’s new budget year in October.

2007 Fall Haul-A-Day City Wide Clean Up The Community Appearance Board of the City of Friendswood is having their annual “Fall Haul-A-Day” city wide clean up on Saturday, October 13th. This is a twice a year opportunity for the citizens of Friendswood to get rid of unwanted items from their homes and garages. The event starts at 8 a.m. and ends at 2 p.m. We can take non-hazardous trash – tree limbs, grass clippings, old appliances, old furniture, unwanted wood, metal, plastic, large and small. We cannot take tires, paint, batteries, oil, or any other hazardous wastes. There is also an opportunity to donate your unwanted, but usable items for the Habitat for Humanity Resale Shop. Please help the Friendswood Community Appearance Board clean up Friendswood and benefit the Habitat for Humanity. Have You Noticed a Missing or Damaged Street Sign From time to time, those traveling through Friendswood may notice that street signs are missing or damaged. If you do notice a problem with the City’s street signs, please call the City of Friendswood at 281-996-3380. In addition, please remember that in addition to being against the law per the State of Texas Penal Code, stolen street signs cost Friendswood taxpayers to replace.
Friendswood Public Library to Provide Self Checkout Service The Friendswood Public Library is now the first Galveston County Library to provide a self checkout system for fast, efficient checkout of most library materials. The self checkout system allows library patrons to check out and renew library materials and print a receipt of their transaction. This self checkout system is conveniently located near the circulation desk where staff is on hand to assist them with self checkout or provide assistance with any needed transactions.
