PSTA Labor Agreement Update • SEIU – 1st Line Supervisors • Three year agreement expires 9/30/17 – 29 covered positions – Under current agreement wages float above the new SEIU agreement for operators, mechanics, CSRs, and facility maintenance personnel

2018 Budget Assumptions • Market study was completed for Administrative employee positions for FY 2017 o Updates will be made periodically • PSTA Administrative Adjustment Assumptions: o 3.5% to include Merit and Market

Health Insurance and Florida Pension System Current assumption is a 10% increase Cigna contract expires 9/30/17 Considering options including: – Maintaining Minimum Premium – Self insurance – Option to include HART

Summary • Personnel is PSTA’s biggest cost driver • Health Insurance may drive expenses above initial budget assumptions • SEIU Supervisor contract to be negotiated • Greatest number of SEIU employees already under a successfully negotiated union contract • Several new positions have been requested, are being vetted and any recommendation will be brought forth with the first draft of the budget 7
