SUMMARY: The Legislature’s Capital Budget for fiscal 2013 authorizes $311.6 million in State funds for higher education capital projects. FY 2013 State Higher Education Capital Budget Update

Budget Overview The Capital Budget for fiscal 2013 authorizes $311.6 million for higher education capital projects. Tables 1 through 10 provide capital budget priorities, the detail of projects funded and comparison of the requests, recommendations by the Commission and the Governor’s Authorization. University System of Maryland The authorization for the University System of Maryland (USM) is $221.3 million, or 71 percent of total higher education capital authorizations. The capital authorization provides funding for eighteen projects at ten of the system’s 11 institutions as well as funding for the USM Capital Facilities Renewal Program. Projects funded in the fiscal 2013 authorization include:  Bowie State University o $2.2 million to complete design and construction of Campus-wide Site Improvements; o $3.1 million to design the New Natural Sciences Building;  Coppin State University o $28.8 million in GO Bonds and $10 million in Revenue Bonds for acquisition, demolition, design and construction of the New Science and Technology Center;  Frostburg State University o $44.6 million to construct and equip the New Center for Communications and Information Technology;  Salisbury University o 1.9 million to design a New Library;

 Towson University o $6 million to improve infrastructure for campus-wide safety; o $5.7 million to design the Smith Hall Renovation project;  University of Baltimore o $4 million to equip the New Law School Building;  University of Maryland – Baltimore o $4.7 million in GO Bonds and $10 million in Non-Budgeted Funds to design and construct the New Health Sciences Research Facility III;  University of Maryland Baltimore County o $33.2 million to plan and construct a New Performing Arts and Humanities Facility; o $1 million to plan and construct Campus Traffic and Safety circulation;  University of Maryland Center for Environmental Sciences o $1.2 million to design the R.V. Truitt Laboratory Replacement Facility;  University of Maryland, College Park o $29.6 million to construct and equip Phase I of a New Physical Sciences Complex to provide modern laboratory and office space for the Department of Physics, the Department of Astronomy, and the Institute for Physical Sciences and Technology; o $2 million to plan the New University Teaching Center; o $5 million to plan the New Bioengineering Building; o $5 million in GO Bonds and $5 million in Revenue Bonds to improve Campuswide Building Systems and Infrastructure; o $435,000 to plan the New Remote Library Storage Facility; and o $1 million to construct synthetic Athletic Fields; In addition, $10 million in GO Bonds and $17 million in Revenue Bonds are authorized for the University System of Maryland Facilities Renewal Program. Table 3 provides detail on all USM projects funded. Morgan State University Morgan State University’s fiscal 2013 capital budget authorization totals $29.7 million and provides funding for the following projects:    

$3.5 million to design the New Jenkins Behavioral and Social Science Center;

$20.7 million to construct a New School of Business Complex and Pedestrian Bridge;

$5 million toward 10 facilities renewal projects; and

$500,000 to demolish the aging Soper Library

The detail for Morgan’s projects is provided in Table 4. St. Mary's College of Maryland St. Mary's College of Maryland receives a fiscal 2013 capital budget authorization of $310,000 for design of the Anne Arundel Hall Demolition/New Academic Building project, as indicated in Table 5. Maryland Independent College and University Association Capital Grant The Maryland Independent College and University Association (MICUA) receives a fiscal 2013 capital authorization of $11 million on behalf of four of its member institutions for the following projects:  $4 million to assist Johns Hopkins University in the planning, design, construction, renovation, and capital equipping of the New Undergraduate Teaching Lab. Building on the Homewood campus;  $1.5 million to assist McDaniel College in the planning, design, construction, renovation, and capital equipping of the Hoover Library on its Westminster campus;  $4 million to assist Notre Dame of Maryland University in the planning, design, construction, renovation, and capital equipping of the New Building for the Schools of Nursing and Education; and  $1.5 million to assist St. John's College in the planning, design, construction, renovation, and capital equipping of the New Hodson House and the Historic Barrister House Renovation projects. In addition, the Johns Hopkins University Board of Trustees receives $5 million for the design, construction and equipping of the New High Performance Data Computing Center to enhance the high speed data initiative funded by a grant from the National Science Foundation to Johns Hopkins University and the University of Maryland, College Park. Detail of MICUA projects is provided in Table 7. Baltimore City Community College The fiscal 2013 capital budget authorization for Baltimore City Community College (BCCC) is $6.7 million to renovate the Administration Wing of the Main Building on the Liberty Campus. Detail of BCCC projects is provided in Table 8. Maryland Higher Education Commission Community College Facilities Grant Program Community colleges receive State capital funding through the Community College Facilities Grant Program administered by MHEC. The authorization for fiscal 2013 for the program is $37.6 million, including a program surplus of $3.2 million and design review funds of $200,000. MARYLAND HIGHER EDUCATION COMMISSION

This will fund 18 projects at 10 of the State’s 15 local community colleges. These projects were included in the request from the Maryland Association of Community Colleges under its Capital Project Prioritization Model. Projects funded in the fiscal 2013 capital grant program include: 

Anne Arundel Community College o Renovate the Administration Building;



Cecil College o Construct New Engineering and Mathematics Building;



College of Southern Maryland o Renovate and Expand the BU and CE Buildings on the LaPlata Campus;



Community College of Baltimore County o Construct New Owings Mills Center; o Renovate the Catonsville F Building to STEM Building



Frederick Community College o Renovate and add to the Science and Technology Hall;



Hagerstown Community College o Construct New Addition to the Student Center Building;



Harford Community College o Renovate and add to the Susquehanna Center; o Design a new Nursing and Allied Health Building; o Improve Campus Parking and Site Infrastructure; o Replace Roofing on Multiple Campus Buildings;



Howard Community College o Complete the New Allied Health Sciences Building; o Upgrade Campus-wide Utilities;



Montgomery College o Renovate Rockville Science East Building; o Renovate/Expand Rockville Student Services Center; o Renovate/Expand Germantown Science & Applied Studies Building; and



Prince George’s Community College o Renovate Lanham Hall; o Upgrade the Campus Fire Alarm System.

Four of the projects for fiscal 2013 received funding preauthorized in fiscal 2012. In addition, the Administration Building Renovation and Expansion project at Anne Arundel Community MARYLAND HIGHER EDUCATION COMMISSION

College, the New Engineering and Math Building project at Cecil College, the Catonsville F Building/STEM project at Community College of Baltimore County, and the New Nursing and Allied Health Building project at Harford Community College receive preauthorized funds totaling $30.4 million in the fiscal 2014 capital budget. Table 9 provides detail for projects and funding for the community colleges in fiscal 2013. Regional Higher Education Centers No fiscal 2013 capital funds were authorized for regional higher education centers. The General Assembly pre-authorized $10 million in the fiscal 2014 capital budget to design, construct and equip a third new academic building on the Southern Maryland Higher Education Center campus. Table 10 provides the funding detail for this project. Recommendation: This item is for information only.

Funding to create and improve capital facilities at Maryland colleges and universities to address Goal 2 of the 2009 Maryland State Plan for Postsecondary Education: Achieve a system of postsecondary education that promotes accessibility and affordability for all Marylanders. While no projects have been specifically listed under Goal 2, all capital projects help in increasing access to postsecondary education by creating physical space, increasing safety and updating technology to accommodate students. Funding for capital enhancements to the Historically Black Institutions (HBIs), which addresses Goal 3 of the 2004 State Plan for Higher Education: Ensure equal opportunity for Maryland’s diverse citizenry.
