All – The following is a description of the February 28, 2014 Cliffside site visit along with observations. DWR staff: Chuck Cranford (CC) and Jeff Menzel (JM) Duke Energy personnel: Steve Hodges and Wade Hollifield Thursday February 27: 16:30 - ARO received a phone call, in accordance with their permit, from Allen Stowe with Duke Energy reporting a discharge, of approximately 0.8 gpm, from NPDES Outfall 002A. Stowe indicated that samples were collected per permit requirements. Because the basin was not discharging water at the surface outlet structure Duke inspected the pipe. It was found to be corroded to some degree in the buried portion. A repair was attempted but failed. Duke staff indicated they were considering repair options. Duke did not consider pipe failure to be probable and would address the situation Friday morning.
CC conferred with Jay Zimmerman and decided to have Duke expand the sampling to include additional parameters as were being collected at Dan River. Attempted to contact Corey Basinger for list of parameters. 18:00 CC contacted Hodges and communicated the request. Friday February 28: 07:45 - CC spoke with Basinger and was given the list of parameters. 08:00 - Confirmation of the analyses to be conducted was relayed to Hodges. Hodges indicated they were setting up tanks to collect the discharge.. 11:15 - CC and JM onsite. Hodges indicated the requested samples had been collected and sent for analysis. Inspected the Inactive Ash Basin including the Emergency Yard Drainage Overflow basin outlet structure and outfall. Discharge was being collected in tanks to be pumped twice daily and delivered to the permitted ash basin. No direct discharge to the Broad River was believed to have occurred due to the minimal flow rate and design of the outfall structure (i.e., a large rip-rap apron). Hodges indicated that some portion of the pipe is in contact with ash. A visual inspection of the dam was conducted including observance of approximately 10 engineered toe drains. Hodges indicated 13 existed along the structure. The majority of the drains consisted of corrugated metal pipe, thought to be 12 inches in diameter. The pipes were in various stages of deterioration due to corrosion. Many had disconnected from the buried portion of the pipe. Flow was observed, but not quantified, from the majority of the pipe locations. Discharges appeared as clear or orange (iron colored) and near the old, closed-out 001 outfall portion of the dam, a grayish/whitish color was noted. CC and JM then accompanied Hodges and observed the following: · Outfall 002, the active ash basin and associated toe drain · The inactive ash basin on the western portion of the site (regulated by DWM and DEMLR) including the old outfall 13:45 Off site The pictures show the basin and outlet structure (003), the collection tank setup (005), sand-bagged 002A (006), the riprap apron (007) and an area of engineered toe drain discharge (009). At this point ARO is looking for guidance as to the compliance of the site per the observations and findings. Thanks, Chuck
