Background Pacific Women Shaping Pacific Development (Pacific Women) was announced by the Australian Government at the Pacific Island Leaders’ Forum meeting in August 2012. It commits up to $320 million over 10 years in the 14 Pacific Islands Forum members. The outcomes sought by Pacific Women include:
1. Women, and women’s interests, are increasingly and effectively represented and visible through leadership at all levels of decision making. 2. Women have expanded economic opportunities to earn income and accumulate economic assets. 3. Violence against women is reduced and survivors of violence have access to support services and to justice. 4. Women in the Pacific will have a stronger sense of their own agency, supported by a changing legal and social environment and through increased access to the services they need.
Pacific Women in Samoa The Governments of Australia and Samoa have agreed to cooperate under the regional Pacific Women program through the Samoan Women Shaping Samoan Development (SWSD) program. Through Samoan Women Shaping Samoan Development (SWSD), the Australian Aid program will spend approximately $9.3 million over 10 years on initiatives supporting women’s empowerment in Samoa. The objective of Australian support for the first Samoa Women Shaping Development (2015-2020) is ‘to improve gender equality in Samoa’. The SWSD program has three main objectives:
Increasing women’s economic empowerment; Increasing participation of women in public life and decision making; Reducing the incidence of gender-based violence.
The SWSD program will support the Government of Samoa efforts to increase the enabling environment for gender equality, through: 1.
Increased institutional and technical capacity in gender analysis across Samoan government, DFAT sector programs, and civil society and private sector organisations.

2. Increased knowledge and learning on gender equality across Samoan government, DFAT sector programs, and civil society and private sector organisations. The Government of Australia through Pacific Women has provided $3.8 million to the Ministry of Women Community and Social Development (MWCSD) to implement SWSD through a range of ongoing partnerships with private sector, civil society organisations, and where appropriate other development partners. To complement this program, DFAT will provide direct support with a total funding commitment of $500,000 to UNDP for a separate program which aims to increase women’s participation in politics in the lead-up to the 2016 election. Program governance and management will be provided by the Sub-Committee for Gender and Development which reports to the overarching Steering Committee for the Community Development Sector. A Program Management Specialist (PMS), who will be responsible for the day to day coordination and management of program implementation will be recruited under the Program and based at the MWCSD office. The Gender Adviser will provide additional technical support and specialist advice to MWCSD and DFAT on the overall implementation and quality assurance of Program activities and outputs.
Purpose of the Role To enable the MWCSD to implement the wide range of activities to the standards and in the timeframe expected, additional human resources are required particularly during the start-up phase. A Gender Adviser will therefore be engaged, initially for a one year period, to provide technical advice and to support the implementation of the SWSD program. The Adviser will work collaboratively with the Program Manager Specialist on coordination, implementation and monitoring of activities. In addition, the Gender Adviser’s role should contribute to the capacity building of DFAT staff in planning, monitoring, reporting and to work with others to increase gender mainstreaming through large DFAT sector programs. Pacific Women has been developed to support a dynamic and responsive approach to local contexts, alongside sharing of information and learning about progress. The intention of the program is to broaden the resource base through cooperation with other donors supporting gender equality at both country and regional level. Pacific Women currently funds the Secretariat of the Pacific Community (SPC) to provide support for gender mainstreaming to countries. In 2014, the Government of Samoa and the SPC jointly conducted a gender mainstreaming capacity stock take of the Government to determine the extent to which capacity for effective gender mainstreaming exists. The stocktake has provided a significant base of good quality information around achievements and gaps in government efforts to mainstream gender into national policies and programs.

Support MWSCD with the development and integration of gender specific objectives in the Community Development Sector Plan 2016-2020 and in other policies developed under the auspices of the MWCSD; Provide technical advice on gender analysis and gender mainstreaming, and provide on-going mentoring support to MWCSD staff and program stakeholders, including DFAT; 3. Strengthen the gender-responsiveness of designs, baselines and M&E frameworks of selected sectoral programs in Samoa to secure improved outcomes for women and girls; 4. Support DFAT to draft Annual Quality Check Reports for the Samoan Women Shaping Samoan Development Program and other selected programs funded by the Government of Australia.

Duration and Timing The Gender Adviser will have intermittent inputs of up to 90 working days over a 12-month period. This will include up to a maximum of four in-country field trips and desk based inputs (10 days) to be determined by MWCSD, DFAT and the Pacific Women Support Unit. The Adviser is expected to carry out the in-country missions at a time and date mutually agreed between MWCSD, DFAT and the Pacific Women Support Unit. Relevant qualifications (in gender analysis, international development, and/or program design and evaluation). Strong understanding and experience of theoretical frameworks and approaches for gender analysis and gender mainstreaming in government. Demonstrated experience in the development and conduct of gender-sensitive monitoring and evaluation, including competence in the formulation of qualitative and quantitative indicators, and the identification and utilisation of strategic indicators for programming. Superior communication skills, inter-personal skills and tact in working with a range of government and civil society stakeholders with the ability to work in a multicultural environment with sensitivity and respect for diversity. Strong project management experience, particularly in the gender field, including design, implementation, monitoring and evaluation. Experience working in Samoa or other Pacific countries desirable. Experience of working in government or with governments is highly desirable. Track record of successful consultancies. Excellent analytical, research and report writing skills.
The proposed level of the Adviser is at C3 level under the DFAT Adviser Remuneration Framework.
