General Program Information 1. What you can expect from the new Digital Residential Parking Permit Program? If you are currently in a Residential Parking Permit Area that uses a decal as a permit, when that decal expires, your zone will transition over to the new Digital Permit program. With this new permit system, the term will now be one year instead of two but the annual cost — $20 —will remain the same. Two notification letters will be sent to your residence as a form of notification that you may register online at Montgomerycounty.digitalpermits.com for the new Digital Residential Parking Permit Parking Program. o

The first notification is a 60-day letter stating that expiring paper permits will be transitioned to the new digital permit. As a resident, you will be able to create your online account at this time, but will not be able to purchase any permits. The second notification is a letter that you will receive 30 days prior to the expiry date of your current paper permit. As a resident, if you have already created your online account, you will now be able to purchase your digital permit.
2. How do we secure Residential Permit Parking in our area? The process to establish a Residential Permit Parking area is: I.

Submit a written request (from residents/or the civic association) to the Montgomery County Department of Transportation (MCDOT) requesting establishment of a parking permit area. Written request must include a petition indicating concurrence of at least two-thirds of the houses of each initial block that desires permit parking. MCDOT evaluates the request to confirm that all criteria have been met, establishes the boundaries of the proposed permit area, and then notifies the civic association its recommendations. Public hearing fee of $250 is received from the civic association. MCDOT schedules a public hearing. (Public hearing fee is waived if area is designated as Metro-impact by MCDOT.) The County Executive issues a written decision following submission of the hearing record. The entire process takes approximately eight months to one year.

Residents of a block who desire inclusion in the residential permit parking program need to submit a petition to MCDOT. The petition should indicate that two thirds of a blocks residents are in favor of having signs installed on their block and buying permits. (Only one signature per household is valid.) MCDOT evaluates to confirm that all criteria have been met and then notifies the civic association of the outcome. Once approved, the appropriate signs are installed and permits are issued to residents requesting such.
Digital Permits Program 1. How do I assign a guest to my Visitor permit? In order to assign a vehicle to your Visitor permit, you will need to login to your online account. On your homepage, under the “Permits” section, click on “My Permits”. Here, you will be able to add the license plate of your visitor and assign it to the desired amount of days needed by clicking on the “Register New Vehicle” button. Make sure to hit Save after entering your guest’s information. If you have entered a vehicle before and are registering them again, then you will see that license plate listed in the drop down box after clicking the “Register New Vehicle” button. 3. Permit Types 1. 1 Yr Residential Permit: Residential permits are issued to individuals who reside at an address within the permit zone he/she is applying for. This means that the resident applying for the permit must live at the address in order to be eligible. In order to qualify for a permit a resident must meet the following criteria:
The resident applying must live within the zone of the permit at the specified address The address the vehicle is registered to must match the address at which the motorist resides
If your application is not approved immediately, then you must provide the following documentation: o o

2. 1 Yr Visitor Permit (guests, friends, family, etc): Visitor permits are issued to residents that live within a permit area and would like to have visitors, guests, family, etc, park on the street while visiting their household. The resident can apply for one visitor permit for the area he/she resides in. Only one Visitor permit is allowed per household at one time. You may assign your visitors to this permit for any period of time up to the expiration date of the permit. This permit is valid one year from the date the permit has been approved. Scenario 1: A visitor is coming over today and you enter their license plate into your account as a visitor for today. Another member of your household will not be able to register another vehicle to visit until that license plate is deactivated. Scenario 2: You may have someone within your household register a visitor for today and then register another visitor for tomorrow. The system will allow you to plan your visitors in advance as long as you do not overlap the two visitors. In order to qualify for a permit a motorist must meet the following criteria: o
The resident must live within the area of the permit and at the address the permit is being applied for.

3. 1 Yr Disabled Residential Permit
Disabled Residential permits are issued to individuals who have a valid Disabled tag or permit issued to them by the MVA AND reside at an address within the permit zone he/she is applying for. This means that the resident applying for the permit must live at the address and have Disabled Residential documentation in order to be eligible. In order to qualify for a permit a resident must meet the following criteria: o o
The resident applying must live within the zone of the permit at the specified address The address the vehicle is registered to must match the address at which the motorist resides
The resident must provide documentation

7-Day Free Temporary Permit
This permit can only be used once per month. You must apply for another permit once your initial permit has expired if needed for the next month. All license plate numbers MUST be added to the permit before the activation date. Once activated, the permit cannot be revised, edited or used again for the current month. For residents who are having a small gathering and/or have guests that are staying for up to 7 days at one time. This temporary permit may only be used once per month for 2 to 5 vehicles at one time. Residents must call 855-510-3995 to have this permit approved. Scenario 1: A resident is throwing a dinner party and has invited 4 guests to visit them on February 12th. The resident should call the Digital Permits hotline and request to activate their 7-Day Temporary permit for those 4 vehicles for February 12th. All four vehicles will be registered to accommodate their parking for the dinner party on February 12th. Scenario 2: A resident is having family stay over for 5 days during the holidays and needs additional permits for 5 vehicles. The resident should call the Digital Permits hotline and request to have a 7Day Temporary permit if they do not have one already. All five vehicles will be registered to the permit during the time period that is requested. In order to qualify for a permit a resident must meet the following criteria: o

30-Day Temporary New Resident Permit:
New Residents, or Current Residents that have recently moved to a zone with a residential permit program or have plates registered to a different address may apply for a temporary 30-day permit. This permit is only granted once per vehicle. The motorist is given 30 days to change registration to the residence within the permit zone he/she is applying for. If the vehicle registration is not changed after 30 days, the vehicle is subject to enforcement action. In order to qualify for a permit a motorist must meet the following criteria: o
The resident must live within the area of the permit and at the address the permit is being applied for
The following documentation MUST be provided: o o
Driver’s License Rental agreement, deed or mortgage documents to provide proof of residence
6. 6 Month Contractor Permit: For residents that need temporary permits for contractors to perform repair work or building construction at the residence that will take over 7 days for the project to be completed, the contractor must apply for a contractor permit. In order to qualify for a permit a motorist must meet the following criteria: o o
The contractor applying for the permit must be doing business within the zone of the permit The address submitted by the contractor must be a valid address for the resident they are doing business for.
The following documentation MUST be provided: o
The contractor must submit a signed repair, building or maintenance contract, permit, or official business letterhead/logo in order to have the permit approved.

A contractor will be denied at check-out if the permit number requested for permit approval exceeds 6 permits for that household.

1 Yr Employee Permit:
Employee permits are valid for workers hired by a resident. Examples would be a nanny, live-in nurse or caretaker. Employee permits are ALSO valid for individuals that live and operate a home business. This permit allows the employee of the business owner to park in the available parking spots within an eligible or qualifying zone. Examples of employees would be a dental assistant, paralegal, etc. This permit allows an employee to park in the available parking spots within an eligible or qualifying area. An employee permit should be purchased by the resident for all employees working at the resident’s home. Note: If there is a company car for the business of the residence they will need to provide proof that the vehicle is for business use on official letterhead. In order to qualify for a permit a motorist must meet the following criteria: o
The business owner/resident applying for the permit must be applying for a permit for the address of the home business or residential address needed for the intended employee.

Copy of driver’s license of the employee Proof of residency from the applicant

Copy of W-2 Copy of 1099 A signed letter from the employer on company letterhead stating the scope of work being done and the employee’s name and vehicle information that will be contracted

1 Yr Student Permit:
College Students that attend a college/university within a 50 mile radius of Montgomery County are able apply for a Student permit. These permits are for commuter students that live with a family or friend that live in a permit zone. These documents MUST be provided: o o o
The student must supply a paid invoice proving current enrollment (If a paid invoice is not available, an enrollment letter can be submitted instead) Valid student ID Rental/Lease agreement

Military/Government permits are valid for members of the military or government (domestic or international) to park on the street without having to change registration due to where he/she is stationed or temporarily residing. Someone working for the state department, an embassy representative, etc. may also apply for this permit. In order to qualify for a permit a motorist must meet the following criteria: o
The resident is currently in the military or works for a government agency
