Governor Palin Announces Board Appointments September 21, 2007, Anchorage, Alaska - Governor Sarah Palin today announced her appointments to the Alaska Permanent Fund Board of Directors, the State Medical Board, the Alaska Industrial Development and Export Authority, the Alaska Natural Gas Development Authority and several other boards. "Alaska is a young, growing state where we are still making important decisions that will guide development of our economy and infrastructure," Governor Palin said. "The Alaskans I have selected to fill these positions share my faith in the state’s future and my commitment to the highest level of integrity in public service."

Alaska Permanent Fund Governor Palin appointed Nancy L. Blunck of Anchorage to the Alaska Permanent Fund board of trustees. Blunck is a certified financial planner who has run her own planning and investment management firm, Blunck Financial Services, since 1983. She is a co-founder of the Aegis Group, a knowledge-sharing network of independent financial planning and management groups. Blunck also has 12 years experience in public policy planning at the local, state and federal levels. She worked for the Borough of Anchorage as a transportation planner, worked for the Department of the Interior on implementation of the D-2 legislation, and worked for Governor Jay Hammond’s Division of Policy Development and Planning, traveling throughout Alaska to listen to and teach Alaskans about the Permanent Fund, subsistence and state funding issues. Blunck received a bachelor’s degree from Iowa State University in 1971, her certified financial planner certification in 1985, and a master’s degree in financial planning from the College for Financial Planning in 1995. State Medical Board Governor Palin appointed Dr. William Resinger, M.D. of Palmer to the State Medical Board. Resinger is a retired radiologist who has served on various medical boards in Alaska, California, Michigan and Pennsylvania. He graduated magna cum laude from Allegheny College in Meadville, Pennsylvania in 1965 and attended medical school at the University of Pennsylvania School of Medicine with honors in radiology in 1969. Resinger has lived in Nome, Homer and Palmer for 23 years. Resinger has more than 20 years’ experience in the field of radiology and has been published in many medical journals across the country. He is an active member of the Radiological Society of North America and has been a member of the American Institute of Ultrasound in Medicine, the Society of Nuclear Medicine, and the American College of Radiology. Resinger has a broad background in mammography, emergency physician services and ultrasound technology.
Alaska Natural Gas Development Authority Governor Palin appointed Kate Lamal of Fairbanks and Don Benson of Palmer to the Alaska Natural Gas Development Authority. Lamal is currently vice president of Golden Valley Electric Association, the member-owned power cooperative for the Fairbanks area. She has a broad background in the field of power generation and transmission, and has worked in environmental geology and exploration geology in Alaska. Lamal received a bachelor’s degree in geology from University of Washington in 1980, and a master’s degree in geology from Western Washington University in 1983. Benson is a project manager and construction superintendent for New Horizons Telcom Inc., a facility design, construction and project management firm. He has extensive experience in managing fuel infrastructure construction projects across Alaska, and currently holds aboveground fuel tank certification from the Steel Tank Testing Institute. Benson previously had a 20-year career in commercial aviation, working as a federally certified aviation mechanic, and as a commercial bush pilot delivering fuel and other cargo throughout the state. He earned his commercial pilot’s rating from Big Bend College in Moses Lake, Washington in 1972, and an airframe and powerplant certificate at California’s Northrop Institute of Technology in1974. Benson is a lifelong Alaska resident and descendent of original Palmer colonists. Alaska Industrial Development and Export Authority Governor Palin appointed John T. Kelsey of Anchorage, and reappointed John Winther of Petersburg, to the Alaska Industrial Development and Export Authority board of directors. AIDEA is a public corporation of the State of Alaska, created by the Legislature to promote, develop and advance the general prosperity and economic welfare of the people of Alaska by providing financing for Alaska industry, manufacturing, power transmission interties, and export and business enterprises. Kelsey fills a seat on the board designated for a member of the public. Kelsey is a Iongtime Valdez entrepreneur and community leader who has helped bring Alaska some of its most significant economic development projects. He was prime supporter of using tax-free municipal bonds to bring the trans-

Alaska pipeline and tanker port to Valdez, was a three-time chairman of the Alaska Permanent Fund, and served the community of Valdez at various times as a two-term mayor, councilman and fire chief. Kelsey has earned numerous statewide awards and recognition for his lifetime of accomplishments in Alaska business. Winther fills the second seat designated for a member of the public. He is founder and chairman of Winstar Petroleum, an Alaska-owned independent oil company holding oil leases on the North Slope. He has 39 years’ experience in the commercial fishing industry, and is currently the managing partner of Prowler Fisheries, based in Petersburg, and owner of a Bering Sea crab boat. Winther served as a director of Icicle Seafoods from 1980-92, and served on the North Pacific Fisheries Management council from 1983-89. He was originally appointed to the AIDEA board in 2003. Seismic Hazards Safety Commission Governor Palin has appointed David A. Cole of Anchorage, and reappointed Rod Combellick of Fairbanks, to the Seismic Hazards Safety Commission. The commission is responsible for advising the governor, Legislature and private sectors on policies for seismic hazard mitigation and disaster preparedness, and on when to issue seismic hazard warnings. Cole is a semi-retired geotechnical engineer who has worked for Dowl Engineers for 32 years, specializing in soil mechanics, earthquake engineering and construction management. He has served on the Municipality of Anchorage’s Geotechnical Advisory Commission since the early 1980s. Cole earned a bachelor’s degree in civil engineering in 1966, and a master’s degree in geotechnical and earthquake engineering in 1979, both from the University of California-Los Angeles. He became a licensed Professional Engineer in Alaska in 1985. Combellick is an engineering geologist who has worked in the Alaska Division of Geological and Geophysical Surveys as a geologist, section chief, acting director and currently deputy director. He has experience in managing state geological survey programs, including seismic hazard mapping, research and policy. He earned a bachelor’s degree in geological sciences from the University of Washington in 1973, and a master’s degree in geological sciences from the University of Southern California-Los Angeles in 1976. Combellick was first appointed to the commission in 2005. Board of Forestry Governor Palin appointed Rob Bosworth of Juneau to a seat on the Board of Forestry, representing environmental organizations. The board’s mission includes advising the governor on state logging and forestry regulations, promoting cooperative resolution of industry-related issues, recommending areas of forestry research, and suggesting improvements to state forestry laws and regulations. Bosworth fills a seat designated for an environmental organization. He has worked since 2002 as the Southeast Alaska program director for The Nature Conservancy. He previously served seven years as deputy commissioner of the Alaska Department of Fish and Game, and has nearly a decade of experience as a state planner on subsistence, forestry and parks issues. Bosworth earned a bachelor’s degree in biology and environmental studies from the University of California-Santa Cruz in 1974, and a master’s degree in resource management from the University of Washington in 1981. Civics Education Task Force Governor Palin appointed Phillip Schneider of Anchorage to the Civics Education Task Force. Created by the Alaska State Legislature’s passage of House Concurrent Resolution 6 in May, this task force is charged with reviewing existing state civics education standards, developing a civics curriculum and identifying teacher development strategies, with the goal of reinvigorating civics education in Alaska public schools. Members are appointed by the governor, by the state House and Senate, and the Department of Education and Early Development. Schneider has worked in as an elementary school principal in the Anchorage School District and as a teacher in Colorado. He has experience in curriculum development, budgeting and staff supervision, and is a bilingual educator who started an international magnet school for high-achieving students in Utah.

Schneider currently works as a recreational land developer in Anchorage and in the Matanuska-Susitna Borough. He earned a bachelor’s degree in history and education from the University of Colorado in 1985, and a master’s degree in educational leadership and policy from the University of Utah in 2000.
