GREEN BROOK LITTLE LEAGUE LOCAL RULES 1.0 General Rules 1.1 RULE 1 Unless otherwise specified, or unless a local rule modifies, amends or otherwise affects said rules, the GREEN BROOK LITTLE LEAGUE is bound by the rules of Little League Baseball as set forth in the Official Little League book entitled "Official Regulations and Playing Rules.” This book is published by Little League Baseball Inc. of Williamsport, PA. 1.2 RULE 2 The Board of Directors makes all local by-laws affecting play or conduct of games. The Board meets monthly. Any person interested in Little League may attend and raise issues at the beginning of each meeting. Depending on the length and content of the issue, the Board will indicate to the bearer as to when it will address said issue on its agenda. 1.3 RULE 3 All coaches, managers and persons involved in the conduct of games are expected to display exemplary behavior while on the playing field. Managers shall be responsible for the conduct of their coaches, players and player parents during games. No alcohol consumption is permitted before, during or after games at the fields. The Green Brook Little League will not tolerate argumentative, unruly or disruptive behavior. Any manager, coach, team attendant or parent ejected from a game by an umpire shall be automatically suspended from attending the next scheduled game 1.4 RULE 4 All coaches, managers and persons involved with the conduct of play MUST attend the S.A.F.E.T.Y clinic, developed and sponsored by the Rutgers Youth Sports Research Council. The League will make these sessions available and will pay the cost of attendance. 1.5 RULE 5 a) Managers must be at the field a minimum of thirty minutes prior to game time. b) Fifteen minutes prior to an official game, all players will clear the field to enable lining of the field. The HOME team is responsible for the lining of the field, setting the bases, paying the umpire(s) and rolling up the scoreboard cover. The VISITORS team will be responsible for raking the pitcher’s mound and home plate after the game, picking up bases and rolling down the scoreboard cover. c) Both teams are responsible for Field Preparation and Maintenance preparation before the game and field maintenance after the game. This includes raking the field (infield, baselines, pitcher’s mound, home plate area), lining the base lines, and putting in the bases before all games and raking and dragging the field and putting the bases and all equipment away after the game. d) Both teams’ coaches must inspect for debris or dangerous conditions prior to the start of the game. Each team is responsible for cleaning their dugout and bleacher area. Team parents should be made aware of bleacher area clean up so that they can pitch in. Each team is responsible for their half of the playing field, and no player is permitted to leave or go to the snack stand until this is accomplished. e) Only beverages in paper/plastic cups or plastic bottles are permitted.

GREEN BROOK LITTLE LEAGUE LOCAL RULES 1.0 General Rules (Continued) 1.6 RULE 6 a) Game times & schedules will be set by the Board of Directors, prior to the beginning of the season in accordance with Regulation VII. The following curfews shall apply to all divisions operating under the Green Brook Little League charter. b) For regular games, no inning will start after two hours of the start of a game. For 50/70 games, no inning will start after two hours and 15 minutes of the start of a game (an inning starts immediately after a HOME team batter makes the third out). c) Unless approved by the Board in advance, no Monday through Thursday games, played on Roth Brown Field, shall be played past 8:25 PM. Field lights must be turned off by 8:30 PM. No Friday and Saturday night games can be played past 10:25 PM. Field lights must be turned off by 10:30 PM. d) For games played on Lions-Beetham Field, once the utility light standing on the right field side of Lions-Beetham Field (square light) is illuminated, the umpire must stop all play at that point. If a player is at bat, that player constitutes the last batter of the game. Once the utility light comes on, this is considered to be a game called by darkness. e) Games called by darkness, weather, or time limit will be subject to rules outlined in Sections 4:10, 4:11 and 4:12 of the Williamsport Rule Book, with the exception that regulation tie games will be recorded in league standings as a tie and play will not be resumed on another day. EXAMPLE 1: Inning: 123456 VISITORS: 0 0 0 4 1 HOME: 0005 Game called in top of 5th inning on account of rain. Score reverts to last completed inning (4th) and the home team is the winner 5 to 4. EXAMPLE 2: Inning: 123456 VISITORS: 0 0 0 0 5 1 HOME: 00005 Game called in top of 6th inning on account of darkness. Score reverts to last completed inning (5th) and result is a tie. f) Standings for Majors and Minor (AAA) divisions will be determined by total points (Win=2 pts, Tie=1pt., Loss = 0pts). If teams do not play an equal number of games, standings will be determined by winning percentage. For tie games, each team will receive ½ win and ½ loss. For final standings, tie breakers will be decided by head-to-head play, then runs against (head-tohead), then runs against (entire season), then finally coin toss. g) The 10-run rule is in effect. However, if agreed by both teams, the remaining inning(s) may be played with no additional recording of runs or pitch counts.

GREEN BROOK LITTLE LEAGUE LOCAL RULES 1.0 General Rules (Continued) 1.7 RULE 7 During the season, teams may practice on the fields until 4:45 PM unless scheduled to play on that field. All non-scheduled teams must leave the field. 1.8 RULE 8 a) Prior to the beginning of each season, a one-day tryout will be held. All candidates shall be evaluated by the following player selection and drafting procedures. b) Regular Season 1) Managers and Coaches. All letters of intent (or indication on a child’s registration from) to manage a team must be submitted at the time of registration for the upcoming season. The team managers’ and coaches’ contract with Green Brook Little League is for the current season (until the current playing season’s end). Managers shall be selected and approved by the Board of Directors. Coaches shall be selected by the managers after the close of the draft. 2) Tryouts. 2a. Players eligible for Major and Minors (AAA) Divisions can be rated by Major and Minor (AAA) managers with the option of an additional evaluator(s) as appointed by the Board. The GBLL Player Agent will conduct the draft with the managers. 2b. Ratings are based on bat, throwing and catch point system. Players are then prioritized by rating for draft purposes by the GBLL Player Agent. 3) Draft Procedures 3a. All players will be subject to the draft. 3b. Only managers of the respective leagues shall be present at the draft. In a manager’s absence, a coach may be designated as their representative. 3c. The GBLL board will objectively draft level teams based on evaluation data from tryouts and previous year-end evaluations 1.8 RULE 8 (CONTINUED) b) Regular Season (Continued) b.4) Trades. b.4-1) At the conclusion of the team selection, a very short break shall be called so that the managers may discuss any trades they may deem necessary. It is the desire of the League to be kept to a maximum of three total trades. b.4-2) Any and all trades must be approved by a majority of the managers present and the Player Agent. The Player Agent's disapproval of a trade results in no trade. b.4-3) No players may be traded after the Player Agent declares the draft officially closed. Managers and coaches of the team are NOT TO DISCUSS THE DRAFT ORDER OR TRADES OF THEIR TEAM OR ANY OTHER TEAM with anyone who was not present at the draft. ANY VIOLATION of this rule will be looked on with great displeasure by the Board and may result in removal of the manager/coach from the League. c) Traveling Teams(s) c.1) The Board shall determine the number of Traveling Teams. c.2) Managers & Coaches c.2.i) All letters of intent (or indication on a child’s registration from) to manage a team must be submitted at the time of registration for the upcoming season. Coaches shall be selected by the managers after the close of the draft. c.3) Tryouts Traveling Player applications & associated tryouts shall be published & all players shall be invited to participate. Players wishing to tryout shall be evaluated by that particular team’s manager & coaches. 1.9 RULE 9 a) All male players must wear athletic supporters and are strongly urged to wear a protective cup. All male catchers must wear a protective cup. Female catchers must wear a pelvic protector. b) Use of a protective helmet by the batter and all base runners is mandatory. Although helmets provided by the league will be available for individual use, GBLL recommends that each player provide his/her own batting helmet. Use of a face guard is not required. 1.10 RULE 10 Managers will be responsible for all equipment used by the team. If not turned in at the end of the season, the manager will be charged for the equipment. 1.11 RULE 11 The field house will be kept clean. All managers will be responsible for returning equipment in an orderly manner.

GREEN BROOK LITTLE LEAGUE LOCAL RULES 2.0 Major League 2.1 Rule 1 Adult coaches may be positioned in both coaches’ boxes when their team is at bat. 2.2 Rule 2 The “continuous batting order” as described in Rule 4.04 is in effect. 2.3 Rule 3 Defensive Substitution: Every attempt should be made to sit a player no more than one inning per game. 2.4 Rule 4 Any protest must follow the procedures as described in Section 4.19 of the Little League Baseball Official Regulations and Playing Rules. Protests submitted to the Green Brook Little League president as prescribed in Section 4.19 (e) shall be accompanied by a filing fee in the amount of $25.00 payable to Green Brook Little League. Such fee shall be refunded in the event that the protest is upheld. 2.5 Rule 5 A regulation game consists of six (6) innings, unless shortened (1) because the home team needs none of its half of the sixth inning or only a fraction of it; or (2) because the umpire calls the game. 2.6 Rule 6 Saturday 50/70 Play Only - All regular rules apply with the following exceptions:  Balks may be called; however, a warning will be issued first  No big barrel bats are permitted

GREEN BROOK LITTLE LEAGUE LOCAL RULES 3.0 Division of Minor League 3.1 Rule 1 The goals of the AAA division are to teach baseball in a semi-competitive situation, practice sportsmanship, have fun, and support the team. Managers should be prepared to send one of their better players up to the Major League should it be necessary. It is the responsibility of all Managers to insure that each player on their team has a most positive experience. 3.2 Rule 2 The “continuous batting order” as described in Rule 4.04 is in effect. 3.3 Rule 3 One (1) adult coach may be on the field of play during the team's defensive turn in the inning. This coach must remain on the outfield portion of the field, behind the fielders. Defensive coach may not at any time interfere with play. A Coach who, in the opinion of the umpire, intentionally interferes with play in any way will be ejected from the game; and any base runners will be advanced one base. If a coach is hit with a ball, the ball is in play. Coaches must make every effort to get out of the path of the ball. 3.4 Rule 4 Teams may elect to use four (4) outfielders, rather than the traditional three (3). 3.5 Rule 5 For the first half of the season (approximately the first eight games or as determined by the Board) a regulation game consists of five (5) innings, unless shortened (1) because the home team needs none of its half of the fifth inning or only a fraction of it; or (2) because the umpire calls the game. For the second half of the season (after approximately the first eight games or as determined by the Board) a regulation game will consist of six (6) innings, unless shortened (1) because the home team needs none of its half of the sixth inning or only a fraction of it; or (2) because the umpire calls the game. Managers will be notified when six inning games will commence. 3.6 Rule 6 Defensive Substitution: Every attempt should be made to sit a player no more than one inning per game. 3.7 Rule 7 Base runners cannot advance on a catcher's overthrow when stealing a base. 3.8 Rule 8 Batter’s count commences upon first strike or the third pitch. The Pitchers pitch count against his allotted pitch count begins on the very first pitch. 3.9 Rule 9 Balls thrown back to the pitcher from the catcher are dead balls and not playable.

GREEN BROOK LITTLE LEAGUE LOCAL RULES 3.0 Division of Minor League (continued) 3.10 Rule 10 There will be a 5 run limit for each inning until the final inning. There is no run limit in the declared last inning, regardless of what inning it is. For example, if you're up against a time limit and the managers/ump agree that the 4th inning will be the last, there will not be a run limit in the 4th as that will be the declared last inning of the game. 3.11 Rule 11 The infield fly rule is at the discretion of the umpire and is to be discussed prior to the start of the game. 3.12 Rule 12 Only one player is to be in the on deck circle. 3.13 Rule 13 There is no head first sliding at any base. The runner attempting to score at home plate must slide if there is a defensive play at home plate. The runner is not allowed to collide or interfere with the defensive player. 3.14 Rule 14 Pitch counts are to be agreed to between each team every half inning and the totals at the end of each game. The final official pitch count will be recorded by the league commissioner or a designated manager and will be distributed upon any changes and prior to your next game. All managers are to email their pitch count, by player, to the commissioner and designated manager upon completion of any game.

GREEN BROOK LITTLE LEAGUE LOCAL RULES 4.0 Division of Coach Pitch (Minor) League 4.1 Rule 1 The AA division is a training league; learning baseball, good sportsmanship, and having fun are the guidelines by which the Managers should operate. The desire and intent is that it be a positive experience for all players regardless of their ability. 4.2 Rule 2 For the first half of the season (approximately 7 games) the pitching machine must be used. The machine must be set at the same position and speed for each game. However, if both coaches agree that settings need to be altered during the game, it must be done at the top half of the inning and remain consist for each team’s at bat. During the second half of the season, if a coach wishes to pitch to his/her team, and is able to pitch accurately from the mound, he/she may do so. All batting rules specified in section 4.5 apply. 4.3 Rule 3 The “continuous batting order” as described in Rule 4.04 is in effect. 4.4 Rule 4 The batter shall receive EIGHT (8) pitches or THREE swinging strikes, whichever is less. Note: If agreeable to both the home and visiting coaches, four swinging strikes may be allowed during the first half of the season. If the ball is foul-tipped on the eighth pitch, the batter continues to bat. 4.5 Rule 5 All pitches are dead unless the ball is put into play. 4.6 Rule 6 A regulation game consists of five (5) innings unless shortened (1) because the home team needs none of its half of the sixth inning or only a fraction of it; or (2) because the game is called. 4.7 Rule 7 Adult coaches (no more than two (2)) may be on the field of play during the team's defensive turn in the inning. These coaches must remain on the outfield portion of the field, behind the fielders. Defensive coach may not at any time interfere with play. If a coach is hit with a ball, the ball is in play. Coaches must make every effort to get out of the path of the ball. 4.8 Rule 8 a) The defensive team shall consist of no more than ten (10) players. A minimum of six (6) players constitute a team. In the event that one team has less than the minimum number of players, the opposing team may provide a player(s) as needed so that each team has at least the minimum number. b) Five infielders and up to four outfielders (who must play in the grass) will be positioned on the field. A catcher may be used. 4.9 Rule 9 The infield fly rule does not apply.

GREEN BROOK LITTLE LEAGUE LOCAL RULES 4.0 Division of Coach Pitch (Minor) League (cont’d) 4.10 Rule 10 There shall be no protests in AA division. 4.11 Rule 11 There shall be no stealing of bases in the AA division. 4.12 Rule 12 Defensive Substitution: Every attempt should be made to sit a player no more than one inning per game. 4.13 Rule 13 Any play that requires an official call will be made by the umpire (if available) or the manager on the field. Any other coach is not to call out the decision as it may lead to confusion to the base runner. 4.14 Rule 14 An inning shall consist of three (3) outs or once through the batting order. Once through the batting order is equal to the greatest amount of players present on either team. 4.15 Rule 15 a) A player cannot advance on an over throw to any base. b) On a batted ball, as soon as the ball is thrown into the infield (breaks the plain of infield) runners cannot advance. When the ball breaks the plane of the infield, players must be halfway to a base to advance.

GREEN BROOK LITTLE LEAGUE LOCAL RULES 5.0 DIVISION of INTRODUCTION TO BASEBALL (T-BALL) 5.1 Rule 1 Introduction to Baseball is a training league; learning baseball, good sportsmanship, and having fun are the guidelines by which the Managers should operate. The desire and intent is that it be a positive experience for all players regardless of their ability. In the beginning of the season (at least the first two games), teams will play wiffle ball. Wiffle balls/bats will be provided by the league. Aluminum bats may be used. Coaches will pitch (a total of eight pitches) to each player. Fielders will not wear baseball gloves, but will field the ball barehanded and attempt to make plays. Following this introductory period, managers will meet with the Player Agent to discuss conduct of play for the remainder of the season. 5.2 Rule 2 There will be no score keeping for this division and no league standings. 5.3 Rule 3 The division commissioner, as supervised by the President and the Player Agent, will assign players to teams, placing approximately the same number of players on each team. 5.4 Rule 4 A regulation game shall consist of three (3) full innings. An inning consists of three outs or once through the batting order. If both teams agree and wish to continue after the 3 rd inning, they may. 5.5 Rule 5 The batting order shall be the players listed in the order they are to bat. The batting order shall contain the entire roster of players present for that game. 5.6 Rule 6 Adult coaches may be on the field of play during the team's defensive turn in the inning. Defensive coaches may not at any time interfere with play. If a coach is hit with a ball, the ball is in play. Coaches must make every effort to get out of the path of the ball. 5.7 Rule 7 All players on the roster must be assigned a defensive position.
