Introduction: The following document draws together a range of statistics from different sources that describe Harlow’s population. In particular, this document includes population information that has been produced that may reflect different communities of interest, and therefore may enable a greater understanding of equalities issues in Harlow. This document contributes to Harlow Council’s work in meeting the revised equality standards for 2007. 1. Harlow Population 1995 - 2005 2005-based Sub-national Population Projections

Harlow has a population of 78,768, forecast to rise to over 80,000 people by 2011. The East of England Plan could see Harlow approximately doubling in size by 2031. Approximately 48,000 people are of working age (16-64) and account for 62% of the population. The towns 75 and over population is projected to rise by 13% from 2004 to 2017. 2. Harlow Age profile of population Census 2001

In 2001, Harlow’s population was made up of 16,991 children aged 0-15 (22%), 8,682 young people aged 16-24 (11%) and 11,550 older people aged 65 plus (15%). 47,900 people (62%) were of working age (16-64). Age profile of Harlow population (2001)

Harlow’s 75 and over population is projected to rise by 13% from 2004 to 2017. Of note, the 85 and over population is projected to increase by 90% from 1,000 to 1,900 people during the period 2004 to 2017. Male

The benefit take up of pension credit for persons aged 60 and over clearly increased as of November 2003 from an average of around 2,000 persons to 3,500 persons by the end of 2004.

3.i Disablement and long-term limiting ill health Census 2001 – UV22

In England, 1 in 6 people consider themselves to have a limiting long-term illness (17.9%). There is little difference between genders, whilst proportions increase steadily with age. The East of England Region is one of only 3 regions in England falling below the national average along with the South East, and London (15.5% respectively) for its rate of long-term illness. The percentage of persons who self-assessed themselves as having a limiting long-term illness in Harlow is close to the average for the East of England. Harlow

3.ii Disability Allowance DWP - Benefit Claimants – IB/SDA Benefit Take-up

Harlow’s benefit claimant trend for Income Benefit and Severe Disability Allowance has increased overall since August 1999, and reaching its highest point in February 2005.

The highest frequency of IB/SDA benefit claimants is in the age category 25-49. Of note, the number of claimants within the age range 16-24 increased by 29.4% during the period August 1999 to May 2006. The number of claimants aged 50-59 and over rose by 17% and the number of those aged 25-49 by 4.9%

Of note, the number of claimants within the age range 16-24 increased by 18.8% during the period August 1999 to May 2006. The number of claimants aged 50 and over rose by 10.6% and the number of those aged 25-49 by 1.1%

4.ii Gender equality and earnings 2006 ONS annual survey of hours and earnings - workplace analysis

As is the case both regionally and nationally, Harlow residents and Harlow workplace females earn significantly less wages than males. During the period 1998 to 2006, workplace females in Harlow earned on average 24% less than their male counterparts. During the period 2002 to 2006, Harlow’s resident females have earned on average 13% less than their male counterparts. Data released as of 2002 highlights that Harlow’s resident population earn significantly less on average than Harlow’s workplace earners. During the period 2002-2006, Harlow’s male workplace earners, earned on average 12% more than Harlow male residents. By contrast however Harlow’s female workplace earners earned on average 4% less than Harlow’s female residents, though this is now not the case in 2006.

5.i Black and minority ethnic groups June 2004 Ethnicity Estimates (Neighbourhood Statistics)

Harlow is a multi-cultural community with black and ethnic minorities estimated to account for 10.58% of the population as of June 2004. 1,700 persons in Harlow are classified as White: Other White, which includes European and East European ethnic groups, and over 1,000 persons are classified as White Irish. Non-white ethnic groups make up around 7% of the Harlow population, with the largest non-white ethic minority groups being Asian, or Asian British Indian, and Black or Black British African. 5.ii Birth Place of Residents Census 2001 – UV08

The below table shows that as of 2001, 73,909 persons were born in the United Kingdom. 2001 Cenus data also shows that 2,600 of those persons born in the UK were from Black and Ethnic Minority groups (all groups other than White GB). 5.iii National Insurance registrations for non-UK Nationals (Essex) Department for Work and Pensions (DWP) May 2007

During 2005/06, the largest number of National Insurance Registrations in Harlow in respect of non-UK Nationals came from persons from Poland, India, the Slovak Republic, Bangladesh and Ghana. Of note, the number of National Insurance registrations from persons from Bangladesh and Ghana are significantly higher in Harlow when compared to other areas in the County.

6 Religious beliefs Census 2001 – UV15

The below table shows people’s religious belief as of the 2001 Census. In Harlow, 68% of residents identified themselves as Christian. The next largest religion in Harlow was Muslim, accounting for around 1.5%. The remaining faiths account for a minority in Harlow at 1% of the total population. In 2001, over 30% of Harlow residents stated that they had no religious belief or did not state their religion if any. 7 Same-Sex Couples Census 2001 – UV93

The 2001 Census was the first to ask a question about same-sex couple relationships, and is still the largest demographic analysis of same-sex couples to date for Harlow. The results for Harlow show that the District has a similar rate per 1,000 persons aged 16 and over in households as the East of England. The rate of same-sex couples in Harlow and the East of England is significantly lower than the National average.
