Health & Education Procurement Facility (Papua New Guinea) EXPRESSION OF INTEREST Deputy Team Leader Terms of Reference Background The Papua New Guinea (PNG) development aid program provided by the Australian Government, Department of Foreign Affairs and Trade (DFAT) is complex, diverse and dynamic. The program has a very strong focus on achieving tangible results to help deliver better service delivery outcomes for the people of PNG. The Health and Education Procurement Facility (HEPF) initiative is expected to be funded by the Australian Government through the Department of Foreign Affairs and Trade (DFAT). The HEPF was developed after assessment by the Government of Papua New Guinea in collaboration with the Department of Education and the National Department of Health. The goal of the HEPF is to produce significant measurable progress toward the achievement of Universal Basic Education and Health Services by 2016. This will be achieved through implementing a large infrastructure and equipment program designed to strengthen the PNG Health and Education sectors.
About the Role HKL PNG is seeking Expressions of Interest for the position of Deputy Team Leader for potential upcoming opportunities in Papua New Guinea under the proposed HEPF. Suitably qualified women are strongly encouraged to apply.
Objective
Establish and implement standardisation of a corporate identity across all aspects of HEPF’s operations.
Support the management of a large and diverse team of project staff, technical advisers, and field staff, ensuring they receive high quality and timely personnel management support.
Provide high-level strategic support and advice to the Team Leader on all aspects of Program Management This Program is funded including the provision of responsive by the Department of and professional services and advice Foreign Affairs and Trade to DFAT.
Manage a diverse team of local and international staff with responsibilities for program implementation, logistics, security, procurement, and office management.
The objective of the Deputy Team Leader position is to:
Assist the Team Leader with Operational and Strategic Management of the HEPF Program.
Responsibilities Reporting to the Team Leader, the Deputy Team Leader will be required to:

Initiate and oversee the implementation of systems and policies that meet DFAT, Managing Contractor and GoPNG (where appropriate) requirements. Lead the development, implementation and ongoing improvements to workplace health and safety policies, procedures and practice.
Develop and maintain effective working relationships with GoPNG, DFAT and other stakeholders.
Provide in-country leadership of the program in the absence of the Team Leader.

Key Competencies
Qualifications in Management, HRM, international development or equivalent discipline. Minimum 10 years experience in leadership and/or operational management of complex development projects in developing and/or post conflict countries and in low-capacity environments, ideally in national settings. Demonstrated experience in leading, managing and working within a multidisciplinary, multi-cultural team environment.
Strong interpersonal skills and excellent verbal and written communication skills in English, including very high calibre abilities and experience in report writing.
Ability to plan, strategise and comprehend complex situations, and solve problems with simple solutions.
Demonstrated high-level experience in relationships management with GoPNG, DFAT and a diverse range of subcontractors, NGO and community stakeholders.
Ability to work with minimal supervision.
Demonstrated ability to work collaboratively and effectively at a range of strategic and administrative levels in a cross-cultural setting.
Strong oral and written communication skills.
Highly developed interpersonal skills.
Understanding of and/or willingness to learn about gender issues, social inclusion, HIV/AIDS, child protection and human development frameworks such as the MDGs.
