HEU Update: March 2011

The Health Economics Unit (HEU) is part of the School of Public Health & Family Medicine at the University of Cape Town. The unit conducts research in health economics, health systems and policy; provides postgraduate diploma, masters and PhD programmes; strengthens capacity in health economics and related health systems work in Africa and facilitates the translation of health policies into practical programmes.

New policy briefs

Should we pursue a universal health system or something else in South Africa? This brief arises from the SHIELD (Strategies for Health Insurance for Equity in Less Developed Countries) project, which ended in September 2010. The brief summarises findings from the final phase of SHIELD which focused on the feasibility and sustainability of alternative health financing reforms in relation to their respective resource requirements (by Di McIntyre).

The role of programme management in ART scale up: exploring implementation differences in three South African provinces This brief focuses on the role of provincial programme implementation, as a set of political and managerial choices that influence ART scale up in the Western Cape, Gauteng and Free State (by Helen Schneider et al).

Upcoming conference: AfHEA The second African Health Economics and Policy Association (AfHEA) conference is taking place from 15 to 17 March 2011. African health economists and health policy analysts will be discussing research related to universal health coverage in Africa. HEU professor Di McIntyre is the Chair of the AfHEA Conference Scientific Committee.

New multi-million Rand project to monitor universal coverage The HEU has been awarded a collaborative 5-year research grant by the European Union that will focus on monitoring and evaluating policy formulation and implementation processes aimed at achieving „universal health coverage‟ in South Africa and Tanzania.

New African health systems & policy capacity project The School of Public Health & Family Medicine‟s Health Systems and Policy programme (housed within the HEU) has launched the Consortium for Health Policy and Systems Analysis in Africa (CHEPSAA). This 11-partner project, which was awarded R18 million from the EU, will strengthen related research, training and network programmes and will look at ways of getting research into policy to strengthen health systems in sub-Saharan Africa.

2010 symposium helps build momentum in health systems research The widely anticipated „First Global Symposium on Health Systems Research‟ was successfully held in Montreux recently and included 1200 health systems experts from 100 countries. Notable contributions from the HEU included plenary sessions and roundtable discussions from Prof Di McIntyre and Prof Lucy Gilson. Congratulations to ...

Susan Cleary (HEU Director) has just been promoted to Associate Professor.

Professor Lucy Gilson‟s NRF rating reapplication resulted in a B1 rating, which is up from her previous B3 rating (she runs the Health Policy & Systems Programme within the HEU).

Introducing new staff ...

We welcome Dr Hamadziripi Tamukamoyo who joins the Health Policy and Systems (HPS) programme. As an established Sociologist with a PhD from Wits, we look forward to his perspectives and contributions to the “District Innovation and Action for Health System” development project.

Also joining the HPS programme in the area of training is Dr Maylene Shung King who is working on her PhD through the Department of Social Policy and Intervention at Oxford University and is offering support this year to the Oliver Tambo Fellowship Programme (a course that is run through the School of Public Health & Family Medicine and the Graduate School of Business). She is also providing research assistance for the HEU in issues of relevance to the proposed National Health Insurance.
