LEGAL GUIDELINES As a PAC Captain, it is very important that you are aware of the legal guidelines by which The Home Depot PAC must abide. The following “Do’s” and “Don’ts” are very easy to learn, absolutely critical to follow, and mandated by federal law.

Do Describe the PAC’s purpose.

- To support our Company’s long-term success by contributing to candidates for federal and state office who understand the concerns and interests we share as associates of The Home Depot.

Clarify that contributions are strictly voluntary.

- All contributions are voluntary and an associate has the right to refuse to contribute without reprisal.

Explain that the contribution amount is entirely up to the associate.

- The PAC suggests a guideline of 0.5 to 1 percent of gross annual salary. This is merely a suggestion. Associates may contribute more, less, or not at all. The Home Depot will not advantage or disadvantage any associate by reason of the amount of their contribution or their decision not to contribute.

Inform associates of their contribution’s tax status.

- Political contributions are not tax deductible, nor are the matching contributions made through PAC Match.

Tell associates cash cannot be accepted.

- Because of legal and administrative requirements, cash cannot be accepted. For lump sum contributions, only personal checks may be accepted.

Such regulations are burdensome for our stores by penalizing retailers for adjusting employee schedules to fit demand. • Legislation passed in Georgia allows us to issue payroll cards to associates instead of paper checks. This bill protects our associates without bank accounts from using predatory check cashing locations.
