IceBreaker 2018 Tournament Rules All Tournament games will be played in accordance with the Laws of the Game as issued by FIFA unless modified herein. The following statement of Rules and Regulations supplement the Law of the Game. Rule 1 – Procedures for Determining Final Team Standings: The team with the highest point total at the end of their two games* will be determined to be the winner of their flight, based on the following. 1. 3 points for a win 2. 1 point for a tie 3. 0 points for a loss Should a tie occur among two or more teams that have won both of their matches, the teams will be declared co-champions. If there is a tie among teams that have not won both of their matches, the following procedure will apply in this order: 1. 2. 3. 4. 5.

Head to head winner (unless more than two teams are tied) Bonus Points (see below for determination of bonus points) Fewest total goals allowed Most goals scored with a maximum of 5 per game Co-champions

Bonus Points – will be awarded to a winning team to be used only as tie breakers. The winning team will be awarded one (1) bonus point for a goal differential of up to a maximum of three. Thus, a team that wins by 3-0, 5-0, or 6-3 would receive three (3) bonus points. In breaking ties among 3 or more teams, the procedure is immediately restarted among remaining teams each time a team is eliminated (to include head to head when only 2 teams remain). Refer to Appendix A for tie-breaking example.

EACH FLIGHT WILL HAVE A FIRST PLACE WINNER! Rule 2 – Player Equipment: 1. Soccer shoes must meet FIFA specifications. 2. All players must wear individually numbered jerseys. The number must coincide with the player’s name/number on the official team roster. The individual number must be different for each player. 3. In the event of a color conflict, the home team will change. The home team is the team listed first on the schedule. 4. Goalkeeper’s uniforms must clearly distinguish them from other players and the referees. 5. No jewelry will be worn. 6. All players must wear shin guards while participating in a match. Socks must be pulled up above the top of the shin guards. All players must be entirely uniformed. Deviations from the team uniform must be corrected before a player’s participation in the match. 7. Players with casts will not be permitted to play. Splints may be worn only if properly padded and only with the permission of the referee. The referee’s judgment will be final. 8. In the event of a color conflict with the referee, referee changes of uniform will be the option of the referee.

Rule 3 – Duration of Games: All Divisions: 25 minute halves with 3 minute halftime. Time lost due to stoppage or late start will not be added back. Rule 4 – Forfeits: See Rule 16. Rule 5 – Protests: No protests will be allowed. The decisions of the referee and the Tournament Committee will be final. Rule 6 – Conduct: Players are expected to conduct themselves within the spirit as well as the Letter of the Law. Players ejected from a match (Red Card) must sit out, at a minimum, the remainder of that match plus his or her team’s next match. No substitution may be made for the ejected player during the match in which the offense occurred. All Red Cards, especially ones issued after the end of regulation play or as a result of physical assault are subject to review by the Tournament Officials and a more severe penalty may be imposed. A yellow card displayed by the referee indicates a caution. Two yellow cards given to the same individual in the same match will result in a Red Card. Two yellow cards issued to an individual for any infraction during the Tournament will result in that player being unable to play in his/her team succeeding match. Coaches are responsible for the conduct of their spectators. Referees, in addition to the authority vested in them pursuant to FIFA laws, are encouraged to issue cautions (yellow card) to the coach for unruly or abusive behavior on part of the spectators. A second caution issued for this reason, to the same coach, will constitute a Red Card to the coach and will automatically and immediately terminate or suspend play, with or without prejudice, at the discretion of the referee. Rule 7 – Team Field Position: Players and coaches will take up a position on the same side of the field. The spectators will be on the opposite side of the field than the players and coaches and behind the spectator restraining line. Rule 8 – Substitutions: Unlimited substitutions with the permission of the referee are allowed as follows: 1. 2. 3. 4. 5.

After a goal has been scored. At the beginning of the second half. At throw-ins (either possession). On goal kicks (either possession). Play is stopped for an injured player A. if active play is stopped for an injured player, then that player MUST leave the field. At that time, both teams may make an unlimited number of substitutions, B. if play is halted during a normal stoppage of play (throw-in goal kick, free kick, etc.) to check on an injured player and his/her coach/trainer comes onto the field, then the player MUST leave the field. At that time, both teams may make an unlimited number of substitutions, C. if play is halted during a normal stoppage of play (throw-in goal kick, free kick, etc.) to check on an injured player and he/she does not need assistance from his/her coach/trainer, no substitutions by either team will be permitted. 6. Players are not to be substituted after a caution (yellow card). There shall be no substitution for ejected players.

2018-Icebreaker-Classic-rules_Revised_01MAR2018 Rule 9 – Medals: Medals will be awarded to each player of the teams finishing in first place of each flight based on the official Tournament roster size submitted. Refer to Rule 1 for procedures to determine final standings. Rule 10 – Patches: The traditional exchange of club or team patches among players of each team is encouraged after each match. Rule 11 – Age and Eligibility: The competition is open to accepted teams composed of eighteen (18) or fewer players, meeting the age limit of the specified division. Players must have been born during, or subsequent to the divisional year. Each team must be registered with a National Soccer Association and with a league affiliated with the USYS or national equivalent and present a valid state roster. Player registration cards, duly authorized by state or national associations will be required as proof of age. Teams shall consist of eighteen or less players in the U-11 through U-16 divisions (See Addendum for U8 to U12 small sided games). Proof of affiliation: • Required for all rostered players in the form of a current NJYS or US Club approved Member Player Pass, valid for the 2017/2018 season (including Guest Players). • Stamped medical releases for each player (including Guest Players). • Photo copy of team roster. • Guest Players: Up to three (3) Guest Players will be allowed per registered team. • Secondary Passes: Will be allowed. Rule 12 – Weather Delays: It will be totally at the discretion of the BTSC Board of Directors and the Tournament Director to determine if Tournament matches need to be canceled as a result of inclement weather. There will be no refunds based on adverse weather conditions. Rule 13 – Team Check-In: The coach of all teams must check in at least one (1) hour before the starting time of the team’s first match. All teams must report to the Field Marshal at the field at least 30 minutes prior to their first match. All players will present their 2016/2017 player pass to the Field Marshal for validation. Rule 14 – Inclement Weather: The Tournament Committee reserves the right to modify the tournament and its rules as necessary for the fair and orderly conduct of the tournament and specifically to make the following changes in the event of inclement weather: 1. Relocate and/or reschedule a match; 2. Reduce scheduled duration of matches; 3. Cancel matches having no impact on the trophy winners; and 4. Cancel all or part of the tournament for the safety of the players. Should a match be terminated due to weather conditions, at or after half-time, the match will be considered official.

Rule 15 – Tournament Cancellation Policy: If the Tournament is canceled for any reason before the start of competition, the Tournament will refund 80% of the team’s entry fee.

Rule 16 – Failure to Show and Forfeit: It is sincerely hoped that NO matches will be forfeited during this Tournament, as the expressed purpose of this Tournament is to encourage good sportsmanship and participation in as much soccer as possible. In the event that a team must forfeit, the following rules shall apply: • • •

A team shall be allowed a 10 minute grace period after the scheduled kick-off time before the match is awarded to their opponent. A minimum of seven (7) players (Five (5) small sided) constitutes a team. In no case will a team that has forfeited a match qualify for awards. A match forfeited will declare a 5-0 score.

Rule 17 – Game Reports: The Field Marshal will be responsible for reporting the score of the match. Report sheets are to be signed by one official from each team and the referee after the match is completed. Rule 18 – General: The Tournament Committee will not be responsible for any expenses incurred by any team if the Tournament is canceled in whole or in part for any reason. Furthermore, the Tournament Committee’s interpretation of the forgoing rules and regulations shall be final and the Tournament Committee reserves the right to decide on all matters pertaining to the Tournament. All checks/money orders in payment of the entry fees MUST be issued to the club hosting the Tournament. If the Tournament utilizes golf carts, only those who have a valid New Jersey Driver’s License will be permitted to operate a golf cart.

IceBreaker 2018 9v9 (U11 and U12) Supplemental Rules All rules will apply to all age groups unless specifically referenced in these rules. The rules below apply only to the U11 and U12 age groups. 1. Number of Players: The games will be played with a maximum of nine (9) players and a minimum of 6 players, one of which can be a goalkeeper. 2. Duration of Game: The game will be two 25-minute halves, separated by a 3-minute break. Time lost due to stoppage or late start will not be added back. 3. Free Kick Encroachment: The encroachment distance will be eight (8) yards. 4. Penalty Kick: Penalty Kicks will be taken from a penalty mark that is ten (10) yards from the goal line, and opponents shall be eight (8) yards away before the kick is taken. 5. Throw-In: When a throw-in is in violation of the Law, the ball will revert to the other team. 6. Corner Kick: The encroachment distance will be ten (10) yards. 7. Awards: Medals will be awarded to flight winners as determined by Rule 1 of full-sided Tournament Rules 8. Standings: Standings will be maintained and posted for U11 and U12 divisions. Standings will be determined by Rule 1 of the full-sided Tournament Rules. 9. Heading: Players in U11 and younger age groups my not deliberately head the ball in soccer matches. • If a player deliberately heads the ball and the ball remains in play, the referee will immediately stop play and restart with an indirect free kick as per Law 13. If the infraction occurs within the players own goal area or penalty area, the indirect kick shall be spotted on the penalty area line closest to the spot of the infraction.

If a player deliberately heads the ball and the ball immediately goes out of play, the referee will restart in accordance as to how the ball went out of play (throw-in, goal kick, corner kick). • If a player deliberately heads the ball and it enters his own goal, the goal shall stand and play will restart with a kickoff. • If a player is inadvertently struck in the head with the ball, there is no rule infraction. However, if the referee deems the player to be injured the referee will immediately stop play, have the player removed and restart with a drop ball. In all cases the referee will assess the player to determine if the player is injured. Notes: • A goal may not be scored against an opponent by deliberately heading the ball. • Denying an Obvious Goal Scoring Opportunity does NOT apply to heading the ball as this action is NOT a foul. • Referees will enforce these rules for the U11 age groups and younger. It is the responsibility of the team’s coach/manager to ensure any player aged 10 or younger who may be “playing up” will not head the ball during the game. • Should the need arise to combine U11 and U12 teams into a single mixed-age flight, the entire flight shall be considered U11 and intentional heading shall be prohibited. 10. Punting Goalie punting is permitted in the U11 and U12 age groups. 11. Build Out Lines Build out lines will not be used in the U11 and U12 divisions. 12. Offsides Offsides will be enforced from the halfway line in the U11 and U12 divisions.

7v7 (U09 and U10) Supplemental Rules All rules will apply to all age groups unless specifically referenced in these rules. The rules below apply only to the U09 and U10 age groups. 1. Number of Players: The games will be played with a maximum of seven (7) players and a minimum of 4 players, one of which can be a goalkeeper. 2. Duration of Game: The game will be two 25-minute halves, separated by a 3-minute break. Time lost due to stoppage or late start will not be added back. 3. Free Kick Encroachment: The encroachment distance will be eight (8) yards. 4. Penalty Kick: Penalty Kicks will be taken from a penalty mark that is ten (10) yards from the goal line, and opponents shall be eight (8) yards away before the kick is taken. 5. Throw-In: When a throw-in is in violation of the Law, the player will be told the correct procedure by the referee and allowed to take it over. Should the second attempt also be in violation, then the ball will revert to the other team. 6. Corner Kick: The encroachment distance will be ten (10) yards. 7. Awards: Medals will be awarded to all participants in the U09 and U10 divisions. 8. Standings: In accordance with NJYS guidelines U09 and U10 matches shall be non-results oriented. Standings will not be maintained for these divisions. 9. Heading: Players in U09 and U10 age groups my not deliberately head the ball in soccer matches. • If a player deliberately heads the ball and the ball remains in play, the referee will immediately stop play and restart with an indirect free kick as per Law 13. Build Out Lines Build out lines will be marked approximately equidistant between the penalty area and the halfway line. Build out line rules are consistent with USYS Directives: • When the goalkeeper has the ball in his or her hands during play from the opponent, the opposing team must move behind the build out line until the ball is put in play. • Once the opposing team is behind the build out line, the goalkeeper can pass, throw or roll the ball into play (punts and drop kicks are not allowed). o The GK has 6 seconds to release the ball into play starting from the time when the opposing team has cleared the build out area. • After the ball is put into play by the goalkeeper, the opposing team can cross the build out line and play resumes as normal. • The opposing team must also move behind the build out line during a goal kick until the ball is put into play. • If a goalkeeper punts or drop kicks the ball, an indirect free kick shall be awarded to the opposing team from the spot of the offense. • If the punt or drop kick occurs within the goal area, the indirect free kick shall be taken on the goal area pine parallel to the goal line at the nearest point to where the infringement occurred. 12. Offsides The build out line will also be used to denote where offside offenses can be called. • Players cannot be penalized for an offside offense between the halfway line and the build out line. • Players can be penalized for an offside offense between the build out line and the goal line.
