U.S. Interagency Council on Homelessness (USICH) Framework for Ending Youth Homelessness • Federal Framework for Ending Youth Homelessness focuses on four key outcomes for homeless youth: 1. 2. 3. 4.

stable housing, permanent connections, social-emotional well-being, and education or employment.

• Education or employment: refers to high performance in and completion of educational and training activities, especially for younger youth; and starting and maintaining adequate and stable employment, particularly for older youth. Education •

Young adults without a high school diploma or GED had 4 ½ times the risk of experiencing homelessness compared to their peers who completed high school. •



Takeaway: Not enough information was available to say whether there is a causal relationship between low education and homelessness; however, education can be a protective factor against becoming homeless as a young adult.

Employment •

Many homeless youth are working or have work experience. •

Takeaway: The quality of work and income associated with work may be more important for lifting youth out of homelessness.
