U.S. and foreign trade regulations have a major impact on international trade, mostly restrictive and highly punitive if ignored. Experienced traders know how to comply to minimize the impact and avoid costly violations. New and less experienced traders often fail to comply out of ignorance, or are so intimidated by the regulations that they avoid or stop trading altogether. Violations incur very severe penalties, and ignorance is no excuse. Compliance advice, information, training and assistance are critically needed to overcome fears, raise compliance levels, and minimize inadvertent violations that put the nation and the unwitting businesses at risk.

About El Camino College’s
International Trade Compliance Institute (ITCI) ITCI was established in 2009 by the EI Camino College’s Center for International Trade Development (CITD) under a grant from the U.S. Department of Education (BIE/Title VIB). ITCI is a comprehensive, one-stop source of assistance on all aspects of international trade regulations and compliance. ITCI’s mostly free services are globally accessible through its extensive, world-class Website www.tradecomplianceinstitute.org.
Why an “Institute” for trade compliance?
13430 Hawthorne Blvd., Hawthorne, CA 90250
Come to ITCI if you have a question or need advice, information or training on: Center for International Trade Development
A one-stop Institute can better meet the need by providing a more visible, authoritative and continuing source for compliance support. The alternatives have not filled the gap. For example, seminars and conferences are too sporadic, are not followed-up, and rarely deal with company-specific concerns. Another option - direct contact with compliance agencies - is certainly advisable, but often frustrating. Many businesses don’t know which agency to contact or don’t have the perseverance to find the right expert within the agency. ITCI not only has most of what you need, but can also direct you to the right person in the right organization for more specialized assistance.

Why focus on international trade compliance?
Nonprofit ORGANIZATION U.S. POSTAGE
• U.S. export or import regulations and documentation -EAR, ITAR, OFAC, FDA, USDA, ATF, CBP, tariff related and more. • Foreign import regulations and documentation (tariff/non-tariff barriers) • Multilateral/international regulations under treaties and conventions.
“We are pleased that El Camino College CITD was awarded this grant as the International Trade Compliance Institute will be a valuable resource for our members,” stated Andrea Seastrand, executive director of the California Space Authority. “CSA has long sought to bring relief to California businesses that have been negatively impacted by ITAR. We have worked on this issue from a policy perspective through our advocacy in Washington, DC. We now will have the opportunity to refer our members, especially our smaller companies, to the International Trade Compliance Institute for practical, hands on training and assistance about export control regulations.”
The ITCI Website: You name it – We have it • Trade Regulations Database: Look up and get the details on almost any U.S. or international trade regulation – what it is, who enforces it, and who can help you comply. • Regulatory Terms & Acronyms: Hundreds of definitions pulled together in one easy-to-search glossary • Regulatory FAQs: Answers to many more questions than you knew to ask. • Regulatory Events Calendar: Post or find seminars, training programs and conferences in your area.
Certificate & Credit Courses: El Camino College or CITD “regulatory” courses focus on the international legal environment, transportation and logistics, and trade documentation. The curricula will closely align with the NASBITE CGBP “Supply Chain” domain and “Regulatory” and “Documentation” threads. ITCI’s Advisory Board includes our two grant partners – the U.S. Commercial Service and the California Space Authority – along with representatives from the major U.S. compliance agencies, the regional District Export Council, the Los Angeles Chamber of Commerce, local
universities, non-profit trade organizations, and trade practitioners in the Los Angeles area business community. The specifics of our coverage in advice, information training and assistance: • The Commerce Department’s Export Administration Regulations (EAR) for non-military exports and the State Department’s International Traffic in Arms Regulations (lTAR) for military items.
• Other U.S. regulatory, documentary and customs clearance requirements, including those enforced by Commerce (Anti-Boycott Regulations, countervailing duties), Agriculture (phytosanitary controls), Treasury (Foreign Assets Control), FDA (medical devices, food and drugs), ICC (anti-dumping duties), Justice (Foreign Corrupt Practices Act), and Homeland Security (customs, C-TPAT). • Foreign tariff and non-tariff barriers, including quantitative restrictions, health, safety and technical standards, licensing and exchange controls, government procurement restrictions, and treatment of contracts, agreements and intellectual property. • Obligations under international treaties, agreements and conventions, including standards for corporate ethics, labor and the environment.
