Intramural Futsal Rules Any rule not specifically covered will be governed in accordance with the NFHS Soccer rules. Modifications have been made to suit the Southern Illinois University Competitive Sports program.
Rule 1: Eligibility A participant may be a Southern Illinois University student taking a minimum of four credit hours. The Department of Recreational Sports and Services defines a student as any individual who is currently enrolled at SIU and is registered with the university registrar. Students taking four or more credit hours automatically pay the Recreational Sports student fee and therefore, do not need to purchase a membership. The following people are eligible to participate after acquiring the appropriate Recreational Sports membership for the semester in which they intend to participate: • Southern Illinois University student taking less than four credit hours • Spouse of a student or a faculty or staff member • Faculty or staff member of SIU. The Department of Recreational Sports and Services defines faculty and staff as all current faculty and staff, as well as visiting professors at SIU who are paid through the university payroll department. • Affiliate of the department (alumni, other recognized affiliate groups) To participate in any intramural activity, all participants must show a valid Southern Illinois University issued identification card. Acceptable identification cards are limited to SIU identification cards, and Recreational Center membership cards. An SIU ID card/DawgTag must include the following information and be clearly visible to be considered valid: the individual’s name, photograph, and identification number. Identification cards that do not have one or more of these requirements will not be accepted and the individual will not be allowed to play. Misuse of an identification card (borrowing, lending, counterfeiting, altering, etc) is a violation of the Southern Illinois University Student Code of Conduct. The identification card will be confiscated and the individual attempting to use the card will be ineligible to participate. If the card belongs to another student, that student must meet with a professional staff member to regain possession of their identification card.
Rule 2: Equipment • • • • • •
Jewelry is not allowed. Medical or religious medallions must be removed, taped, or sewn under the uniform. A head sweatband is permitted; however, hats, and bandanas are not permitted. Rubber, cloth, or elastic bands may be used to control hair. Hard items such as beads, barrettes, and bobby pins are not permitted. A guard, cast, or brace made of hard and unyielding leather, plaster, pliable plastic, metal, or any other hard substance, even though covered with foam padding, is not permitted on the finger, hand, wrist, forearm, or elbow. Knee and ankle braces that are unaltered from the manufacturer’s original design/production shall be permitted and do not require additional padding. Knee and ankle braces that are altered from the manufacturer’s original design/production shall be permitted as long as they are soft and yielding or all exposed metal and other hard parts are padded with at least ½-inch foam rubber (or ¼ inch closed cell, slow recovery foam rubber).

Rule 3: Team Captain Responsibilities • • • • • • •
Ensure their team members follow all eligibility requirements. Team captains are also advised to seek clarification on special eligibility requirements, if necessary. Responsible for communicating game time, location, and ID policy to teammates. Ensure teammates have a valid Southern Illinois University ID at game time to check in. Representing the team and communicating with the officials. The captain is the only player permitted to discuss the game with officials. Ensure good team sportsmanship among teammates. Return any rented equipment from the intramural sports department. Cooperating with the intramural supervisors at the game site concerning any protests, incidents, or accidents that may occur as well as with the intramural sports staff the day following such occurrences.
Rule 4: Play Players/Substitutions • Each team shall consist of five (5) players, one of whom shall be the goalkeeper. Teams must have at least five players at the designated time of the contest, or the game will be forfeited. Teams must have at least five players to continue. • There is no limit on the number of substitutes. Substitutes may be made at any time. A substitute may not enter the court until the player substituting is completely off the court. • A goalkeeper may be changed during a stoppage of play. The referee must be notified prior to the change. • If a player enters the field of play before the player substituting out is off the court, an indirect kick will be taken at the point where the ball lies at that time, and a yellow card will be issued to that player. Equipment • All shin guards made of hard substances (plastic etc.) must be covered entirely by socks. • Players must wear athletic type shoes that cover the foot completely. Intramural Sport Staff will have final judgment on legal footwear. • The goalkeeper must wear a color of shirt that distinguishes him/her as a goalkeeper. • Teams listed on the left side of the schedule are required to wear white shirts; teams listed on the right side of the schedule must wear dark shirts. Jerseys will not be provided by Intramural Sports. • Indoor futsal balls will be used. Soccer balls are available for checkout with your own student ID card from the Equipment Desk at the Student Recreation Center. The Game • The game shall consist of two equal periods of 20 minutes each; with a two minute half-time. The clock will only be stopped if the referee has to discontinue the game or if a player is injured. • No time-outs are permitted. • The choice of ends or possession of ball is determined by the coin toss prior to game time.

No slide-tackling is allowed. Players may not leave their feet or slide. a. Any infraction of this rule without contact being made against the opponent will result in an indirect free kick for the opposing team and a yellow card being issued against the offending player. b. Any infraction of this rule with contact being made against the opponent will result in a direct free kick for the opposing team and a red card being issued against the offending player. c. The goalkeeper can either throw or kick the ball. The goalkeeper must put the ball into play on his or her own half of the field only if directly from a goal kick (the ball must either be touched by a player or touch the ground on the goalkeeper’s half). The goalkeeper may throw or kick the ball the length of the court after a save has been made. The goalkeeper will be asked to redo the goal kick if this rule is violated. No punts or drop kicks The goalkeeper may not hold the ball for more than six (6) seconds. During that interval, the goalkeeper may hold the ball, bounce it, or throw it in the air and catch it. When a player deliberately kicks the ball to her/his own goalkeeper, the goalkeeper is not permitted to touch it with her/his hands. If this occurs, an indirect free kick will be given at the spot of the infraction. In case of a tie score at the end of regulation play during playoff, two (2) five (5) minute sudden death periods will be played with teams changing ends after each period. If still tied, each team will take five (5) alternating penalty kicks from the ten (10) yard penalty mark spot, using only players on the field of play at the end of regulation play. Teams may use any goalkeeper for penalty kicks. If the game is still tied, sets of penalty kicks are taken until a winner is determined. Teams may not change goalies during the penalty kick shootout. Mercy Rule - If one team is ahead by seven (7) goals at half-time or anytime in the second half, the game is over.
BALL IN AND OUT OF PLAY • The ball is out of play: a. When it completely leaves the sport court boundaries, whether in the air or on the ground. The boundaries are marked by the thick yellow lines which connect to the baselines of the basketball courts. b. When the referee has stopped the game. • The ball is in play at all other times including: a. When it rebounds from a cross-bar, or post. b. When it rebounds off the referee who is in the field of play. c. When it rebounds or hits and drops back onto the court after hitting the net surrounding the sport court; except those behind each goal. • The ball will only be ruled to be out of play if it crosses the goal line. The touchlines along the side of the court are not out of play. The nets are to be ruled in play and play will continue. • If the ball leaves the field of play along the goal line:
a. Last touched by offense: goal kick b. Last touched by defense: corner kick KICK OFF • A goal may not be scored directly from a kick off. • Players from the opposing team may not be within 5 yards of the ball. • Ball must be kicked backwards from the center spot in order for play to begin. CORNER KICK • When administering the corner kick, the whole of the ball shall be placed on the arc adjacent to the goal. a. A goal may not be scored directly from such a kick. Players of the team opposing that of the player taking the corner kick shall not approach within 3 yards of the ball until it is in play. b. If the player who takes the kick plays the ball a second time before it has been touched or played by another player, an indirect free kick shall be awarded to the opposing team. OFF-SIDE •

FREE KICKS •
When a player is taking a direct or indirect kick,
a. Opposing players must be 5 yards from the ball until it is kicked, unless standing on their own goal line between the goal posts. • Direct Free Kick: a goal can be scored directly from such a kick a. A direct free kick shall be awarded to the opposing team when a player commits any of the following offenses: 1. Intentionally kicks, strikes, attempts to kick or strike, or jumps at an opponent. 2. Trips and/or attempts to trip an opponent. 3. Goalkeeper intentionally attempts to strike, strikes, or pushes an opponent with the ball. 4. Charges into an opponent in a violent or dangerous manner. 5. Intentionally pushes an opponent with the hand(s) or arm(s) extended from the body. 6. Intentionally holds an opponent or places a hand(s) on an opponent in an effort to reach the ball. 7. Intentionally charges into an opponent while the opponent, in the act of playing the ball, has both feet off the ground. 8. Intentionally charges into the goalkeeper 9. If a player, other than the goalkeeper in his/her own penalty area, deliberately handles the ball. • If a player of the defending team commits one of the above ten offenses within their penalty area, a penalty kick shall be awarded.

Penalty Kick a. A penalty kick shall be awarded when a foul, which ordinarily results in the awarding of a direct free kick, or a goal scoring opportunity is sabotaged inside the offending team's penalty area. b. All players except the kicker and the opposing goalkeeper shall be within the field of play but outside the penalty area and at least 5 yards from the penalty kick line.

Indirect Free Kick-a goal can be scored after it has been touched or played by a player (including goalie) other than the kicker before passing through the goal. a. Indirect free kicks are awarded and taken from the point of the infraction for the following offenses: 1. If the ball is played next by the kicker following a kickoff, a free kick, a penalty kick, a goal kick, a corner kick. 2. If a player charges into an opponent when neither is within playing distance of the ball. 3. If a player who is not in possession of the ball intentionally obstructs an opponent who is attempting to play the ball. 4. If a player kicks or attempts to kick the ball while it is in the possession of the goalkeeper. 5. Dangerous play. (High kick) 6. If the goalkeeper illegally handles the ball while in his/her own penalty area after once relinquishing possession of the ball. 7. If the goalkeeper delays in relinquishing possession of the ball (more than 6 seconds). 8. If the game is stopped for misconduct of a player and no other restart takes precedence. b. Any indirect free-kick awarded to the attacking team within it's opponent's goal area shall be taken from the part of the goal-area line which runs parallel to the goal-line, at the point nearest where the offense was committed.
Unsporting Behavior

Any incident involving more than 1 player from each team could result in the game being called a double forfeit (i.e., bench clearing, or team fights). The captain may talk to the officials while he/she is on the field concerning questions of rule interpretations if done within the rules and in a sportsmanlike manner. Rule interpretations are the only question that may be directed to an official. Discussion of judgment calls may not be directed toward the officials by either the players or captains. Any other participants, spectators or coaches who question the referee may receive a caution (yellow card). Southern Illinois University – Competitive Sports

If play is stopped by reason of a player being ordered from the field for an offense without a separate breach of the law (approving equipment) having been committed, the game shall be resumed by an indirect free kick awarded to the opposing team from the place where the infringement occurred. Rule 5: Forfeits/Defaults
There are three situations that will result in a forfeit: 1) Not Enough Players: Team does not have the required number of players to participate by 10 minutes after the scheduled game time. 2) Eligibility: One or more of the players participating is ineligible and therefore may not participate. Ineligibility may be due to the player being a roster violator, being previously ejected, ruled ineligible for sportsmanship- related issues, etc. 3) Sportsmanship: Game is ended by staff for sportsmanship-related issues. Any team knowing in advance that they will be unable to play a regularly scheduled contest is provided the opportunity to default the contest. This will result in the team receiving a loss for the contest, but will still be eligible for playoffs. To receive a default, the captain must call the Competitive Sports Office by 4 p.m. on the day of the contest with their request. For teams playing on Sunday, the deadline is Friday at 4 p.m. The office will contact the opposing team to let them know they do not need to arrive for their scheduled contest. If a team has been granted a default and the contest is then canceled due to weather or scheduling issues, the default will be removed and the contest will be played normally if it is rescheduled.
Rule 6: Protests Rules Protest The intramural supervisor must address questions pertaining to interpretation of rules on the part of game officials at the time the interpretation occurs and prior to the next live ball. The procedure shall be: 1. If a team feels the official has made a misinterpretation of a rule, the captain shall calmly and immediately request a “time out” and inform the official that he or she wishes to have a ruling on the interpretation by the intramural supervisor in charge. 2. No protest that involves the judgment of the official(s) shall be upheld. The judgment of the official(s) is final. This also includes intramural staff when necessary. 3. If corrections are necessary, the intramural supervisor shall rule immediately and the team shall not be charged with a time out; however, if the official’s interpretation was correct, the team will be charged with a time out. 4. If the participant still does not agree with the decision at the game site, a Protest Form should be obtained from the intramural supervisor on site and completed. The contest will continue from this point “under protest.” Eligibility Protest Protests involving player eligibility must be called to the immediate attention of the intramural supervisor prior to the completion of the contest while the protested individual is present. Participants may not make eligibility protests after the completion of the contest. A Protest Form should be

obtained from the Intramural Supervisor and completed. The contest will continue from this point “under protest.” The Competitive Sports office reserves the right to investigate the eligibility of any participant at any point of the season. Southern Illinois University – Competitive Sports
Rule 7: Sportsmanship The team captain is responsible for the actions of his or her team and their spectators. Additionally, the captain will ensure that his or her team is familiar with the rules of play and intramural policies and procedures contained in this handbook. Sportsmanship is a vital component for success in every intramural contest. Participants and spectators are expected to display good sportsmanship toward opponents and the intramural staff at all times. Unsportsmanlike Conduct Participants and spectators shall not commit acts of unsportsmanlike conduct. This includes, but is not limited to, arguments with staff, fighting, etc. before, during, or after a contest. No player or team shall: Use foul or derogatory language, threaten, or verbally abuse any other participant or intramural employee before, during, or after the game. Participate in a game for which he or she is ineligible. Belligerently argue with the intramural staff. Only the captain should address an official, and only if done so in a courteous manner. Intentionally strike, push, trip, or flagrantly foul another participant, spectator, or Recreational Sports and Services employee. Mistreat the facility, equipment, or supplies of the Southern Illinois University and/or the Recreational Sports and Services Department. Disciplinary Action Any player receiving two conduct warnings in one game or ejected from a game is required to meet with professional staff. The player will be suspended from ALL Recreational Sports facilities and programs until the meeting occurs and for a minimum of 7 days from the time of the meeting.
