A RESOLUTION

EXPRESSING THE GOVERNING BODY'S RESPECTFUL REQUEST TO THE SANTA

12

FE COUNTY COMMISSION FOR A DELAY IN ACTION ON THEIR PROPOSED

13

COUNTY-WIDE GROSS RECEIPTS TAX INCREASE PENDING THE OUTCOME OF

14

THE PLANNED JOINT CITY COUNCIL/COUNTY COMMISSION MEETING ON

15

JUNE 15,2017 TO FULLY ADDRESS THE ISSUE.

WHEREAS, the Santa Fe County Commission is currently considering enacting a local

18

option gross receipts taxes (GRT) throughout Santa Fe County, including inside the Santa Fe city

19

limits, to primarily fund public safety and behavioral health facilities and services; and

20

WHEREAS, the Commission is considering raising GRT by 1116, l/12 or 118 of one

21

percent, which wou Jd generate an estimated $2.3 million, $3 million or $4.6 million, respectively;

22

and

23

WHEREAS, Santa Fe County currently has an overall GRT rate of7%; and

24

WHEREAS, the City of Santa Fe currently has an overall GRT rate of 8.3125%; and

25

WHEREAS, Santa Fe County is authorized by state statute to raise GRT

up to 3/8 of

one percent to offset the reduction in hold harmless payments distributed by the state; and 2 3 4 5 6 7 8 9 10 11

WHEREAS, Santa Fe County enacted a l/8 of one percent GRT increase in 2015 and has the authority to increase GRT by an additional2/8 percent; and WHEREAS, a GRT increase of 1/8 of one percent is equal to an additional tax of 12.5 cents on a $1 00 purchase; and WHEREAS, a GRT increase of 1/8 of one percent within the city limits would raise the overall rate to 8.4375%, one ofthe highest overall rates among cities in New Mexico; and WHEREAS, the Governing Body of the City of Santa Fe recognizes and respects the authority and sovereignty of Santa Fe County; and WHEREAS, the governing bodies of the City of Santa Fe and Santa Fe County have held joint meetings over the past several years; and

WHEREAS, the Santa Fe County Commission requested a joint meeting with the Santa

Fe City Council by letter dated March 27, 2017 that has been scheduled for Thursday, June 15,

2017; and

WHEREAS, the purpose of these joint meetings are to " ... build upon individual strengths and maximize regional efforts for the benefit ofthe greater community"; and

WHEREAS, the objectives of these joint meetings are to serve as a "regular facet of the

18

intergovernmental relationship between the City and County" and that the " ... respective

19

governing bodies ... collaborate in areas of mutual interest or concern ... "

20

WHEREAS, the agenda for the June 15, 2017 joint meeting has not been set; and

21

WHEREAS, in order to fully achieve the purpose and objectives of these joint meetings,

22

it would benefit the City of Santa Fe and Santa Fe County to place the proposed Santa Fe County

23

GRT increase on the June 15 meeting agenda.

NOW, THEREFORE, BE IT RESOLVED BY THE GOVERNING BODY OF THE

25

CITY OF SANTA FE that the Governing Body respectfully requests that the Santa Fe County

Commission delay action on the proposed county-wide tax increase pending the outcome of the

joint City Council/County Commission meeting on June 15, 2017 to fully address the issue.
