Advised the European Union “Wise Pen” team in the development of their final report to the European Defense Agency for European Union Maritime Domain Awareness. The “Wise Pen Group” consists of Admirals from the Spanish, German, French, Italian, and British Royal Navy.
Planned, coordinated and obtained initial funding for first-ever and subsequent GMISS international conferences. Topics included: Counter-piracy, international terrorism, and transnational crimes.
Provided strategic direction on successful implementation of key counterterrorism capacity-building initiative. Maritime Safety and Security Information System (MSSIS) utilizes non-classified data to locate and identify ships near participating nations’ coastlines. o Increased participation in MSSIS from 35 to 70 nations (100%), which now covers over 240,000 miles of coastline, processes 50+ million position reports and monitors over 30,000 ships daily.
