Jason –   Attached is a summary of the analysis for the soil samples taken at the Belews Creek Craig Road Ash Landfill.  Three samples were collected.  The first is from inside the stormwater pond, the second was taken beside of the rip-rap at the stormwater pond outfall and the third was collected outside of the stormwater pond as a background sample.  All three samples were analyzed for calcium and sulfate which are two analytes that are not indigenous to the local soil.  I have also attached an aerial photo identifying the sample locations.   After the August 11, 2010 rain event, 150 tons of flyash plus contaminated soil from the main stormwater pond at Craig Road Landfill was excavated and properly disposed of.  This included material that had settled and collected around the pond discharge valve.  When the rain event occurred on October 27, 2010, the event was so intense that it washed all residual ash that had been accumulated in the vegetation throughout the stormwater pond.      Please let me know if you have any questions.

Melonie,   Sorry for the delayed response, I was in a conference in Wilmington the last half of the week.   If you conducted testing on the material (soils /residual ash, etc) in the storm water pond after the 10/28 event, please provide that information?  If you have not done any soil sampling, waste analysis, etc and the material has not been removed at this time, please conduct those test(s).   I need to have a better understanding of what material(s) we are talking about here as your report is not 100% clear.  You state that there was no new release of waste material from the landfill, but you later refer to residual ash in the pond.  According to the letter, the pond and other areas were previously cleaned after the 8/11 event.    Please advise and present data as necessary to show specifically what type(s) of material and their source were present in the storm pond prior to release through the failed outlet.   If you have any questions, let me know.
