The private sector developer, SH 130 Concession Company, LLC, is responsible for designing, building, financ‐ ing the project. Once the road is open this fall, the company will oper‐ ate at maintain the road at no cost to the state.

From the Board Room: Meet Joe Krier In October of 2011 Mr. Joseph Krier was elected to the Board of Directors for SH 130 Concession Company, LLC. Mr. Krier’s known for his service as the President and CEO of The Greater San Antonio Chamber of Commerce, founding Chairman and Board member of Texans for Safe and Reliable Transportation, and Chairman of the San Antonio Mobility Coalition. His extensive knowledge and experience will be a great addition to the SH 130 Concession Company’s Board of Directors. Mr. Krier’s Texas roots run deep, he obtained his B.A. from The University of Texas in 1968. Following his B.A. he went on to earn his Doctor of Jurisprudence in 1971 from The University of Texas School of Law. During his career in law, Mr. Krier was Counsel at Bracewell & Guiliani, LLP and a partner with the law firm of Groce, Locke, & Hebdon.
Paving the Way to a Great Driving Experience Sometimes, two heads are better than one. In the case of SH 130 Segments 5 and 6, two pavers are better than one. The Central Texas Highway Constructors are using the state‐of‐the‐art echelon paving technique. This allows construction crews to pave both lanes of the highway side ‐by‐side, with the adjacent paving machines slightly offset. Echelon paving is different than the more traditional process of paving one lane of road, waiting for it to cool and then coming back to pave the second lane. Echelon paving helps the road surface bind together more effectively since the entire surface is paved at roughly the same time. This process reduces roadway cracking along with the inconvenience and expense of extra maintenance work.

This fall travelers and commuters alike will be able to enjoy 90 miles of open road that will enable them to get home safely in a timely manner. What is even better? Central Texans can finally have an alternative route free of headaches and traffic, truly stress‐free driving. The primary goal of the SH 130 extension is to provide commuters and travelers a safe and convenient option for their travels throughout Central Texas. As the com‐ munities of South/Central Texas continue grow, it is imperative that new roads emerge as an alternative route to I‐35.
