June Area Survey - Purpose • Why have Agricultural Surveys in General? •
NASS is responsible for preparing County, State and National crop and livestock estimates for the USDA.
•
Agricultural Surveys obtain data from farmers and ranchers all over the Nation.
•
These surveys provide the basis for estimates of this season's crop production and supplies of grain in storage.
•
Survey results also provide the foundation for setting livestock and poultry inventory numbers.
•
Estimates derived from these surveys supply basic information needed by farmers to make decisions for both short term and long-range planning. These estimates might influence a farmer to: •
Increase or reduce production.
•
Place more or fewer cattle on feed.
•
Expand or build a new facility or acquire more land.
•
Plant or harvest a particular crop.
•
Hold or sell crops now in storage, etc. 3
Agricultural Coverage Evaluation Survey Purpose • “ACES” • Supplemental sample to the June Area in preparation for the 2017 Census of Agriculture.
• Operators found in the ACES will be combined with the 2017 Area. • If the operators in the ACES and Area surveys are not found on the Census
Mail List (CML) they will be sent a Census form. • Information collected will measure the CML’s incompleteness.
• A sample of the NON AG tracts will also be sent a Census Form. 4

June Area Big Picture Objective • • • • •
Find the segment Find all operators in the segment (not necessarily land owners) Assign each operator a tract letter Account for all operators in the screener Screen for Agriculture – Crops, livestock, grain storage
• Account for all agriculture in an Ag Tract Questionnaire • Account for all land in the segment 6
Segment Photos County Name
Segment Number • June Area start with “1” • In RED • ACES start with “97” • In BLUE Segment Boundaries • June Area – Red • ACES - Blue
Location within the County
Segment Location (Road Map)
7
SEGMENT • You must account for every acre inside the Segment boundary – To do this you must identify the owners or operators of land inside the segment – Each owner or operator is assigned a Tract Letter • on the aerial photo • and in the screening form
– Each Ag Tract has a separate questionnaire 8
TRACT • What is a Tract? – Parcel of land under one operating arrangement – There are Ag Tracts and Non-Ag Tracts – Draw boundaries in BLUE pen (on aerial photo) – Represented by LETTERS • Starting with A and then using the next available letter • Separate letter for each tract
– Each tract has a separate row on the screening form 9
FIELD • What is a FIELD? – A contiguous parcel of land under one land use – If a field has more than 5 acres of waste, a separate field must be drawn off – Draw in RED (on aerial photo) – Represented by NUMBERS • Always start with field 1 and then using the next number – If there is an occupied farmstead, this must be recorded in field 1
– Fields are recorded in Section D in the Ag Tract questionnaire 10
Using an Acreage Grid
11
Using an Acreage Grid • Acreage grid(s) for measuring land areas and distances on aerial photos. • Lay the grid over the photo and select the shape closest to the size and shape of the field. • May need to use multiple shapes and sizes to determine the acreage in a field. • If acreage in a segment is not within 10% of the digitized acres, you may need to use the grid to determine where the missing or extra acres are located. 12

The 3 Types of NASS Surveys • List
• Census • Everyone (we know of) • Every 5 years -2017
• Directory • Incomplete
Area • Complete 17
Differences with Area • Unusable does not exist! – Refusal or an inaccessible?
STOP! You are NOT Done
Must be Observed Have to fill out the screener Have to fill out Section D Have to draw off land on photo
18
Differences with Area • Unusable does not exist! • Must Account for All of the Land – Whether it is Agriculture land or not – Need Names AND Addresses of all who are operating land in the segment 19
Screening/Pre-Screening • How do you find out who the owners or operators of these tracts are? – Old segments (or previously enumerated segments) will have all of the names and addresses listed in the corresponding screening questionnaire. – New ACES segments will need to be pre-screened to find the possible owners or operators.
20
How to Pre-Screen • Stop and talk to people to find out who the owners or operators are • Identify all possible operators by using supplemental data sources: – FSA data, plat maps, internet searches, etc. DO NOT give the same operation different tract letters if they have 2 pieces of land in the same segment!
• Tentatively complete the Screening Questionnaire • Determine if tract operators need to complete a Tract Questionnaire – BUT do not complete the questionnaire until the survey start date • Use the ½ Acre Screening Rule for residential areas 21
Pre-Screening with FSA • Names and addresses – Based on current FSA records – All known names & operations associated with the FSA farm number – Verify spellings, addresses and phone numbers In 2017 only ACES Segments will have these
22
½ Acre Rule for Residential • If signs of ag activity = screening should occur no matter the size of the lot. • If the residential parcel is:
Over ½ acre
• No ag activity present, interview the operator to determine if they operate a farm. • Farm operator lives on it, assign a tract letter and complete a tract questionnaire. 23
Screening Form • The Area Screening Questionnaire is a tract directory used to: – Record complete names & addresses for all tract operators (both Ag and Non-Ag) • Up to 6 operators will fit on a screener.
– Determine if a tract operator qualifies for an Ag Tract Questionnaire – Verify the number of tract letters listed matches the number of tract letters on the aerial photo – Verify sum of reported acres matches Digitized acres • ‘Old’ Tracts will already be listed • ‘New’ Tracts must be added to the screening questionnaire with complete names and addresses.
24
Screening Form • Column 7 – “Is this tract Public, Industrial, or Grazing Association land used on an AUM basis.” – If ‘YES’: Enter acres in column 21 and conclude the interview This question refers to the Tract acres only. – Make sure you put in the Name of the area NOT just “PIGA” 25
Screening Form • IF a ‘Yes’ or ‘DK’ on ANY question 8-16 = Ag Tract Questionnaire
These questions refer to the ENTIRE operation, not just the tract acres.
26
Screening Form • ‘NO’ on the screener = ‘Thank You, have a nice day!” – BUT you are not done

WHAT’S WRONG WITH THIS PICTURE?
43
What’s wrong with this picture? • Numbers & letters going in every direction.
• Operator names on the map. Never do that. • Hard to tell which fields belong to which tracts & the boundaries of each. • What letter is this?
44
What’s does this mean? This was a “problem segment” and was split. • The Orange slashed part is now outside the segment.
• Only enumerate within the new RED boundaries.
45
Correct, except that Field numbers must be in Red.

• What if partners share equally? – Oldest is the operator
• Get ALL partners involved in the operation •
Example: • Partnership is three brothers (Jack, Jim & John) and you conduct the interview with Jack • You MUST get the information on Jim and John to properly overlap the operation
55
Section A - Operation Description • Managed operations must have an Operation Name! • Only one operating arrangement per Area Tract Questionnaire! • Comment Sheets – If there is a comment asking “is there someone else involved with this operation” More than likely there IS someone else! Please find them.
