Professional Profile

Knowing why things work the way they do, and figuring out how to make them work for the benefit of everyone, have been the intellectual and professional passions of Ken DeVore from his days as a repairman in his family-owned business, through his career as an intelligence analyst for the United States Army, to his extensive legislative experience in Sacramento. From 1994 to 1998, Mr. DeVore served as an intelligence analyst for the Army, where he had a top secret clearance and managed classified intelligence. During his time in the service, he was also trained to a proficiency level in Arabic. He received numerous awards and citations for his service. After his honorable discharge, Mr. DeVore returned home to help his father with the family-owned automotive customization business in Marysville, California, working as a repair technician. A year as one of only 30 California State University students selected to participate in the Sacramento Semester Program ignited his interest in public policy. He was then selected for the prestigious Senate Fellowship program. Starting in the office of Assemblyman Dennis Hollingsworth, Mr. DeVore would later aide Sen. Jim Battin, Sen. Roy Ashburn, and Assemblyman Dan Logue with their legislative and political agendas, along the way earning two Senate resolutions for outstanding professional service and one Assembly one. As a chief of staff, he was intimately involved with policy, communications, and constituent affairs, along with navigating the intricate politics of the state Capitol. Since 2011, Mr. DeVore has been legislative director for the National Federation of Independent Business, America’s and California’s largest and leading small-business association with 350,000 dues-paying members across the nation, including more than 22,000 in California. In that position, he testifies before legislative committees and lobbies lawmakers on small-business issues, which he has to constantly remind policymakers, are often different from big-business issues. A graduate of the Defense Language Institute in Monterey and of Chico State with a degree in Political Science, Mr. DeVore is close to obtaining a masters’ degree in government from Sacramento State. Along his academic career, he has made the Dean’s List at four colleges and universities. Mr. DeVore and his wife, Samantha, make their home in Yuba City with their three children.
