Knowledge and Skill Development for Special Education Paraprofessionals in Pennsylvania Personal Care Paraeducators/ Personal Care Assistants Definition: §14.105(a)(4) A personal care assistant provides one-to-one support and assistance to a student, including support and assistance in the use of medical equipment (e.g. augmentative communications devices; activities of daily living, monitoring health and behavior).

A Credential of Competency is available for special education paraprofessionals from the Pennsylvania Department of Education, Bureau of Special Education. This credential is voluntary, and may be obtained by demonstrating achievement of knowledge and skills outlined in the Special Education Paraprofessional Standards for Practice: Competency Assessment Checklist. When a special education paraprofessional has completed all of the knowledge and skill areas, and a school, district, intermediate unit, or MAWA administrator has attested to the demonstration of the paraprofessional’s competence in each of these areas, the paraprofessional may submit the competency assessment checklist to:

Upon review and approval of the submitted documents, the paraprofessional will be issued a Credential of Competency for Special Education Paraprofessionals. The Credential of Competency is one way for special education paraprofessionals to fulfill the requirements of Chapter 14 of the Pennsylvania State Board of Education Regulations [14.105(a)(1)(III)] relating to paraprofessional qualifications.
