RULE 1 - ELIGIBILITY I.

RULE 2 - FIELD AND EQUIPMENT I.

All games will be played on the Oread Arena side of the Ambler Student Recreation Fitness Center, in the Jayhawk Court. All walls will be in play.

If the ball hits the net above the boards, it will be considered out of bounds and it will be the other team’s ball for a direct kick nearest that spot of violation.

IV.

If the ball hits any part of the divider it is in bounds.

V.

If the ball goes behind the divider, it will be out of bounds, and will be the other team’s ball, nearest the spot it was kicked out. If Team-A kicks the ball into the net above Team-B’s goal, Team-B’s goalkeeper will either roll the ball with the hands (not over the half court line) or kick the ball off the ground to start play again.

Intramural Sports will provide game balls only. Teams must provide their own warm up balls.

VIII.

Teams are required to provide their own jerseys/shirts of similar or identical colors. This designation is selected during the registration process. For every game, each player on the team must wear a jersey/shirt of the team color; numbers are not required.

IX.

The jersey of the goalkeeper shall be distinctly different from that of any teammate or opponent, except the other goalkeeper.

Shoes must be worn by all participants in a game. RULE 3 - TEAM COMPOSITION AND SUBSTITUTIONS

A team shall consist of 5 players including the goalkeeper. A team must have at least 4 players including the goalkeeper to start and continue a game. A player may replace the goalkeeper during a game provided notice is given to the referee before such a change is made. If a change is made without notifying the referee, a penalty kick will result when the player in question next handles the ball.

An unlimited number of substitutions are allowed. A team may substitute freely (on-the-fly) or at a stoppage of play. If, during a stoppage of play, substitutes must be acknowledged by the referee. Substitutions may not enter the playing arena until the player being replaced is out of the playing arena. Substitutes will not be allowed in the event of an ejection.

IV.

Substitutions coming into the game must touch the mid-court line before they can begin play.

RULE 4 - GAME PLAY I.

The duration of the game shall be two equal halves of 15 minutes each. The duration of halftime shall be approximately three (3) minutes. There will be no team time-outs. The clock will stop only when: a. a serious injury exists; b. the referee deems it necessary.

Putting the ball in play: a. During the captains meeting, a coin flip will be used to determine which team will kickoff. The team winning the toss shall have the option of choosing which end of the court to defend; or taking the kickoff. b. When the referee signals with a whistle, a kickoff shall initiate play at the start of each period. c. At the moment of kickoff, all players shall be in their team’s half of the field. Players opposing the kicker shall be outside of the mid-court circle until it is kicked. d. The ball is kicked and clearly moves in any direction. If the kickoff is taken improperly, it must be retaken. e. After the kickoff, the ball may be played by any player except the one who kicked off. The kicker may not play the ball until it has been played or touched by another player on either team. PENALTY: Direct free kick awarded to the opponent at the spot of the violation, unless in the goal area.

IV.

After a goal has been scored, the game shall be re-started in the same manner as in Rule 4-III by a player of the team which allowed the goal.

V.

When re-starting the game after halftime, teams must change sides and the kick-off shall be taken by a player of the team that did not have the initial possession of the first half.

When re-starting the game after an injury, play will resume with a drop ball nearest the spot where play was suspended. This is no penalty for offsides in Intramural Indoor Soccer. RULE 5 - MERCY RULE

I.

If a team has a 10 goal lead at or any point after halftime, the game will be over due to the Mercy Rule.

RULE 6 - GOALKEEPER I.

From the moment the goalkeeper takes control of the ball with the hands when playing as a goalkeeper within their own penalty area, they have six seconds in which to release the ball into play. During that interval, the goalkeeper may hold the ball, bounce it, or throw it into the air and catch it. Once the ball has been released into play, the goalkeeper may not touch it again with the hands until it has been played or touched by another player of the same team outside of the penalty area, or by a player of the opposing team either inside or outside of the penalty area.

A goalkeeper shall not deliberately parry the ball and then touch it again with their hands before it has been played or touched by another player of the same team outside of the penalty area, or by a player of the opposing team either inside or outside of the penalty area.

III.

On any occasion when a player deliberately kicks the ball to their own goalkeeper, the goalkeeper is not permitted to touch it with the hands.

IV.

The goalkeeper may use the hands to play the ball on any deflected/unintentional pass and/or any headed ball by a teammate. It will be the opinion of the referee if a ball is played to the goalkeeper intentionally or unintentionally. Note: Players may not use trickery to circumvent Articles 3 and 4. Example: Players may not flick the ball with their feet to the own head, chest, knee and then pass it to the own goalkeeper who touches it with the hands. PENALTY: Direct free kick awarded to the opponent at the spot of the violation, unless in the goal area.

V.

The goalkeeper may not slide tackle. PENALTY: Yellow Card; Direct free kick awarded to the opponent at the spot of the violation, unless in the goal area.

VI.

The goalkeeper in possession of the ball shall not be interfered with or impeded in any manner by an opponent. This includes the act of bouncing the ball or dropping the ball for a kick or attempting to throw the ball or tossing the ball in the air to recatch. When goalkeepers put the ball on the ground, they relinquish their privileges as goalkeepers. Should the goalkeeper possess the ball with their hands, they may not propel, either by throw or kick, the ball past the half court line without it first touching the ground or another player. PENALTY: Direct free kick awarded to the opponent at the mid court line.

VII.

Outside the penalty area, the goalkeeper has no more privileges than any other player. RULE 7 - SCORING

I.

A goal is scored when the entire ball passes beyond the goal line, between the goal posts and under the crossbar provided it has not been deliberately thrown, carried or propelled by the hand or arm of a player of the attacking team.

A goal MAY be scored directly from a: a. kickoff; b. direct free kick; c. penalty kick; d. drop ball; e. corner kick; f. goalkeeper’s throw, punt or drop-kick.

III.

A goal MAY NOT be scored directly from a/an: a. free kick into a team’s own goal; b. goal kick into a team’s own goal; c. corner kick into a team’s own goal. RULE 8 - GOAL KICKS

Goal kicks will be taken from inside the goal area. RULE 9 - FREE KICKS

All free kicks shall be classified as “direct” from which a goal may be scored against the offending team. Free kicks are awarded and taken from the point of the infraction: a. if a player spits at, kicks, strikes, attempts to kick or strike, or jumps at an opponent; b. if a player trips or attempts to trip an opponent; c. if a goalkeeper attempts to strike, strikes or pushes an opponent with the ball; d. if a player, other than the goalkeeper in the goalkeeper’s own penalty area, deliberately handles the ball; e. if a player pushes an opponent with the hand(s) or arm(s) extended from the body; f. if a player holds an opponent; g. if a player charges an opponent in a dangerous or reckless manner, or using excessive force; h. if a player charges an opponent with the opponent, in the act of playing the ball, has both feet off the ground; i. if a player charges the goalkeeper. j. if the ball is played next by the kicker following a kickoff, free kick, a penalty kick, or a goal kick; k. if a player fairly charges into an opponent when neither is within playing distance of the ball; l. if a player who is not in possession of the ball obstructs an opponent who is attempting to play the ball; m. if a player kicks or attempts to kick the ball while it is in the possession of the goalkeeper; n. for dangerous play; o. if the goalkeeper takes more than six seconds before releasing the ball for play; p. if the goalkeeper illegally handles the ball while in the goalkeeper’s own penalty area after once relinquishing possession of the ball; P a g e |5 Rev. 8.17

if the goalkeeper touches the ball again with the hands before it has been touched by another player; if a player shows dissent towards an official’s decision; if a player illegally substitutes; if crowd interference occurs. Exception: A penalty kick shall be awarded when a foul or violation, which ordinarily results in the awarding of a free kick, occurs within the offending team’s penalty area.

III.

Players opposing the kicker shall be 10 feet from the ball until it is kicked, unless they are standing on their own goal line between the goal posts. If the free kick is awarded to the defending team in its penalty area, players opposing the kicker shall be outside the penalty area at least 10 feet from the ball and must remain there until the ball clears the penalty area.

IV.

The ball shall be kicked while it is stationary on the ground at the spot specified by the official. To be in play, the ball shall be moved in any direction. If a free kick is awarded to the defending team in its penalty area, the ball is not in play until it is beyond the penalty area and into the court of play. Failure to kick the ball as specific shall result in a rekick. RULE 10 - PENALTY KICKS

Penalty kicks will be taken 30 feet from the goal on the black line in the center of the goal:

RULE 11 - MISCONDUCT I.

A player, coach or bench personnel shall be cautioned (yellow card) for: a. Entering or leaving the court of play (except through the normal course of play) without the permission of an official; b. Persistent infringement of any rules of the game;

c. Objecting by word of mouth or action to any decision given by an official (dissent); d. Unsporting conduct, including, but not limited to: 1. slide tackling; slide tackling is defined as a maneuver in which one or both feet slide on the ground in an attempt to tackle the ball which is in possession of an opponent. 2. unnecessary delay (kicking, throwing the ball away on a free kick, etc.); 3. holding a shirt, short, etc.; 4. deliberate verbal tactics; 5. encroachment; 6. deliberate handball to stop an attack; 7. deliberate tactical foul; 8. faking an injury; 9. simulating a foul; 10. player who displays reckless play; 11. any delayed, excessive or prolonged act(s) by which a player(s) attempts to focus attention upon himself/herself and/or prohibits a timely restart of the game; 12. a player (other than a goalkeeper within their own penalty area) deliberately handles the ball, attempting to prevent a goal, and the goal is scored; 13. a player commits a foul attempting to deny an obvious goal-scoring opportunity, and the goal is scored. PENALTY: A cautioned player will receive a yellow card. II.

A player, coach or bench personnel shall be disqualified (red card) for: a. exhibiting violent conduct; b. taunting – use of word or act to incite or degrade an opposing player, coach, official or other individual; c. subsequent caution; Note: In the case of a second caution (yellow card), the yellow card penalty will be enforced on the offending player’s team. d. committing serious foul play: 1. any play in which the player commits one of the offenses punishable with a direct free kick (or penalty kick if the offense takes place by a defender in the penalty area) and uses disproportionate and unnecessary force against an opponent while playing for the ball; 2. a player (other than a goalkeeper within their own penalty area) deliberately handles the ball, attempting to prevent a goal and the goal is not scored; 3. a player commits a foul, attempting to deny an obvious goal-scoring opportunity, and the goal is not scored. e. spitting at an opponent, teammate or game official; f. using insulting, offensive or abusive language or gesture. PENALTY: A disqualified player will receive a red card and shall leave the court and may not return or be substituted. The team with the disqualified player must play shorthanded for the remainder of the game.

RULE 12 - TIE GAME PROCEDURE I. II.

Ties will be broken during the regular season. If a tie exists after regulation time expires, the following procedure will be used to determine a winner: a. A coin flip will determine which team will kick first. The official will select an end to play towards for the entirety of the penalty kicks. b. Each team will designate three (3) different players to attempt the penalty kicks. c. The players from each team will alternate penalty kicks while the opposing team’s goalkeeper defends the goal (A1, B1 / A2, B2 / A3, B3). d. The ball shall be kicked while it is stationary on the ground from the penalty mark. To be in play, the ball shall be moved forward. The player taking the penalty kick is permitted to use a stutter-step or hesitation move provided there is no stopping and there is continuous movement toward the ball. Failure to kick the ball as specified shall be considered a violation by the attacking team and the appropriate penalties shall apply. Stutter-stepping is not an interruption in movement. e. The opposing goalkeeper shall stand on the goal line, facing the kicker, between the goal posts, until the ball is kicked. Lateral movement is allowed, but the goalkeeper is not permitted to come off the line by stepping or lunging forward until the ball has been kicked. f. If a tie still exists after three shots, each team will alternate taking a penalty kick on goal until one team has scored one more goal than the other. All team players, including the goalkeeper, must attempt a shot before a player attempts a second shot. The order of kick takers does not have to be replicated in this case. Co-Rec: The gender of the penalty shot takers must alternate. RULE 13 - CO-REC MODIFICATIONS

The Co-Rec game shall be played between two teams of 5 players: a. 3 men and 2 women; or b. 2 men and 3 women Teams playing with four players shall be: a. 2 men and 2 women; or b. 3 men and 1 woman; or c. 1 man and 3 women

III.

There are no positional gender restrictions.

IV.

All goals scored during regulation time or in a shoot-out shall have a point value of 1.
