Councillors’ Corner Notes from the November 4, 2014 Council Meeting

RR 160 Road Allowance Deferred from the October 14 council meeting. Because of the difficult nature of brushing/widening RR 160, council has requested that the landowner be contacted to review the options for access and farming the lands at SW 3158-15. NE 18-53-18-W4 Drainage Concern The drainage concerns at NE 18-53-18-W4 have been investigated and found there are two approaches without culverts that could be holding back the water in this area and contributing to drainage problems. Lamont County will survey the area to determine the most efficient drainage route and conduct the necessary ditch and culvert maintenance needed, including the installation of culverts where necessary. Unsightly Concerns As our current unsightly bylaw was written in 1979, it is out of date and therefore difficult to enforce. Lamont County will have the Unsightly Premises Bylaw updated, Delegation – St. Nicholas Ukrainian Catholic Church Repairs In March 2014 the Church sent a letter requesting permission for repairs to be done on the church, in order to apply for a grant to pay for said repairs. Unfortunately the letter was misplaced before the request could be sent to council. Since then repairs have been made, the grant is now needed for payment. Council has agreed to endorse the repairs, for the grant application. Zhoda Hall At the September council meeting council was asked to look into taking over the Zhoda Hall. County has agreed to work with the board to dissolve the organization and dispose of the assets according to the wishes of the board. Delegation – 40th Valentine’s Cup Funding Representatives of the Valentines Cup have requested $2000 from Lamont County to go toward security for the event. They have stated that any surplus made during the event will be going back toward community groups and improving Lamont Arena doors for accessibility. Council has agreed through a split vote of 3-2, to provide $1000 to the Lamont Valentines Cup, requesting to be notified of the donation made to minor hockey. Gravel Contract At the August council meeting, Council passed a motion to put out tenders for gravel contracts for a 5-year gravel supply. Two qualified bids were received from locations outside of the County. The lowest bid was Hoban Equipment Ltd., from Two Hills for $8,671,600 over 5 years. Council has rejected the tenders. Highland Estates Bylaws 742.14 and 743.14 At the September Council meeting Bylaws 742.14 was provided first and second reading, with the third reading withheld until details on the source of potable water were provided. The developer has supplied a satisfactory answer of working with Josephburg Water Co-op System for hookups. Council has provided the third reading to Bylaw 742.14, and provided all three readings to bylaw 743.14. Scholarship Presentation Council presented Owen Serediak (represented by Mrs. Serediak) and Shailyn Bettac with the 2014 Lamont County Centennial Scholarship in the amount of $1000 each. Strategic Plan The current strategic plan for 2008-2012 is now outdated. It is strongly suggested that councils have a strategic plan, and there are different ways to go about creating one, with varying costs. Council has decided to defer discussion of the creation of a strategic plan until the next meeting. File Management Contract Lamont County’s record organization system is within need of organization and is becoming difficult to maintain, causing some
problems with locating files when needed. Council has approved the hiring of someone on a contract basis, with the contract to be reviewed every 3 months, to organize and update the records management system. Hilliard Truck Fill Key Bank There are no additional keys for the Hilliard truck fill, and there is a waiting list for users to get keys. One quote received has the cost of an additional key bank to be $7,100. Lamont County will investigate getting a code/password system for the truck fill system and provide an estimated cost of the system to council at the next council meeting.
Development Permit Issued Discretionary Use Appeal by November 23, 2014 Take notice that the following permit for proposed development as described below has been issued in accordance with the Lamont County Land Use Bylaw No. 675/07. Legal Description: Plan 8821313, Block 1 (in NW 27-56-17-W4) Land Use: Agricultural District (A) Proposal: Installation of a 120 ft. free standing tower for high speed internet. Permit No.: 065/14
County Acquired Property Tax Write-Off Lamont County has acquired some properties and the taxes have continued to roll forward on them. Council has agreed to write off the taxes accumulated on County acquired land in the amount of $80,337.08

NW 27-56-16-W4 Access Lamont County will investigate the access at NW 27-56-16-W4 and will meet with the concerned property owner and report back to council.
Appeal The Land Use Bylaw provides that the person applying for the permit or affected by the order, or any other person affected by an order, decision or development permit of a Development Authority may appeal to the Subdivision and Development Appeal Board within fourteen (14) days after the date of notice.
