4 - Designate existing County/BLM travel plan • Identify and allow select cherry-stemmed roads in designated wilderness areas • Future travel management plan adjustments will be based on BLM process in place for considerations of changes or modifications • Designate 1 mile wide (8,026 acres) transportation corridor from I-70, through Sego Canyon, to State land block. Ownership of the corridor to be transferred to Grand County under RS 2477.

3 – Designate 400,791 acres of National Recreation area • Big Flat-Dubinky-Gemini Bridges-Klondike-Kane Springs-inter-river/FS areas -Spring Canyon • Mineral development within NRA allowed on existing leases only • NRA closed to new leasing and industrial development • Leasing of lands outside NRA to be determined based on the outcome of current BLM Master Leasing Plan • All forms of recreational activities allowed based on established BLM review and approval processes and 2008 RMP

2 - Designate wilderness • 484, 446 acres designated wilderness (Includes County, BLM, & RR overlap) - 218,195 acres 1999 Grand County Wilderness Plan - 362,638 acres BLM Wilderness Study Areas - 114,673 acres Red Rock Wilderness Proposal • Make permanent the current BLM RMP No Surface Occupancy designations in Ten Mile, Spring Canyon, Hell Roaring, and Mineral Canyon.

1 - General Conditions • No further Antiquities Act designations in Grand County • BLM would manage NRA • Livestock grazing to remain in place • Specific designations will only apply to federal lands within the boundary • Trade all state sections out of designated wilderness areas and NRA for federal lands within areas allowed for mineral development - Priority on trading for federal lands within Grand County - Consider trading for appropriate federal lands in adjacent counties
