CROWN WHARF DEVELOPMENT OPPORTUNITY (0.38 HECTARES/ 0.94 ACRES) The Canal & River Trust is seeking an innovative developer to bring forward the Crown Wharf development opportunity, a prominent Town Centre canal-side location in Stone, Staffordshire. The purpose of this letter is to invite tender submissions from interested developers with the aim of delivering a high quality canal-side regeneration scheme that has the potential to secure the future use of the historic Wharfingers cottage building. Please note, a technical pack is available on request. The Canal & River Trust are proposing to select a preferred bidder following an informal tender process. Submissions should include the following as a minimum: Company Information 

Full title of company and address of its registered office. In the case of a Joint Venture (JV) proposal, details of both companies should be given, together with confirmation of which will be the lead company and the basis of the relationship between the two. For a JV, confirmation of whether the JV is currently a legal entity is required.



Confirmation of any parent or subsidiary company, if applicable.



Full details of the company’s track record in undertaking similar projects, in particular working in partnership with public sector bodies. Illustrative examples, including client references of current and previous schemes, if available, can be provided in support of this element of the submission.

Proposed Scheme 

Detailed description and explanation of the scheme content citing numbers and types of units; site density; heights of buildings; access into the site; pedestrian and vehicular access through the site; location of car parking; and particularly how the scheme design approach respects the close proximity and active use of the waterway immediately adjacent to the site.



Statement regarding the proposal for the Wharfingers cottage buildings.



A detailed plan illustrating the scheme layout together with elevation drawings and perspectives to illustrate massing.

Financial Offer 

Financial offer based upon a detail development appraisal to include estimated sales revenues, itemised estimated construction costs, professional fees, finance, contingencies and Developer’s Profit.

Financial Information 

Confirmation of how the company would propose to fund any development.

Legal Structure 

The proposed legal structure will involve the sale of the freehold interest to the selected developer.

Bid Process We are inviting offers for the freehold interest on the following basis:1. Sell the whole site on an unconditional basis Or 2. Sell the whole site on a conditional basis subject to the prospective purchaser securing a detailed planning permission. Within the technical pack (available on request,) we include a Bid Pro-forma which you will be required to complete as part of your submission. Unconditional and conditional offers are to be submitted to DTZ no later than midday on 28th June 2013. Envelopes should be marked “Strictly Private & Confidential” and “Crown Wharf Development Opportunity”. Canal & River Trust shall be under no obligation to accept the highest or any offer received.
