I. General A. Purpose The purpose of this project is to remodel approximately 1,000 square feet of classroom, add a removable wall to the stage section and remodel adjacent storage area.
B. Key Dates Responses to the RFP must be submitted no later than Thursday June 22nd by 1:00 PM MST. Anticipated award date for project is June 28, 2017. Full plans should be available June 23, 2017. Project is anticipated to begin after July 1, 2017 and be completed by August 12, 2017.
2. Background A. History Lincoln Academy is a public charter school operating in Pleasant Grove, Utah. It opened in the fall of 2005 and served 400 students at that time. It expanded several times over the years and now serves 865 students.
3. Service Requirements A. School Expectations • •
It is expected that the school will make the remodel area available at all times for the contractors during the remodel process. It is expected that the school will be reasonably available to the selected contractor during the construction/remodel process for advisement.
B. Bidders •

It is expected that bidders will hold appropriate and current state licensure to engage in the business of commercial construction, before, during and for a period of at least three years after completion of this project. It is expected that bidders utilizing subcontractors will ensure that the selected subcontractors will hold appropriate and current state licensure to engage in the business of commercial construction during the project. It is expected that all bidders have adequate financing to fund their business and construction obligations during the project.

It is expected that the winning bidder will meet all legal requirements of charter school or school construction in the State of Utah and will comply with all applicable building codes, statutes and rules governing charter school or school construction. It is expected that the winning bidder will work with the architect to obtain all necessary and appropriate approvals, permits and authorizations for construction in the location as indicated. It is expected that bidders will have knowledge of and comply with construction reporting requirements for public schools in Utah. It is expected that the winning bidder will work with the architecture company to provide and present timely reports, including at least monthly, or more frequent as required by agencies, Construction Inspection Reports to appropriate parties, including the State of Utah and its various Departments or Agencies, County and Local municipalities, including the school. It is expected that the winning bidder will comply with all applicable federal statutes and Americans With Disabilities Act (ADA) regulations in association with the design and construction of the charter school building. It is expected that the winning bidder will provide a statement that employees are legal to work in the United Sates. Proof of e-verify use is preferred. It is expected that construction will be completed with Occupancy no later than August 12, 2017.
C. Pricing Proposal •

Lincoln Academy is seeking immediate proposals to begin the remodel project as roughly outlined in the floor plan on pages 7-10. All proposals should be a Cost Plus percentage that the qualified contractor is willing to perform the duties of a General Contractor as a percentage of the actual costs of construction. Timeliness is of the utmost importance and the project must be completed by August 12, 2017. The time schedule must be taken into consideration in the submittal of a proposal. Because a section of the construction is to be funded with different funding sources the bid must be broken down into two areas: o Area 1- Rooms 101, 102, 103, 104 and 112. o Area 2- Rooms 110, 111, 113, 114, 115, 150, 151, and 152. In addition to the cost plus percentage proposal please submit a best guess estimate total cost for Area 1 and Area 2.
4- Submission Guidelines A. Bidder’s Profile Bidders must identify relevant administrative, management, and financial capabilities as well as technical skills, qualifications and experience necessary and appropriate to the evaluation of their ability to successfully complete the proposed project and meet the objectives of the RFP.

Bidders will provide with their proposals at least five (5) references, including contact information of the end-user, for completed projects of a similar nature, including the dollar value of the projects.
B. Submission Format Bidders should submit their sealed proposal in the preferred format: •
Letter of Introduction: Contractor name, contact person, address, telephone number, fax number and a brief introduction to the bidding company.

Proposed Project Timeline: Timeline of work required and projected schedule to complete project.

Additional information- any additional information that would help Lincoln Academy make an informed decision.
5. RFP Conditions A. RFP Documents The RFP Documents are to be submitted via email to
[email protected] before June 22nd at 1:00 PM.
B. Questions about the RFP
Any questions about the RFP should be submitted to
[email protected]. No other individuals associated with Lincoln Academy are to be contacted.
C. Site Visits Interested individuals can arrange to visit Lincoln Academy by requesting a visit with Jake Hunt-
[email protected]. Times will be arranged through email conversations.
D. Evaluation Criteria
Bid will be awarded to the firm whose proposal is determined to be the most advantageous to Lincoln Academy after consideration of all criteria. The criteria for evaluation will focus primarily on: • Cost Plus Percentage • Demonstrated ability to meet the scope of work • Qualification and expertise of staff proposed for this project. • Demonstrated ability to complete project within required time

E. Acceptance of Proposal • • • •
Bids will be opened in a public meeting after the due date and time with the name (name only) of the bidder announced and recorded in the meeting minutes. Bid will be awarded to the firm whose proposal is determined to be the most advantageous to the school after consideration of all criteria. The winning bidder will receive the award in writing. The school reserves the right to reject any or all proposals or to waive any formality or technicality in the best interest of the school.
F. Disclosure All documents submitted by bidders shall become the property of the school. Proposal information is proprietary and as such shall be treated as confidential. Information pertaining to the school obtained by the bidder as a result of participation in this project is confidential and must not be disclosed without written authorization from the school.
