Loudoun Soccer Fall Classic 2014 Referee Memo Dear Referees, Listed below are important updates regarding the Fall Classic tournament, and the endof-season playoffs for the U11-U12 Challenge and U13-U14 Classic divisions. Please read carefully. PARKING: Please the note the following locations and their respective parking rules:   



Conklin: limited parking on-site, but families can park in designated spots on the nearby streets. Ray Muth: park in designated spaces only. Bolen Park: primary parking on Saturday is in the lot near Field 12, as the spaces near Fields 14, 15 and 16 are shared usage with Football participants; there are no restrictions for Sunday. DO NOT park on the grass. Your car may be ticketed or towed. Loudoun Soccer Park: Parking at Loudoun Soccer Park is restricted to event staff, referees, and handicap vehicles. If these spaces are full, park in the VDOT Commuter lot next door to Loudoun Soccer Park, and access Loudoun Soccer Park using the gate connecting the two locations. Please print the parking pass sent to your by assigner to access the main lot.

GAME DAY PROCEDURES A Site Coordinator from Loudoun Soccer has been assigned to each location (Conklin, Ray Muth, Bolen, and Loudoun Soccer Park) to help manage the games. There is no site coordinator at Bles Park. Please report to the on-site manager prior to your games to receive your game cards. Referees at Bles Park should use their own game cards. Coaches and teams have been asked to help keep our games on schedule by being ready to kickoff at your scheduled game time; please do your part, too to ensure this occurs. Following the conclusion of the match, coaches should sign their game card and the referee will turn in the game card to a Field Marshal (if one is assigned) or to the Site Coordinator, who will update the website with the score. At Bles Park, game cards should be given to the Home Team coach.

Be sure to turn in the game card immediately after each game, so that scores can be updated in a timely fashion, and we avoid referees walking away with game cards after their final match. RULES/POLICIES All rules and policies from the regular season are to be observed during these matches. For a reminder, please review the following pages: U9 Rec and Challenge U10 Rec and Challenge U11-U12 Rec U11-U12 Challenge U13-U14 Classic Teams must adhere to any modified rules (playing time, goalkeeper rotation, etc.); failure to do so may result in that game being forfeited. There are two modifications to note: 

U12 tournament matches: 50 minutes (two 25-minute halves); note that U12 Challenge playoff matches are still 60 minutes.



Quarterfinal and Semifinal Playoff matches must declare a winner. Those games that end in a draw will proceed directly to FIFA Kicks from the Mark (best of five shooters, with players on the field at the end of regulation eligible to participate as kick-takers or goalkeepers). Teams that draw in the Championship match will be declared co-champions (no overtime or PK’s). All other matches (group play matches) may end in a draw.

Although it is a Recreational event, the games will be competitive, and everyone (players, coaches, and spectators) will be extra excited and emotional. Coaches and families were sent the following reminder:

“There is ZERO TOLERANCE for referee abuse. There is to be no arguing with, yelling at, or criticism toward referees before, during, or after matches, regardless of the referees’ performances. Parents and spectators who fail to follow this policy may be removed from the game and will be prohibited from watching their child compete. Parents should review the Parent Code of Conduct they agreed to when registering their child for the Fall 2014 season regarding expected behavior.” Referees should be extra sharp – punctual, attentive, calm, and professional. Help create a positive experience and set a positive example for the players. To best address unruly spectators, please do the following: 1. Communicate calmly and respectfully to the coach, asking them to address their parents, and warn the coach he/she may be cautioned if the behavior continues; 2. If the behavior continues, you may issue a caution to the coach, or if it is one specific spectator, remove that specific spectator from the field and note the details. 3. If the behavior continues, the coach may be sent off for a second caution if they received a caution earlier in the match. For extreme circumstances, notify the Site Coordinator. To best address coaches, referees are encouraged to use an appropriately-measured response depending on the severity of the situation. These include: 1. 2. 3. 4.
