WISMA PUTRA 1. The Malaysian Government transfer the mandate of MTCP to the Ministry of Foreign Affairs in 2010. Wisma Putra was entrusted with the responsibility in policy formulation, funding, coordination, monitoring and evaluation, and provide of the synergy and support for MTCP.

2. Malaysia have 108 missions abroad in 83 countries and territories. 3

3. ASEAN remains as the cornerstone of Malaysia’s Foreign Policy. Malaysia continues to push for the strengthening of ASEAN as a regional grouping, to maintain the peace, prosperity and stability we enjoyed in the region. 4. This is in line with Malaysia’s ‘prosper-thy-neighbour’ policy, where Malaysia seek to spread prosperity into less developed regions, by offering technical assistant to other developing countries in the region. 5. Malaysia also extended our technical assistance to 139 developing countries around the world. This is done within the South-South Cooperation framework, where Malaysia is committed to help in some way towards the development of human capital of other developing countries. 4

MALAYSIA TECHNICAL COOPERATION PROGRAMME 1. The original conceptualisation of MTCP can be traced back at the 1st CHOGM regional meeting in Sydney in February 1978. 2. MTCP was officially launched on 7 September 1980, at the CHOGM for Asia Pacific Meeting in New Delhi, India. 3. It signifies Malaysia’s commitment to SouthSouth Cooperation, in particular Technical Cooperation among Developing Countries (TCDC). 6

4. MTCP premised on the principle that the development of a country is dependent on the quality of its human capital and resources. 5. It became the vehicle for Malaysia to share our development experiences with other developing countries through human resource development and capacity building particularly in Malaysia’s key areas of expertise. 6. Through MTCP, Malaysia will strengthening cooperation among developing countries by nurturing collective self-reliance. 7

OBJECTIVES OF MTCP • To share development experiences with other countries; • To strengthen bilateral relations between Malaysia and other developing countries; • To promote South-South Cooperation; and • To promote technical developing countries.

ACHIEVEMENTS & RECOGNITION 1. MTCP Alumni includes Ministers, Ambassadors, high-ranking officers in Government agencies, and decision makers in their respective industries/organisations.

2. In the Global South-South Development (GSSD) Expo 2008, Malaysia was awarded with the South-South Innovation Award by the United Nations for its work in MTCP. 3. On 24 October 2013, MTCP received UN Award for the “Millennium Development Goal (MDG) Eight: Develop a Global Partnership for Development. 11
