But, don’t you have to be careful to measure similar kinds of things, like number of sick people?
Scientists use Statistics all the time to estimate stuff…
We could do that with highway pavements, couldn’t we?
I don’t know, can we? Maybe using Samples is not such a good idea… FHWA Program Performance Management
