EXECUTIVE SUMMARY: The property owners, Mr. and Mrs. Hedberg, request Design Review approval for the installation of a new shingle roof at their non-historic duplex residence located at 1110 West Third Street. RECOMMENDATION: Adopt a resolution approving the request for Design Review for a new shingle roof for a non-historic duplex residence at 1110 West Third Street. GENERAL PLAN: Goal 3.1 Maintain and enhance Benicia’s historic character o Policy 3.1.5 Permit new development, remodeling and building renovation in historic districts when consistent with the polices of the applicable Historic Conservation Plan. PERMIT STREAMLINING ACT DEADLINE: The application was deemed complete on May 10, 2017 and the 60-day deadline for action under the Permit Streamlining Act for projects exempt from CEQA is July 9, 2017.
CEQA: The proposed project is Categorically Exempt pursuant to Section 15301, Existing Facilities. The exemption includes minor alterations of existing structures involving negligible or no expansion of existing uses. The proposed project is limited to the roof replacement on a non-historic structure. BACKGROUND: Applicant / Owner:

SUMMARY/ANALYSIS: Within the Downtown Historic Conservation Plan, Design Review is required for Minor Projects. Minor Projects include exterior alterations such as changes to roofs. The Design Review is required for non-historic duplex which are visible from the public right-of-way. As such, the non-historic duplex residence located at 1110 West Third Street currently has a tar and gravel roof and the owners propose to replace the roof with an Owens Corning Cool Mountainside shingle roof. The new shingle roof complies with Cool Roof Requirements in California Title 24. The new roof would be visual appealing and an improvement to the surrounding neighborhood. The proposed roof replacement is an over the counter permit through the Benicia Building Division. CONCLUSION: Staff recommends that the Historic Preservation Review Commission approve the new shingle roof for 1110 West Third Street, a non-historic duplex residence. FURTHER ACTION: The decision of the Historic Preservation Review Commission may be appealed to the Planning Commission within ten (10) business days.
