2018 DHCD Application CoC Preparation Memorandum
The Arlington County Consortium (ACC also known as the Continuum of Care) is kicking-off the grant process for applying for the Virginia Homeless Solutions Program (VHSP) Notice of Funding Announcement (NOFA) that was recently issued by the state’s Department of Housing and Community Development (DHCD). This year the state has combined under one Homeless and Special Needs Housing (HSNH) NOFA, guidelines for VHSP, Housing Opportunities for Persons with AIDS (HOPWA) and Housing Trust Fund (HTF) funding requests. In this packet you will find information that needs to be completed by any organization planning to apply for VHSP funds for the FY2019 (July 2018-June 2019) grant year. These grants are renewable for a second year, FY2020 (July 2019-June 2020), based on performance, compliance, and available funding. Background The VHSP DHCD application was released last week (February 9, 2018) via email. The application instructions provide detailed information about the grant funds and how to successfully apply. Below are some key considerations:
The application is due to DHCD via the Centralized Application and Management System (CAMS) on March 30, 2018. The Consolidated application will come from Arlington County’s Department of Human Services -Housing Assistance Bureau on behalf of the CoC; however, funding contracting will be between DHCD and CoC grantees. DHCD is slated to provide $15.2 million dollars of funding based on anticipated funding levels throughout the state. (Roughly a 4% decrease from 2016-2018 NOFA) Minimum request amount of $25,000 per grantee. Match requirement for the CoC is 25%. Projects can request funds for the following eligible activities (note current year NOFA changes in Red): o Outreach o Centralize or Coordinated Assessment/Entry o Targeted Prevention o Emergency Shelter Operations o Rapid Re-housing

There are 31 total narrative questions that must be answered through CoC collaboration, of which 5 designated for HOPWA. There are several attachments to be completed that include the CoC Spending Plan. The Plan will be sent to all programs that provide prevention, diversion, street outreach, emergency shelter, safe haven, transitional housing, rapid re-housing, and permanent supportive housing.
As you consider applying for the VHSP grant, please keep in mind the CoC’s and DCHD’s current priorities: Preventing homelessness when possible. Providing targeted prevention services for households seeking access to shelter. Continuum of Care Process Notables I.

DHCD Notice of Intent (NOI) (see attachment A) – All organizations that intend to apply must complete the Notice of Intent (NOI) to be considered a potential applicant. Please note: Should your organization not complete the NOI by the designated due date, you will not be considered a potential applicant for funding. Please remit all NOIs to Nicole Harmon (

Match & Leveraging – This information will be requested from potential applicants by from Arlington County’s Department of Human Services(DHS) -Housing Assistance Bureau at a later date.
IV.
Application Submission Information – A consolidated application will come from be submitted electronically to DHCD by DHS-Housing Assistance Bureau on behalf of the CoC.
