Annual Council Meeting Calendar

In reviewing the Council’s workshop and regular meeting schedule for 2011, I find that we only have th one holiday that will conflict with their schedule this year. Monday, December 26 is a scheduled holiday for city employees. Historically, the Council has cancelled the last workshop and regular council meeting in November and December because of City Council holiday travel conflicts, etc. Once the council has confirmed their meeting schedule for November and December, staff will be able to plan accordingly and publish changes, etc.

Summary of FCT Nine Island Cove Plan Florida Community Trust • State agency that is chartered to help communities acquire critical properties that create parks, community access to open space, improving and protecting critical natural systems including water bodies and connectivity to other trails, parks and conservation areas. • Annual cycle allows grant application up to $5 M to support acquisition of these critical properties if they score well on the FCT elaborate scoring system • Ten percent (10%) match required by small communities such as Dunnellon. • 2011 Application deadline February 23, 2011. Award around June 2011. Acquisition after completion of approved Management Plan. Nine Island Cove Property • Forty Eight (48) acre set of parcels (including 9-acre cove) just west of the Dunnellon Middle School that includes 3000 feet of frontage on the Withlacoochee River. • Heavily wooded with existing trails, and roads. 20% Conservation and 80 % medium density residential zoning. • Close to historic district, with sidewalk connection from Pennsylvania Ave and road connection from River Drive and West Mckinney Avenue. • Asking price $1.5 M. Purchase price would be limited to market price set by Florida approved appraiser. • Parcels represented by a single real estate sales person with a common willing seller understanding. Florida Community Trust Application Plan • City Council Decision to purse application to acquire Nine Island Cove Property. • Develop Conceptual Site Plan that will satisfy city needs and score well. Plan could include walking and bike trails, boardwalk along the river, pavilion, kayak launch point, cove overlook platform, comfort station and a picnic grove. Improvement might take 10 years as grant funds become available. • Target source of the acquisition matching funds. • Request William Lorenzen and the Trust for Public Lands to join acquisition team. • Support application preparation by Paul Marraffino and city staff review. • Create Proclamation by city council to support the acquisition of the property when FCT application is successful. • Submit FCT 2011 application before Feb 23, 2011.
