City sewer treatment plant project

As we discussed concerning the above referenced project, the City of Winnemucca will need to utilize portions of some road rights of way to install the lines associated with connecting the existing City sewage treatment plant with the new City sewage treatment plant. Accordingly, the City is requesting permission from Humboldt County to utilize certain of the existing County right of ways to install the infrastructure for the sewage treatment plant connections. The infrastructure will be installed in the same portions of the right of ways where existing utilities are already installed, which is outside of the improved (pavement and gravel base) areas of the right of ways. The infrastructure will be installed (after it exits City property) along the westerly side of Desert Gem Road right of way, then along the former Jungo Road right of way (which is now not used), crossing under Old Jungo Road, then along the northerly boundary of the Old Jungo Road right of way (crossing under Old Jungo road) to the point where it meets Jungo Road, crossing under Jungo Road, and then along the northerly boundary of the Jungo Road right of way to the new treatment plant. Maps depicting the route and road crossings are attached (the quality is not the best). Accordingly, it is requested that an item be placed on the next County Commission meeting agenda to solicit formal authorization for the grant of the right of ways. The agenda item should read as follows: Grant of permanent easement to City of Winnemucca for construction, operation, modification, maintenance, access and removal of underground and above ground sewer system utilities, including transmission, conveyance, service and distribution pipes, pipelines, lines, mains, conduits and related fixtures and any and all other necessary or convenient appurtenances connected therewith along the westerly side of the Desert Gem Road right of way, along the northerly side of the former Jungo Road right of way, across Old Jungo Road, along the northerly side of the Old Jungo Road right of way, across Old Jungo Road, across Jungo Road and along the northerly side of the Jungo Road right of way / authorization for County representative to sign grant of easement document.
