BIG/LITTLE BIKE RACE MEN’S AND WOMEN’S RULES AND REGULATIONS COURSE AND EQUIPMENT a. Men's Race: i. Location: H Parking Lot (400 yards) ii. Length: One hundred and seventy two (172) laps which equals thirty-nine (39) miles b. Women's Race: i. Location: H Parking Lot (400 yards) ii. Length: One hundred and ten (110) laps which equals twenty-five (25) miles.
Team members will not be allowed on the track prior to their respective races, except where allowed by race officials. If someone is found on the track, they will be ineligible to participate in the race.
Two (2) bicycles will be issued to each team before the race. Changes allowed to these bikes include: o Seat height, angle, and lateral adjustment. o Stem height adjustment. o Handlebar tape replacement. *NOTE: Bars must have tape on them.
These will be the only bikes available for the race. No other bikes can be used.
Cleaning of the bikes and lubrication of the bike is allowed. All bikes will be inspected at the start/finish line by the Chief Steward.
The rider's feet may not be secured to the pedals in any manner (tape, clips, etc.).
Safety helmets will be provided for each team. Teams may wear their own helmets, but they must have them approved by the organizing officials (they must be hard shell helmets). If you have a question about a helmet, bring it to the time trials to have it checked. Teams will be required to wear these helmets during qualifications and the race itself. A penalty of ten (10) seconds will be awarded against a team if a rider is found without a helmet strapped on.
Jerseys: All teams (riders) must wear identical jerseys/shirts. Two or more teams will not be allowed to wear the same/similar colored jerseys. Colors will be reserved on a first come first serve basis. All new jersey colors must be approved by Shane Setnor (488-2794 or ss233) before ordering. Teams must have their final jersey colors submitted by the end of the registration period.
ELIGIBILITY The Big and Little Bike Race, sponsored by the Department of Intramurals is open to all University of Evansville undergraduate and graduate students. Both graduate and undergraduate students are eligible if they meet all of the following requirements: o Graduate: Must have enrolled and attended classes for two of the three academic terms up to and including the term that the bike race falls in Ex. Summer 2004, Fall 2004, and Spring 2005. A minimum of three hours per semester is required. o Undergraduate: Must have enrolled and attended classes for two of the three academic terms up to and including the term that the bike race falls in (Same as above). A minimum of six hours per semester is required. ENTRANTS AND TIME TRIALS Time Trials will be the Thursday or Friday prior to race day. o Entrants in the race will be the teams which post the fastest official times during the qualifications, depending on the number of teams entered. The Chief Steward will determine how many teams can ride (7 or 8 max) before time trials begin. The remaining teams will not be able to ride the day of the race. This is for safety issues related to the size of the track. The starting line-up shall be determined by the qualifying time, pole position going to the fastest team.
Men's Race: o Each of the four riders of a team shall ride two (2) laps to obtain the qualifying time.
Women's Race: o Each of the four riders of a team shall ride one (1) lap to obtain the qualifying time.
Each rider of a team will get a flying start. This means they will ride a warm-up lap and then as they cross the start/finish line, the official will start timing.
Each team will consist of four (4) riders and one (1) alternate. These five (5) riders must be the same as those listed on the team's entry form, there will be no exceptions.
Only the 4 riders planning on riding in the race will ride in the time trial and have their times count towards the team score. The alternate cannot count a time towards the team score.
BIKE TEAM EXCHANGE AREAS Each team will be assigned a pit along pit lane which will be on the inner circumference of the track. All pits will be of equal width and depth. The width of the pits will be determined by the number of team entries. All exchanges must be made within the designated pit area.
A restraining line will be used as a boundary guide to the area for making valid exchanges. Pit crew members cannot go beyond this line. All riders beginning an exchange should
signal by raising their inside hand high above their head as they go down the back straightaway. Each team is allowed to have a pit crew of four (4) members, not including the coach. It shall be the responsibility of the crew to supply all needs of the team. Any team having more than ten (10) members, including riders and pit crew, in their pit at any time, will be disqualified from the race.
All team equipment (tools, spinners, etc.), food, water, etc. must be kept within the team’s pit boundaries OR directly behind their pit area. o THERE WILL BE NO SHARING OF EQUIPMENT BETWEEN TWO ADJACENT PITS.
The men's teams will not be allowed to have any equipment on the track during the women's race.
LINE-UP Teams with bicycles will be lined up for the pace lap in the order specified in the Entrants and Time Trials section. All starting riders will be mounted and ready to ride five (5) minutes before the start of the pace lap, after which time no crew member will be allowed on the track.

PARADE & PACE LAPS The parade lap will precede the pace lap. The teams will line up by the pits according to their qualifying time and walk their bikes to the start/finish line while being announced.
The pace lap will precede the actual start of the race. Teams will follow an escort around the track for one or more laps (depending on correct positions, etc.) in the order of the starting line-up. The riders will maintain a steady speed until the final turn, at which time they must begin to gradually increase their speed. The respective positions must be maintained at this time. As the escort crosses the starting line the Chief Steward or inspector will wave the GREEN flag, signifying the start of the race. At this time the actual scoring and timing of the race will begin. The pace lap does not constitute a lap for the race.
FLAGS
The race will be controlled by the use of official flags, and it is the responsibility of every rider and pit crew member to understand the meaning of each flag. The flags and their meanings are as follows: o GREEN.....................................................................STARTING SIGNAL o BLACK.....................................................................PENALTY o RED..........................................................................STOP: RACE IS HALTED o YELLOW.................................................................RIDE WITH CAUTION o WHITE.....................................................................STARTING THE LAST LAP o CHECKERED..........................................................RACE IS COMPLETED o BLACK……………………………………………RIDER RECEIVED PENTALTY *The Chief Steward will announce the penalty to the rider as they pass the start/finish line or notify the pit of the offending team.
ACCIDENTS Should any accidents occur during the race, the nature of which hinders the normal progress of the race or endangers the safety of the riders, judges will display the YELLOW flag. At this signal, the riders will slow their bicycles and fall in line behind the pace rider. Failure to respond correctly will result in a twenty (20) second penalty given by the Chief Steward. After display of the YELLOW flag, a clear track will be signified by the GREEN flag, and normal riding may resume.
When an accident occurs and the YELLOW flag is displayed, the inspectors near the accident will clear the track and check the conditions of all the riders involved in the accident. Riders not seriously injured will be allowed by the inspectors to continue the race providing that their bicycle is still in running condition. The decision concerning the condition of the bicycle will be left to the rider. New bikes to be ridden by riders after an accident will be determined by the nearest inspector or Chief Steward. Free laps will only be awarded due to unrideable bikes as determined by the Chief Steward. As soon as the pit learns that their team has been involved in an accident, one rider may, on foot, carefully cross the track and approach the accident. The team coach may also leave the pit area and proceed with caution to the scene of the accident. The following rules should cover all types of accidents. If the rider or coach is unsure of what should be done in the case of a freak accident or situation, he should ask the nearest inspector for instruction. o Case 1: Rider OK, Bicycle OK o Action: Rider gets up and continues to ride, then no penalties issued. o Case 2: Rider OK, Bicycle not rideable. o Action: Second rider starts from pit after serving a 25 second penalty. When they cross the lap line, then that will count as a lap. First rider returns to pit while coach and another rider begin to choose a new bike. o Case 3: Rider injured, Bicycle OK o Action: Second rider starts from pit after serving a 25 second penalty. When they cross the lap line, then that will count as a lap. Coach and another rider begin to
choose a new bike. First rider is attended by Trainer and cannot ride again until cleared by that trainer. o Case 4: Rider injured, Bicycle not rideable. o Action: Second rider starts from pit after serving a 25 second penalty. When they cross the lap line, then that will count as a lap. Coach makes sure injured rider is taken to first aid tent. Coach then helps another rider get a new bicycle from around the track as directed by the inspector. The damaged bicycle should be taken to the infield to have it repaired. The injured rider may not enter until he or she is cleared by the Trainer. *NOTE: The maximum amount of laps a team can lose in an accident will be 2 laps and will fall behind the pace bike/group in the final pole position.
The function of the team coach is an integral part of the necessary actions taken when an accident occurs. The only reason for a coach to leave the pit area is to attend to a team wreck, check on an injured rider in the first aid tent, or to discuss the race with the Chief Steward. Riders are only to leave the pit area to go to the first aid area or as a replacement rider at the scene of an accident. Only one rider from a team is to leave the pit per accident.
RIDERS ARE NOT ALLOWED TO LEAVE THE PIT AREA TO TALK TO THE CHIEF STEWARD
A team wishing to change bicycles during the course of the race may do so only in their exchange area. A new rider must be on the replacement bicycle when the exchange is taking place. The new rider may not leave the pit area until the rider coming out of the race crosses in front of the new rider.
Safety and sportsmanship are required from everyone at the time of an accident. From the team coach, to the riders on the track, the "cleaning up" of a wreck will need to be a concerted effort by everyone. CONDUCT Riders will be expected to conduct themselves in a safe and sportsmanlike manner both when riding and when in the pit area. Any judgment concerning misconduct will be dealt with according to the discretion of the field inspectors and Chief Steward.
When riding, team members will be expected to compete fairly, without hindering other riders in any way or improving their position in an unjust manner. When not on the bike, riders are not allowed in other pit areas.
Teams that become five (5) or more laps behind at any time during the race will be required to move into the outside lane (dotted lines) to give faster riders priority on the track. If any manner of that team impedes progress of another rider, or riders, that team will be penalized a minimum of ten (10) seconds.
FREE LAP RULE
If there should be a mishap, such as a flat tire, or any mechanical failure of the bike, which causes the rider to fall behind while making repairs, this rule would allow the rider(s) to enter back into the race without losing laps or their position in the race. The Chief Steward will determine when and where the rider is to re-enter the race. This rule applies only to riders on the course in normal flow of traffic.
Free laps will not be awarded due to a crash or a collision. Free laps may be awarded to teams involved in an accident that was not their fault (determined by the Chief Steward).
The free lap rule will be removed with fifteen (15) laps remaining in the race.
CHANGING RIDERS Teams will be allowed to change riders as often as they wish. When a rider is coming in they will pull into the pit lane and into their pit as described in The Bike Team Exchange Area section. The exchange must occur in front of the pit of the team concerned.
Each exchange must be completed without the incoming rider, the outgoing rider, or any of the pit members crossing the pit boundaries. During the exchange procedure (while on pit lane) the ingoing rider will have the right-of-way, within reason. If the exchange impedes the progress for another team a ten (10) second penalty will be assessed. Safety of the riders is most important and should be foremost in the minds of those that are in situations of conflicting teams. A judgment will be the responsibility of an inspector or Chief Steward. Should the incoming rider fail to complete the exchange, he must continue around the track for one more lap.
When reentering the track from pit lane, riders already on the track will have the right-ofway. Riders do not have to ride to the end of pit lane to enter the track as long as it is clear. DO NOT PUSH A NEW RIDER DIRECTLY ACROSS PIT LANE AND INTO THE TRACK AREA. The rider must establish control in the pit lane and enter the track area under their own power.
PENALTIES Failure to maintain position on YELLOW flag o Penalty: Twenty (20) seconds Unruly behavior by pit and/or crowd o Penalty: Ten (10) seconds first offense, disqualify riding team on second offense. Intentionally impeding progress of rider o Penalty: Ten (10) seconds. Chief Steward may determine further penalty according to their discretion. If exchange impedes progress of a team o Penalty: Ten (10) seconds. Riding without a helmet or without helmet being strapped on o Penalty: Ten (10) seconds. Failure to comply to Chief Steward's or inspector's instructions o Penalty: Discretion of Chief Steward.
All penalties must be taken within four (4) laps after the team has been notified by the Chief Steward with the BLACK flag. The penalized team’s pit will be used as the “penalty box”. Both wheels of the bicycle must be in the box for the penalty time to begin. An inspector will count down the seconds to the rider in the box, and will tell the rider when to enter back into the race. A new rider may enter the race once the penalty is served.
TERMINATION OF THE RACE The Chief Steward shall have the right to: o Stop the race temporarily in case of rain or other factors. o Delay the race if in his opinion safety requires that action. o Terminate the race completely before its scheduled finish if an emergency demands such action. o Disqualify any team for unsportsmanlike conduct.
The Chief Steward may call the race complete after four (4) or more bicycles have finished the maximum number of laps (110 for women, 172 for men). Bicycles flagged down as a result of such a decision will earn finishing positions in the order of racing lap completed. The race will be considered official when 1/2 of the race is completed in case of rain or other unforeseen problems. The number of laps will be 55 for women and 86 for men.
After the winning team receives the CHECKERED flag, the rider will circle the track for one more lap and then leave the track and enter the infield to appear at the winner's circle. The next five (5) teams in order of their finish will be shown the CHECKERED flag. These teams will then continue around the track and complete one more lap and return to their pit. They must remain there until called to report to the awards platform. At the discretion of the Chief Steward, the RED flag can be shown at any time signaling the stopping of the race. When this happens all remaining teams should report to their respective pit areas.
OFFICIALS BIKE RACE ORGANIZER: o It shall be the duty of the organizing official to inspect the race facilities, secure certain designated officials, check rider eligibility and make such rules as necessary in order to conduct the race in the safest, quickest and simplest manner. In order to accomplish this, one person representing each team must attend the pre-race meetings for organizational purposes. All information concerning the race will be given at these meetings or in writing by the organizing official.
CHIEF STEWARD: o Shall decide on all questions relating to actual conduct during the race for which settlement is not otherwise provided for in the rules. He/She shall have the power to disqualify any rider from further competition in the race due to unsportsmanlike conduct. He/She have the power to assess penalty laps.
INSPECTORS: o Shall be stationed at regular intervals around the track and will report all irregularities to the Chief Steward. The Chief Steward will rule on violations and determine penalties. o Duties of Inspectors: Report riders that impede other riders in any way. Report riders that improve their position in an unfair manner, especially after a YELLOW flag. Report teams that do not exchange in the proper area. Report riders that enter or leave the track unlawfully. Report any unfair practices of non-riders. Clear track of accidents and control re-entry into the race. Distribute bikes as needed after an accident.
